PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), the following is prohibited on the National Forest System (NFS) lands and trails on the Payette National Forest, Krassel and McCall Ranger Districts, described below and shown on the attached map incorporated into this Order as Exhibit A (the “Described Area” and “Described Trails”):
1. Going into or being on the Described Area. 36 C.F.R. § 261.52(e).
2. Being on the Described Trails. 36 C.F.R. § 261.55(a).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e) (1) or (2).
2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
3. Federal or State administrative personnel in the performance of an official duty.
DESCRIBED AREA AND TRAILS
The Described Area is within Valley County, Idaho, and Boise Meridian. It includes all NFS lands on the Payette National Forest within the following boundaries:
Beginning at the junction of NFS Trails #099 and #102 located in T16N, R5 E, Section 28 and heading northeasterly along NFS Trail #099 to the junction with NFS Trail #100 in T16N, R5E, Section 13 and continuing easterly along NFS Trail #100 to the western Order Number: # 0412-605 bank of the South Fork Salmon River at the Bridge located at T17N, R6E, Section 11.
Continuing southerly along the western bank of the South Fork Salmon River to the Payette National Forest and Boise National Forest boundary located at T16N, R6E, Section 2.
Turning westerly and following the Forest Boundary to T16N, R5E, Section 2.
Continuing west/northwesterly along NFS Trail #101 beginning in T16N, R5E, section 2 at the Forest Boundary back to the junction of NFS Trails #099 and #102.
The Described Trails are all NFS Trails located within and bordering the Described Area:
NFS Trails #099, #100, #101, and #302.
PURPOSE
The purpose of this Order is to protect public safety during an active wildfire.
IMPLEMENTATION
1. This Order shall be in effect from August 23, 2024, at 18:00 PM through September 30, 2024, at 6:00 PM, unless rescinded.
2. A map identifying the Described Area and Trails is attached and made part of this order as Exhibit A. A copy of this closure order will be posted on the Payette National Forest webpage at: https://www.fs.usda.gov/main/payette/ fire,.
3. Unless otherwise expressly defined in this Order, the terms used in this order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this order that are not expressly defined in the order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
4. A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

6. This Order supersedes any previous orders prohibiting the same or similar acts in the same Described Area or on the same Described Trails.

Crescent, OR – The Red Fire is burning on the southwest slope of Redtop Mountain within the Diamond Peak Wilderness on the Deschutes National Forest. An assessment by the initial attack incident commander, local fire managers, and Forest staff determined the risk to responders was too great to continue with direct attack due to firefighter safety concerns including a lack of escape routes and safety zones, snag hazards, and the remote location of the fire. Currently, a full suppression strategy is being implemented utilizing shaded fuel breaks. Fire managers are continually reevaluating the safest, most effective suppression strategy based on changing weather, fuel conditions, and fire behavior. Firefighter and public safety remain the management team’s highest priority in managing this fire.
Yesterday’s Activities – Work continued on the two-mile section between Crescent Lake and Summit Lake to remove small brush and trees and widen the shaded fuel break.
Today’s Activities – Fire personnel will continue to improve the shaded fuel break between Crescent Lake and Summit Lake. Crews will also continue work to the northwest of Summit Lake constructing the shaded fuel break along Forest Service Road (FSR) 6010 and towards FSR 380 on the Willamette National Forest to connect with the suppression work being done by the 208 MF Fire.
Weather and Smoke – Over the last 32 hours, a low pressure system deposited .6 inches of precipitation over the fire area. Precipitation over this period will not be enough to significantly wet the interior of larger fuels such as standing dead trees and fallen logs. The low pressure system will weaken and move out of the area this weekend and a warming and drying trend starts next week.
Closures – The Deschutes National Forest emergency closure around Crescent Lake and in Diamond Peak Wilderness is still in effect. The public should note that FSR 60 is closed, and road guards have been posted for public safety. Update: An amazing effort was made yesterday to continue mopping up 100 to 300 feet inside the containment line despite the rain creating poor road conditions and slippery footing for crews. We will continue to closely monitor area weather and adjusting tactics ensuring crew safety during ongoing field operations. Crews have worked to install over 7 miles of hose with additional hose being installed today. The combination of hardworking fire crews, well thought out tactics, and rain moving into the area, has decreased fire behavior allowing for increased containment of the fire. The public may continue to see more fire equipment on the roads than usual while crews move around the area.
These changes in the 2620 Road Fire marks a transition period. The main operation has begun scaling back, assessing needs, and releasing equipment and personnel home or to other fires. The Western Washington Type 3 Incident Management Team in cooperation with the Georgia Forestry Commission Type 3 Incident Management Team, US Forest Service, and Brinnon Fire Rescue, are working closely with Washington Department of Natural Resources, Olympic Region to return management of the 2620 Road Fire back to the local jurisdiction. All agencies will come together to develop a strategic plan which will provide for continued mop up work and support for all resources who will remain working on the 2620 Road Fire.
Road Closures: All involved Agencies are evaluating road closures for possible changes. Currently, Duckabush Road and Mt. Jupiter Road (2620 Road) remain closed except for residents on these roads.
Weather: The weather pattern for the next few days continues to bring showers with significant accumulation across the fire area.
Air Restrictions: The Temporary Flight Restriction (TFR) still remains in place over the fire which is in effect 24/7. Penalties for flying in a restricted air space can carry significant fines in excess of $30,000. Please remember that if you fly, we can’t.
Evacuation Levels: The Duckabush Road Evacuation Level is now a Level 1 from the 1000 block and above.

