Stage 1 Fire Restrictions Carson National Forest

TAOS, NM – Oct. 22, 2020 – The Carson National Forest is implementing Stage 1 fire restrictions to reduce the risk of human-caused wildfire during consistent drought conditions, historically low fuel moisture levels and severe fire weather conditions. The Stage 1 restrictions will go into effect forest-wide at 8 a.m. on Friday, Oct. 23, 2020. The Santa Fe National Forest and the Mount Taylor, Magdalena, Mountainair and Sandia Ranger Districts on the Cibola National Forest are also entering Stage 1 fire restrictions on Friday.

Stage 1 fire restrictions will also help firefighting resources focus their efforts on the Luna Fire that started on Oct. 17 near Chacon, NM.

Under Stage 1 restrictions, fires, campfires, charcoal grills, and coal and wood stoves are allowed only in developed campsites or picnic areas where agency-built fire rings or grills are provided for use.  Campfires are prohibited at all dispersed camping sites.

Stoves, lanterns and heaters fueled by propane or other liquified petroleum fuels may be used if they meet manufacturer’s safety specifications and have on/off switches. Propane devices require an area at least 3 feet in diameter that has been cleared of flammable materials.

Smoking is allowed only in enclosed vehicles or buildings, at developed recreation sites or while standing in an area at least 3 feet in diameter that has been cleared of all flammable material. Fireworks and other pyrotechnic devices are always prohibited on national forests.

While the Carson National Forest is still welcoming visitors, fire indices are spiking which historically is not typical for this time of year. This year’s fire season also has the added layer of complexity from COVID-19. The Stage 1 restrictions are a proactive way to reduce the very real risk of human-caused wildfire, protect natural and cultural resources, and enhance public and firefighter safety.

Federal, state and local officers, members of an organized rescue team or firefighting force, and any others authorized by permit are exempt from the closure order.

Forest visitors are asked to use extreme caution when fire restrictions are in place. Violations are punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations and/or by imprisonment for not more than six months. The fire restrictions are in place until Dec. 31, 2020, unless rescinded earlier.

Current Situation: Yesterday, favorable winds allowed firefighters to make good progress in Luna Canyon constructing and improving fire containment lines utilizing dozers, air tankers and helicopters. Today, a Red Flag Warning has been issued for strong winds and low relative humidity.  This weather event will cause increased fire activity in Frijoles Canyon and on the north perimeter in the Rincon Mountains.  The fire will also be active on the west side in Marias Canyon and the headwaters of Bull Creek.  Priorities for today will be structure protection in Luna, Lujan and Bull Canyons as well as keeping the fire from moving any further south in these areas.  Firefighters will also continue constructing dozer line from Luna Canyon north towards Quemado Canyon.

Weather:  A Red Flag warning has been issued for moderate westerly winds today through this evening. Relative humidity will be 15-19 percent, winds gusts 30-40 mph this afternoon and temperatures 51-55 degrees.

 Evacuations: A Voluntary Evacuation Notice has been issued for the Luna Canyon area.

 Fire Restrictions: Stage 1 Fire Restrictions will be implemented on the Carson National Forest starting at 8:00 AM on October 23 to reduce the risk for human-caused wildfire under the current dry weather conditions.

 Fire Closures: The Carson National Forest has issued a temporary closure (Forest Order 02-484) prohibiting members of the public from entering the area around the Luna Fire, including all National Forest System Lands, roads and trails affected by the fire. A Temporary Flight Restriction over the fire remains in place.

Ready, Set, Go!: Wildfires can burn at any time, as we have seen with the Luna Fire,  requiring firefighters and residents to be on heightened alert to respond to these emergencies. The Ready, Set, Go! Smoke Outlook: Periods of dense smoke this morning in Guadalupita and Mora that will clear out as winds shift to west-southwesterly. Moderate winds with high wind gusts and extremely dry vegetation will lead to heavy smoke production particularly in the afternoon. As the winds shift, Angel Fire, Cimarron, Guadalupita, Ocate, Springer and other communities northeast and east of the fire could experience periods of heavy smoke.  

 Safety Message: Today a cold front will move through the area bringing strong winds and the potential for extreme fire danger.  The Carson National Forest has temporarily closed the Luna Fire area to public access including hunting.  For your safety, please stay out of the area.

Current status: Firefighters are strengthening firelines for the Luna Fire in Frijoles Canyon and other areas before the weather changes tomorrow, which is expected to bring stronger winds. Crews are continuing fire suppression efforts to protect values at risk and assessing structure protection through community outreach.

Resources:  The Type 3 Incident Management Team (IMT) currently in command of the fire has approximately 138 personnel on scene. Two Type 1 Helicopters have been assigned to the Luna Fire.  Due to the complexity of the fire and values at risk, agency administrators from the Carson National Forest and New Mexico State Forestry Division ordered a Type 1 IMT expected to take command of the fire on Thursday.

