(Lincoln County, Washington) – The Whitney Fire is located six miles northwest of the town of Davenport, WA. Fire is burning in timber, sagebrush, range and farmlands. As  crews begin to make better progress on the fire, the number of personnel needed for the incident is evaluated. Approximately 150 firefighting personnel continue to diligently work on the Whitney Fire with several organizations and agencies working to manage the fire. Fire officials continue to assess the total loss to primary and secondary structures.

Yesterday: A control line, consisting of dozer line, ag circles (a type of irrigated farmland), roads, and handline, has been completed around the perimeter of the fire. Within the fireline, crews monitered areas of unburned fuels.  Firefighters continued mopping up hotspots within islands of grass and brush near structures. Firelines are being patrolled and firefighters quickly extinguished flare ups on the south edge of the fire. The Bureau of Land Management has provided a surge force, including 2 dozers, 4 engines, and a handcrew, to support short-term critical missions on this fire.
 
Today: Approximately 100 Washington National Guard soldiers and airmen have been assigned to the Whitney Fire to fight fire in the Hawk Creek Canyon area, northeast of State Route 2. Crews will continue to strengthen control lines and secure areas near stuctures. Southwest air flow is predicted to bring smoke and haze from fires in Oregon into Washington. While the smoke will descrease air quality, it could also lower the air temperature significantly enough to slow the spread of fire. Firefighting personnel will continue replenishing livestock water troughs that were used during the initial attack. Fire officials are working with the local cattleman’s association to assess needs.

Evacuation and Closures: Lincoln County Sherriff’s Department and Fire Team managers are assessing evacuation areas to determine where and when it is safe to return. Washington Department of Natural Resources and Bureau of Land Management recreation sites in the area are closed until further notice. State Route 2 runs through the northern portion of the fire but remains open to traffic at this time. A Temporary Flight Restrict (TFR) is in place over the Whitney Fire.

 Safety: Smoke from the fires in California and Oregon are affecting the air quality in our state. This smoke accumulation is not due to the Whitney Fire, but from so many fires along the west coast. Unhealthy air quality can cause problems even in those without respiratory conditions. It can be especially difficult for young children and people 65 and older. Fire danger remains high and the public is urged to remain vigilant in reducing the number of fires across the state. A burn ban was issued for all forestland under Washington State Department of Natural Resource. In addition, several counties throughout the state have burning restrictions in place. Be sure to check with local forests and fire officials in your area for any restrictions.

Yesterday: Several Lincoln County Fire Districts and the Type 3 Interagency Team 3 worked together to secure firelines around the perimeter with a surge force (extra firefighting resources) focused on the area nearest Highway 21. Within the fireline, areas of unburned fuels north of State Route 2 and surrounding areas continued to burn. Water drops by a helicopter and ground crews successfully worked to cool any flare ups. Firelines continued to be secured and patrolled. 

Today: Weather for this afternoon will be warm and dry with breezy southwest winds. Northwest Incident Management Team 10, under the command of Alan Lawson, transitioned in to assist local fire districts with managing the fire.  Firefighters will focus efforts on reinforcing the north and south firelines with continued dozer work and mopping up hotspots (unburned fuels, individual tree stumps, fence posts, etc.) Interior hotspots will continue to flare up with the warm dry weather but pose low risk to established firelines. Crews continue to work closely with landowners to protect structures and active farming/ranching operations where needed.

 Safety: Firefighters are actively working day and night on many roads in the area. We urge the public to please slow down to accommodate the heavier traffic working in the area. Our highest priority remains the safety of the public and all wildland fire personnel. Practical mitigation measures on the Whitney Fire to support social distancing include transitioning as many basecamp administrative functions as possible to virtual or telework status and designing smaller spike camps populated with fewer firefighters. Guidance provided by the host agencies and CDC on the use of facemasks in camp and elsewhere, when social distancing cannot be achieved, utilizing temporary facilities for crew quarters and staging for initial attack, continues to be followed.

The Whitney Fire is located in Lincoln County, Washington between the towns of Davenport, Creston, and Odessa. State Route 2 runs through the northern part of the fire and is open. Yesterday: Interagency Team 3 and multiple Lincoln County Fire districts engaged in suppression efforts and structure protection. North of Hwy 2 (northeast portion of the fire) has been lined and is holding well. Light winds and receptive fuels (dry brush, grass), resulted in fire movement south of Hwy 2 along the south and north perimeters of the fire, increasing fire size by about 22,000 acres. Crews, aircraft, and equipment (engines, brush trucks, dozers) were successful in minimizing fire spread.
 
Today: Weather for this afternoon predicts light winds from the southwest, potentially pushing fire in a northeast direction. Temperatures are warming. Additional personnel have arrived.  Firefighters will focus efforts on reinforcing the north and south firelines with continued dozer work. Also, a large force of crews/equipment will concentrate in the fire area nearest Hwy 21. Crews continue to work closely with landowners to protect structures and active farming/ranching operations where possible.

Northwest Incident Management Team 6 will be transferring management of the Pearl Hill Fire to a Type 3 team led by Incident Commander David Nalle on Wednesday morning. The Apple Acres Fire will transition to a local Type 4 organization consisting of DNR, USFS, and BLM personnel. The incoming firefighters will be shadowing the outgoing team members today for a seamless transition tomorrow. Firefighters from both fires will be based at Chelan High School.

 

As the fires near full containment, and even after full containment is achieved, interior pockets of fuel may continue to burn. As conditions change, smoke may become more visible at times. Smoke observed within the fire area is to be expected and will be no cause for alarm. Firefighters are working to mop up all hot spots near structures and inside the fire area within at least 100 feet of the outer edges of the fire.

 

Fire behavior will be reduced after last night’s rain. A low-pressure area is expected to pass through this area on Friday, bringing a chance for showers and possible breezy westerly winds, further reducing the amount of smoke in the air.

 

This will be the final written update regarding the Pearl Hill and Apple Acres fires unless conditions change.

Both the Pearl Hill and Apple Acres fires are approaching full containment after days of firefighting effort, recently aided by shading from the heavy smoke layer.
 
 Structure impacts: Since the Labor Day fire start, local firefighters have directly protected about 100 residences from burning within the perimeter of these two fires. The overall fire suppression effort kept an additional 1,000+ homes from harm by stopping the advance of the fire. To date, 26 residential and commercial structures have been verified as burned by the fire and additional assessments are underway.
 
 Resources: While a sufficient force of firefighters is being retained, many firefighters and crews are being reassigned or sent home for some well-earned, if temporary, rest. Covid-19 tests are available for firefighters prior to their return home.
 
 Weather: Air quality continues to be severely impacted by wildfire smoke coming from Oregon and California. Hazardous air quality is expected to remain today. Washington smoke monitoring and forecasting can be found at the Washington Smoke Blogspot. Today’s expected weather conditions include high temperatures of 71-78 degrees, minimum relative humidity of 25-30%, and morning northwest winds of 5-8 mph early,becoming southwesterly 3-8 mph. Mostly cloudy conditions are predicted for tonight, with a slight chance of sprinkles.
 
 Evacuation Levels and Roads: Evacuation Levels remain unchanged, with an Evacuation Level of 2 to the north of Hwy 2 and in McNeil Canyon, and rescinded evacuation orders in all other areas. Highway 173, Bridgeport Hill Road, and Crane Orchard Road have been reopened.
