Elk, WA, - Current Situation: Northeast WA Incident Management Team 3 is in command of the Oregon and Gray fires. The Oregon Fire continues to remain within the current footprint with no further growth, the strategy remains full suppression and work is progressing as expected. Northeast WA Incident Management Team 3 will continue their efforts through the 11th before turning the fire back to local resources next week.  

Today’s activities: Mop-up, patrol and suppression repair will continue across all divisions of the fire. Resources needs continue to be evaluated each day as the team works to right size the incident.   

Evacuations: All evacuations throughout the entire fire area have been rescinded.  

Weather: A period of drier weather has arrived over the fire area with relative humidities of 30%. The drying of the airmass will equate to cooler morning lows in the 40’s.

Special Note: This update covers 9 of the 19 fires currently being managed as part of the Complexes plus one recent initial attack fire. The remaining 10 fires are listed in the accompanying Complex Overview. Those fires, totaling 1,748 acres, are contained and in patrol status. They are checked daily, and their size and containment status are unlikely to change.

Current Situation: The 19 fires in this incident total 17,803 acres and overall containment is 21%. The nine uncontained fires described below total 16,055 acres. Hog 2 Fire and Lost Fire are in Redwood National and State Parks. All other fires described in this update are in Six Rivers National Forest. Fire managers have been rightsizing staffing for current fire conditions. In total, 1,097 personnel are assigned to the incident. Continuation of the current warming, drying trend over the next few days may produce more smoke as fuels on the interior of the fires are consumed.

Hog 2 Fire (0.01 acres) – This initial attack fire was detected last Saturday in the southern end of Redwood National and State Parks. The fire is a lightning strike in a single cedar tree. The burning tree was felled and the fire is lined and nearing full containment.

Lost Fire (740 acres, 68% contained) – Completed fireline surrounds this fire except for a steep, rocky section on the northwest corner that firefighters cannot safely work on. Suppression repair work, such as recontouring dozer lines, is in progress. An unmanned aerial systems aircraft (UAS) has finished searching for any remaining hotspots using infrared technology.

Pearch Fire (5130 acres, 8% contained) – The southern end of the fire in Divisions Z and J is contained, and crews continue to patrol and further secure this area. Crews continue to search for and extinguish hotspots on the western side of the fire. Today, tribal resource advisors and the Division supervisor will be looking at a “donut hole” shaped area of unburned fuels on the west side for the potential to remove the fuels with a future small firing operation. No other firing operations are planned at this time. A chipper is removing slash from an indirect line/road near the southwest corner of the fire. The structure protection group has completed structure assessments along the Salmon River corridor to the east of the fire in Division Y. The assessments will be compiled into a database that will be useful to local agencies in the event of any future emergencies. They continue daily checks of hoses, sprinklers, and other structure equipment in the area, and unneeded equipment is being backhauled. A night shift of engines continues to work the fire.

Bluff #1 (2049 acres, 26% contained) and Mosquito (2575 acres, 24% contained) Fires – Mastication and chipping on an indirect fireline north of Mosquito Fire is done. A dozer line along a portion of Bean Ridge has been cleaned up, and hand crews completed the line northeast to Highway 96. A combination of masticators, fallers, and hand crews is working to extend the line further north along the 13N13 Road. This work should take another 2 to 3 days to complete. The east side of Mosquito Fire is contained by direct line along the Cedar Camp Road in Division M. An indirect line has been completed westward from the southeast corner of Mosquito Fire in Division M. Mastication has been completed along an indirect line that runs from north of Bluff #1 Fire, along the west side of that fire, and southward in Division N. Crews are working on connecting the south end of this line down into Bluff Creek and across to the line running west of Mosquito Fire with handline. This should take another 1 to 2 days to complete. Four chippers are working to remove slash from the masticated indirect lines north, west, and south of Bluff #1 Fire. Five of 15 miles of chipping have been completed. Work on these two fires, as well as others in the Complex, is being closely coordinated with tribal resource advisors.

Blue Creek #2 (3132 acres, 0% contained), Marlow (1542 acres, 0% contained), and Copper (809 acres, 0% contained) Fires – These fires are being patrolled by aerial resources as weather conditions allow. They are bounded by indirect control lines to the east and south, and significant movement of these fires is not expected.