Closures: A closure order is in effect prohibiting members of the public from entering the area around the Luna Fire, including all Forest Service lands, roads and trails affected by the fire The Temporary Flight Restriction over the fire remains in place. Current status: Fire suppression efforts continue as the Luna Fire remains active in steep terrain.  An infrared flight conducted last night provided more precise data, decreasing the size of the fire from earlier estimates.

Resources:  The Type 3 Incident Management Team (IMT) currently in command of the fire has approximately 90 personnel on scene. Due to the complexity of the Luna Fire and values at risk, agency administrators from the Carson National Forest and New Mexico State Forestry Division ordered a Type 1 IMT expected to take command of the fire on Thursday.

Closures:  Members of the public should avoid Forest Road 76 and areas affected by the fire. Fire managers have implemented a Temporary Flight Restriction (TFR) to create a safety buffer for both ground and air crews. Drones pose a serious risk to firefighting and can cause air operations to cease. The public is reminded that “If you fly, we can’t!”

Weather:  Dry, warm and unstable weather conditions will continue this week. Winds today will be 10 to 15 mph from the west with gusts up to 30 mph. A cold front is expected to move into the area tonight with cooler temperatures expected through Friday.

Evacuations:  Voluntary evacuations have occurred in the Luna Canyon area. There are no evacuation orders in place at this time.

Values at risk:  Values at risk include structures in the community of Chacon and forest service campgrounds along Forest Road 76, natural and cultural resources, downstream water users and water systems, and private land.

Fire Update: A new fire start has been identified on the Camino Real Ranger District on the Carson National Forest. The fire, which has been named the Luna Fire, is currently burning at 11,000 elevation to 9,000 elevation. The fuel source is high elevation mixed Spruce down to Ponderosa Pine.

Fire personnel are currently en route to the fire, which is burning two miles north and northeast of Chacon, New Mexico. Smoke (and the smell of fire) may be visible in the surrounding communities of Angel Fire, Black Lake, Guadalupita, Mora and Taos. More information will be released as it becomes available. There is no direct threat to these communities at this time. The cause of the fire is currently under investigation. Please avoid Forest Road 76.

Current status:  The Luna Fire is progressing west toward Cerro Vista. Today firefighters focused on the active fire behavior in Luna Canyon, implementing a burn-out operation to protect values at risk. Fire managers are working closely with cooperators, partners, New Mexico State Forestry Division, and other stakeholders to develop a containment strategy for the Luna Fire.

Resources:  The Type 3 Incident Management Team (IMT) currently in command of the fire has approximately 90 personnel on scene. Due to the complexity of the Luna Fire and values at risk, agency administrators from the Carson National Forest and New Mexico State Forestry Division ordered a Type 1 IMT expected to take command of the fire on Thursday.

El Incendio CalWood se Pasa a un Comando Unificado 

Situación Actual:
El incendio CalWood tuvo poca actividad de fuego el martes después que la nieve cayó sobre el área durante el fin de semana.  Las temperaturas altas incitaron a la nieve a derretirse, pero se espera que muchas áreas cubiertas en el incendio tengan nieve por varios días.  Humo va a ser visible durante el día y es posible que se vean llamas durante la noche mientras los combustibles dentro las líneas de contención continúan a quemarse en los próximas días y semanas.  El incendio permanece 10,105 acres en tamaño y esta 76% contenido. 

Hoy a las 6:00 p.m., el equipo de gerencia del incidente de Rocky Mountain Team Black (Rocky Mountain Incident Management Team Black) va a transferir el comando del incendio a un comando unificado que abarcara los bosques nacionales Arapaho y Roosevelt y la oficina del Sheriff del condado de Boulder encargado en la gerencia de incendios. October 28 CalWood Fire Update

CalWood Fire Transitioning to Unified Command  

Current Situation: The CalWood Fire had minimal fire activity on Tuesday after snow blanketed the fire area over the weekend. Warmer temperatures on Tuesday prompted some snowmelt, but many sheltered areas of the fire are expected to have snow cover for several days. Smoke will be visible through the day and flames may be visible at night as fuels inside containment lines continue to burn in the coming days and weeks. The fire remains at 10,105 acres and is 76% contained. 

Today at 6:00 p.m., Rocky Mountain Incident Management Team Black will transfer command of the fire to a unified command comprised of the Arapaho and Roosevelt National Forests and Boulder County Sheriff’s Office Fire Management. Firefighters will continue patrolling and monitoring the fire. 

Team Black Incident Commander Troy Hagan noted the excellent support from the community and all the agencies involved in managing the CalWood and Lefthand Canyon fires. “Team Black appreciates the local communities’ support during our time assigned to the CalWood and Lefthand Canyon fires,” said Incident Commander Hagan. “The coordination and relationships among local agencies were critical in the successful results we have seen on these incidents to date.”

Weather & Fuel Conditions: The forecast for Wednesday is sunny and cool, with temperatures ranging from the high 30s to mid 40s. Winds are expected to be light, up to 8 mph on the ridgetops. This evening will be clear, with lows in the 20s. There is a warming trend for the rest of the week. By the weekend, highs could be in the lower 40s to mid 50s.