SITUACIÓN ACTUAL: Ayer cayó lluvia sobre la zona del incendio que duró hasta la noche. Es mínima la intensidad del fuego, y mayormente está ardiendo en los desagues de Boulder Creek y Little Boulder Creek. En la última semana se ha desplazado muy poco o hasta nada y el fuego continúa por debajo de la línea de control de Boulder Creek. Ayer, las cuadrillas patrullaron la línea de mano a lo largo de Little Boulder Creek y Boulder Ridge y también vigilaron la zona en búsqueda de calor con el uso de un sistema de aeronaves no tripuladas (UAS). Continuó el trabajo de remover la vegetación de los bordes de las carreteras en Stehekin y los bomberos comenzaron a remover el equipo excedente a lo largo de la orilla del lago. Al sur del incendio, cerca de Manson, las cuadrillas continuaron transportando los escombros de vegetación y reparando las carreteras que fueron dañadas por el tráfico relacionado con el fuego.

Crazy Creek Fire & Kitty Creek Fire Update – August 24, 2024

Highlights: Cooler temperatures, higher humidity, and recent precipitation have significantly reduced fire activity.
Yesterday, crews focused on suppression repair. Today, efforts will continue with an emphasis on patrolling for remaining areas of heat and reinforcing containment lines. While conditions are currently favorable, warmer and drier weather expected next week could increase fire behavior in isolated areas. Firefighters remain vigilant and prepared to respond to any changes.

Evacuations: The Crook County Sheriff’s Office has lowered the evacuation level from Level 3 (recommended evacuation) to Level 2 (set for evacuation) from Highway 380 north to SE Puett Road. The area north of SE Puett Road around the perimeter of the fire remains at a Level 3. The area south of Highway 380 has been lowered to Level 1 (prepare for possible evacuation). An evacuation map is available online through the Crook County Emergency Management Office website.
Weather: Today’s forecast includes highs in the mid-60s with partially cloudy skies. There is a 25% chance of rain in the morning, decreasing to 16% by the afternoon. Winds are expected from the NW at 5-10mph.
Importance of Fire Prevention: All public lands in Central Oregon, including the Ochoco National Forest, are in Stage 2 Public Use (Fire) Restrictions. All open flames, including woodstoves and charcoal briquette fires, are prohibited. In times of high fire danger, it is crucial for everyone to follow prevention measures to avoid additional strain on overburdened resources.
Closures: The Ochoco National Forest has implemented a forest closure for the eastern portion of the Paulina Ranger District.

Summary
High humidity and rain showers limited fire spread on Friday. Remote Automatic Weather Stations (RAWS) near the fires recorded between 1/2 and 3/4“ of rain during the last 24 hours which brings the 48-hour total to over 1 inch. This precipitation will not fully extinguish the fires on the Homestead Complex, but will cause a significant delay in the use of tactical firing.
No Man (2,080 acres) and Salmon 33 (261 ac.): Firefighters continue to work on an indirect fireline on the northeast side of the No Man Fire and are making progress in achieving containment on the Salmon 33 Fire.
Horse Heaven Creek Fire (2,295 ac.): Firelines are nearly complete on the east side of the fire with chipping and mastication being used to reinforce these lines. Fire managers are developing plans to construct a fireline from Horse Heaven Creek to Ridge Road to stop fire spread to the north.
Bullpup Fire (476 ac.) and Fuller Lake Fire (418 ac.): Two hot shot crews are scheduled to arrive at the fire today and will begin constructing line on the north side of the Bullpup Fire. The focus on the Fuller Lake Fire is to continue felling dead trees (snags) and work toward anchoring firelines on the east side into an old burn scar.
Reynolds Butte Fire (334 ac): 100% contained on August 22, 2024.
Lost Bucket Fire (34 ac.): 100% contained on July 29, 2024.
Weather: High temperatures today will range from the upper 40’s to low 60’s with decreasing clouds.

The Bureau of Land Management (BLM), Roseburg District, has issued a closure order for portions of BLM land which border the Umpqua National Forest Emergency Fire Closure north of Steamboat.