Monument (2 acres, 0% contained) and Let er-Buck (75 acres, 0% contained)  Fires – Due to limited values at risk, the remote, steep terrain and associated safety concerns for our firefighters, and the low probability of success using standard suppression tactics, these fires are being addressed with a confinement strategy. Terrain, natural fire barriers such as rock outcroppings, and old fire footprints where fuels are limited will be used to confine fire growth until season ending precipitation extinguishes the fires. These fires are checked regularly by aerial patrols to ensure they remain within acceptable bounds, and little to no fire growth has been observed.

Weather: Seasonably warm and dry through the end of the week. Highs in the upper 70s on the ridges to around 90 in the valleys. Winds westerly on the ridges and light in the valleys. No rain is forecast through the weekend as high pressure continues to build through next week.

Brice Creek, Dinner, and Grizzly Fires

Brice Creek Fire: Size: 583 acres | Start Date: August 24, 2023 | Cause: Lightning | Containment: 25%

Yesterday firefighters completed the secondary containment line on the north flank, which connects Forest Service Road (FSR) 2216 to FSR 951. Today mop operations along the fire’s edge will continue along all flanks of the fire. As conditions dry out, the unburned pocket of fuel on the southeast flank of the fire, north of FSR 22, may become more available for firing operations. Fire managers will consider using Unmanned Aerial Systems (UAS/drones) for this operation if the need arises.

Dinner Fire: Size:  304 acres | Start Date: August 24, 2023 | Cause: Lightning | Containment: 80%

With the drier conditions, portions of the Dinner Fire have seen a slight uptick in fire activity. On the northwest flank, crews have been actively securing some hotspots. The control lines have not been threatened and mop up operations along the fire’s edge will continue along all flanks of the fire.

Grizzly Fire: Size:  106 acres | Start Date: August 24, 2023 | Cause: Lightning | Containment: 0%

A Wildland Fire Module has been inserted on the Grizzly Fire. Their first full shift will be today. Structure protection work has been completed and resources will remain on scene to provide structure protection if needed. Line construction continues with wood chipping machinery working the Noonday Ridge, masticating woody debris.

Weather: Temperatures will range from 65-80° with minimum relative humidity in the range of 30-50%. Winds will be westerly with gusts to 15 mph.

Evacuations:  Lane County issued a Level 2 Evacuation (Be Set) for all private lands and mining claims in the Bohemia areas within the Cottage Grove Ranger District of the Umpqua National Forest.

Safety and Closures:  There is a forest closure for portions of the Umpqua National Forest in response to fire activity in the area to protect public and wildland firefighter safety. There is a Temporary Flight Restriction over the fire area.

The Chilcoot Fire is currently 1,777 acres with 10% containment. The Ridge Fire is currently 239 acres with 75% containment.

In addition to going direct where possible and performing extensive mop up, suppression repair will soon begin to break down berms and restore natural drainage on the landscape to reduce sediment into local streams. Weather conditions are shifting into a forecast for warmer and drier temperatures. Lower relative humidities in the 30% range will allow moss and lichen to ignite and cause light smoke in those areas.

Chilcoot Fire: There was no further growth on the holdover lightning fire discovered on Tuesday. Firefighters are brushing all around the fire perimeter and are making good progress. Handline along the southeast corner, by the Hipower Bluff, is coming along well. The large, unburned area on the east side’s 3806 Road remains unburned and in patrol status due to the wet and boggy terrain. Gridding (firefighters detecting heat sources that remain in the black area) is underway in the northeast corner. Tuesday night’s infrared aerial flight discovered possible hot spots that were evaluated yesterday and mopped up.

The air operations managers are waiting for fuels to dry over the next few days before planning aerial burning operations to fully secure containment lines in some areas. Aerial assets will use plastic sphere dispensers (PSD) that are designed for rapid, low-cost ignition of fine fuel over long fire lines. This work is done in tandem with firefighters on the ground who have prepared hose lays and are ready to dig line.

Ridge Fire: Containment remains at 75% as firefighters continue work on the remaining open fire line in the rugged, rocky north terrain. As temperatures rise and fuels dry out, firefighters are increasingly able to reach smoldering sections along that north flank. They are mopping up the smoldering embers in the blackened areas and beginning suppression repair work to restore areas damaged during firefighting operations.

