Fire

Strong winds yesterday and low relative humidity produced very active to extreme fire behavior. More terrain-driven winds today and tomorrow with similar fire behavior is expected.

Smoke

Strong winds yesterday prevented heavy smoke from accumulating across the region. As we transition from Mono Winds to a more terrain-driven diurnal wind pattern, thepotential for smoke to build up  during the day and overnight hours increases. Cleanest areas will be east and north of the fire perimeter, including Bishop, Mammoth Lakes, Lee Vining, and Tuolumne Meadows. Heaviest smoke impacts will be southwest of the fire along the San Joaquin River drainage, including North Fork and Prather. Areas along the foothills will see Moderate to Unhealthy for Sensitive Groups conditions

today and tomorrow, with peak smoke impacts during the late morning to mid afternoon hours. As this diurnal pattern sets in, daily smoke accumulation is expected with minimal dispersion developing by the weekend.

Current Situation: During the high winds of the last two days, the fire did spot across Fish Creek west of Pond Lilly Lake near the confluence of Fish Creek and Middle Fork of San Joaquin River.  However, the location where this occurred is blocked from any additional forward progress by the 2018 Lions Fire scar, and a hotshot crew is in place to address any unanticipated movement. The fire has been very active in the northeastern portion, but most of this activity has been in the form of previously unburned interior islands being consumed. On the north side of Thomas A. Edison Lake, the fire has continued to move east and today crews will be scouting to look for locations for constructing a fireline between the lake and a natural barrier to contain the fire in this area.  Fire personnel will continue to use aviation assets for water-dropping as air-quality and winds allow. The far northern area of the fire has moved into areas of granite outcrops and there has been no movement in this area. From Junction Bluffs to Vermillion, there has been minimal eastward movement of the fire in recent days. Suppression repair will be the primary focus of resources today. Because of steep, hazardous terrain on the north and northeastern sides of the fire, suppression tactics to stop the forward rate of spread include the use of natural barriers – in conjunction with direct attack when safe to do so.

Weather: A high pressure system is building across the region and this will lead to a warming trend and critically low humidity.  Little or no nighttime recovery is expected, and the humidity will remain in the single digits to low teens.  Winds will be light, which will lead to increased smoke in the valleys and areas near the fire.

Summary: In the northwest, firefighters are mopping up and removing hazard trees where needed.  On the western side of the fire, crews continue to patrol, mop up, backhaul any unneeded equipment, and remove hazard trees along roads.  The southern end of the fire is unstaffed from the San Joaquin River to Shaver Lake.  On the east side of the fire, in and below the horseshoe, crews are working on mopping up.

Recreation Site and Trail Closure

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), and to provide for public safety,

the following acts are prohibited within the Sierra National Forest. This Order is effective from

October 27, 2020 through November 30, 2020.

1. Entering or using the Developed Recreation Sites listed below and shown on Exhibit A.

Crane Valley Group Campground

Jerseydale Campground

36 C.F.R. § 261.58(b).

2. Being on Hites Cove OHV Trail (Forest Trail No. 19E200), as shown on Exhibit A.

36 C.F.R. § 261.55(a).

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:

1. Any Federal, State, or local officer or member of an organized rescue or fire fighting force in the performance of an official duty.

2. Persons with a Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.

These prohibitions are in addition to the general prohibitions contained in 36 C.F.R. Part 261,

Subpart A.

A violation of these prohibitions is punishable by a fine of not more than $5,000 for an

individual or $10,000 for an organization, or imprisonment for not more than six months, or

both. 16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.

Fire

Mono Winds pushed the fire back onto itself, allowing pockets of unburnt fuel to be consumed. These winds will continue throughout the day. Very active to extreme fire behavior is possible.

Smoke

Yesterday, the eastern portion of the forecast area saw much needed relief from smoke and this will continue throughout the next two days. Mammoth Lakes, Bishop, and Lee Vining will see Good to Moderate conditions. Foothills locations on the west side of the fire will see Unhealthy for Sensitive Groups conditions, including Mariposa, Wawona, Ponderosa Basin, Oakhurst, and Millerton. Areas directly southwest of the fire perimeter will see Moderate to Unhealthy for Sensitive Groups conditions as a more terrain-driven wind pattern prevails by mid-to-late day on Tuesday. The remainder of the week will see diurnal upslope-down-valley winds developing and the potential for smoke accumulation.

A Red Flag Warning has been issued through today at 5:00 PM for strong easterly winds and low humidity. Extreme fire activity is possible and if there is a new start or the fire escapes containment lines you can expect rapid rates of spread.

Current Situation: With the high winds and low humidity there was quite a bit of fire activity north and northwest of Thomas A. Edison Lake yesterday.  Much of this activity was in the form of interior green islands burning out and this portion of the fire remained active throughout the night. Today crews will continue scouting line locations to keep the fire from burning around the lake and moving south. The far northern area of the fire has moved into areas of granite outcrops and there has been no movement in this area. From Junction Bluffs to Vermillion, there has been minimal eastward movement of the fire in recent days. The priority work for the day will be to patrol and ensure that the fire stays within its existing footprint.  Suppression repair will continue as well. Because of steep, hazardous terrain on the north and northeastern sides of the fire, suppression tactics to stop the forward rate of spread include the use of natural barriers – in conjunction with direct attack when safe to do so.

Weather: Winds somewhat decreased over night, but will pick up again this morning, with gusts of 30-40 mph possible on ridges and in drainages aligned in a northeast to southwest direction. Winds will be lighter in lower elevations. The humidity and daytime temperatures will be higher, but the humidity will drop again overnight.  The rest of the week will remain warm and dry with gentle winds, which will result in an accumulation of smoke near the fire and in valleys.

Summary: In the northwest, firefighters are working on strengthening fireline, mopping up, and removing hazard trees where needed.  On the western side of the fire, crews continue to patrol, mop up, backhaul any unneeded equipment, and remove hazard trees along roads.  The southern end of the fire is unstaffed from the San Joaquin River to Shaver Lake.  On the east side of the fire, in and below the horseshoe, crews are working on strengthening control lines and mopping up.  Crews are continuing to work on structure protection around the Vermillion Resort area.