Closures: There is a forest closure for portions of the Umpqua National Forest in response to fire activity in the area to protect public and wildland firefighter safety. A Closure Order for the Canton Creek area has been issued by Bureau of Land Management (BLM): Chilcoot Ridge Fire Emergency Closure Order BLM Roseburg District. There is a Temporary Flight Restriction over the fire area

SITUACIÓN ACTUAL

El progreso continúa en el Smith River Complex, con cuadrillas y equipos pesados, como topadoras, trabajando en la línea de contención alrededor de una parte importante del perímetro del incendio; completar la línea de control de incendios en el borde del incendio, cuando sea seguro hacerlo, y aprovechar los caminos y las características naturales donde el terreno es demasiado empinado y peligroso para insertar a los bomberos de otra manera. En varias áreas, las cuadrillas están trabajando para eliminar árboles peligrosos, cortar la maleza y ampliar las barreras de protección a lo largo del perímetro del incendio. Ayer, los helicópteros ayudaron a las tripulaciones completando lanzamientos de agua en varias áreas de calor en el interior, algunas de las cuales están mostrando más intensidad con el clima actual. En apoyo de las operaciones de incendio planificadas estratégicamente para eliminar los combustibles entre el borde del incendio y las líneas de fuego, la atención de nuestros analistas de comportamiento de incendios y meteorólogos de incidentes se ha dirigido a observar los cambios en el comportamiento de los incendios a medida que los combustibles continúan secándose. Las áreas quemadas en elevaciones más altas con exposición al sur y al oeste estarán a pleno sol y tendrán potencial para una mayor actividad de incendios hoy. 

CIERRES

La autopista 199 está abierta a todo el tráfico, se esperan retrasos en los viajes de diferentes duraciones. Existe un control de tráfico pilotado unidireccional entre Sandy Beach (cerca de la milla 21) y Oregon Mountain Road (cerca de la milla 31). El segmento pilotado cambiará a medida que los equipos reparen barandillas quemadas, retiren rocas de la carretera y eliminen árboles peligrosos..

Las escuadrillas de bomberos continuan trabajando con los asesores de recursos para reparar los impactos en el terreno durante los esfuerzos de supresion. Este trabajo incluye la instalacion de barras de agua (zanjas), sembrando y el desbroce para prevenir la erosion. El trabajo de reparación de supresión podría incluir el retirar de las franjas a la orilla de carreteras las líneas de maquinaria pesada hechas con excavadoras y a mano, así como también, astillando ramas y arboles de menor tamaño. El día de ayer, se presentó el grupo para Respuesta de Emergencia de Áreas incendiadas (BAER). Este grupo determinara la necesidad de implementar tratamientos de Emergencia con la finalidad de minimizar riesgos de vida o propiedades como resultado del incendio. Además, están a cargo de estabilizar y prevenir la degradación de los recursos naturales y culturales por la acción del fuego. Aunque la actividad del incendio se mantiene a un mínimo nivel, se continúa quemando el material de combustión interno (vegetación) produciendo cierta cantidad de humo. El objetivo para el Incendio Anvil es mantenerlo lo más pequeño posible. Los manejadores del incendio se encuentran planeando e implementando estrategias para atacar el incendio cercano al eje de este lo más factible y seguro posible. El día de ayer, fueron utilizados los recursos aéreos en el lado Oeste con la finalidad de detener un poco la velocidad de propagación del incendio. Cuatro aviones cisterna monomotor (SEATs) y un avión cisterna (LAT) derramaron agua sobre el incendio, junto con cuatro helicópteros, totalizando una cantidad de 108,540 galones de agua sobre el terreno. Dos Módulos contra incendios para tierras vírgenes, se encuentran acampando cerca del fuego para monitorear el comportamiento del incendio y construir líneas a lo largo del Oeste y Noroeste del eje. Los bomberos continúan mejorando la carretera Grassy Knob, eliminando la vegetación en caso de que sea necesario utilizar esta área como línea de control. De forma adicional, los bomberos están limpiando el área de cualquier material de combustión que represente un peligro a lo largo de la carretera Elk River. Dos grupos para la protección de la infraestructura se encuentran establecidos para trabajar con los residentes sobre Elk River Road y Sixes River Road. Los manejadores del incendio continúan formulando planes alternativos para líneas situadas más allá del área del incendio.

Condiciones climáticas: El grado de temperatura permanecerá cálido y continuará disminuyendo el nivel de humedad. Sin embargo, al atardecer, un frente débil frio bajara el grado de temperatura e incrementara de forma ligera el porcentaje de humedad especialmente en el área del incendio Anvil.

Ordenes de Cierres:  Se reabrió el U.S. Highway 199 para el tráfico en general usando de guía un carro piloto al Norte de Gasquet hacia la frontera de Oregon y California. Las autoridades locales no están recomendando usar esta carretera al público en general. Este preparado para un atraso de 20 – 40 minutos si decide tomar esta ruta. Ordenes de Restricción: El Bosque Nacional de Rogue River-Siskiyou está disminuyendo el Nivel de peligro de incendio de Extremo a Alto, así como el Nivel Industrial de precaución de Incendio de un Nivel 3 a Nivel 2 y en efecto a partir del 5 de septiembre, 2023. Se encuentra vigente el Nivel 3 en las Restricciones para el Uso Público (PURs) en toda el área del Bosque y en la sección de tierras vírgenes de Rogue National Wild y Scenic River. (Central Oregon) – The Petes Lake Fire was started by a lightning strike on Friday, August 25, near the border of the McKenzie River Ranger District of the Willamette National Forest and the Bend Fort-Rock Ranger District of the Deschutes National Forest in the Mink Lake Basin area of the Three Sisters Wilderness. The fire has burned 329 acres, five miles west of Elk Lake. 

The Petes Lake Fire is burning in a wilderness area where terrain and access make it too dangerous to put firefighters on the ground. The fire has been tested over several days of warmer and drier weather; reconnaissance and infrared flights yesterday confirmed that the fire has remained mostly within its footprint. Fire managers have been implementing strategies that focus resources on protecting values at risk, if wind and weather cause the Petes Lake Fire to spread before sustained precipitation ends this year’s wildfire season. These measures, which will also serve against future fires, include a 9.7 mile shaded fuel break and a structure protection plan for 110 commercial and residential buildings to the east of the Cascade Lakes Highway.  As of this morning, the structure protection plan is complete and firefighters have finished 45% of the shaded fuel break. Crews plan to make greater gains on the fuel break today with the goal of discontinuing on Friday the daytime highway closure that has been in place since Tuesday.

Tomorrow at 6 a.m. after a day of sharing information about the incident with the incoming team, Northwest Incident Management Team 10 (NWIMT 10) will transfer command to the smaller Central Oregon Fire Management Service (COFMS) Incident Management Team 1. Incident Commander Alan Lawson and the other members of NWIMT 10 extend their gratitude to the Deschutes and Willamette National Forests for their collaboration and assistance. The team also thanks the local residents, business owners and visitors for their unwavering support during this incident.

This will be the final daily update for the Petes Lake Fire unless conditions change.

Going forward, fire managers will continue to strengthen the control features to further protect values at risk, monitor the fire and remain prepared to respond to fire growth as necessary.

Evacuations: The Level 3 (Go Now) Evacuation Notice is still in place for all areas west of the Cascade Lakes Highway from the Lucky Lake Trailhead north to the Mirror Lake Trail. This includes the areas around Lucky Lake, Leech Lake, Doris Lake, Blow Lake and Mirror Lakes. Evacuation notices and updates can be found at: www.deschutes.org/emergency.  

Closures: The closure order on the Willamette and Deschutes National Forests for the Petes Lake Fire remains in place and information can be found at: fs.usda.gov/detail/deschutes/news-events/?cid=FSEPRD1134682. Resorts along the Cascade Lakes Highway remain open for business, though visitors may encounter delays with road flaggers and pilot cars. The Wanoga SnoPark, Kapka SnoPark, Mirror Lake Trailhead and Point Campground are temporarily closed to the public.  

Safety: The public can help firefighters by obeying trail closures and following the detour instructions in the shaded fuel break work areas. Keep vehicle and bike speeds low near work areas. Follow all fire restrictions.
