Carbon County Flood Update June 17 2022

Evacuation Shelters: The American Red Cross has setup evacuation shelters at the Red Lodge Fairgrounds and Fromberg High School (Food and supplies only). Numerous campers are camping at the Red Lodge Fairgrounds. Two tractor-trailer loads of drinking water will arrive in Red Lodge on June 17, some of which will be sent to Roscoe.

Current evacuation orders in effect: No evacuation orders in effect at this time. The Fromberg area is still under an evacuation warning.

Boil Water Order: The boil order for the community of Edgar has been lifted. All drinking water from the tap in Red Lodge and Fromberg should be boiled before use.

Public Works has re-established water service to parts of the affected area in Red Lodge. Areas in the southeast part of Red Lodge remain without water. Additional repairs are being made to re-establish the area effected.

Red Lodge Community Update: Equipment operators stabilized the 19th St. bridge, to be used for emergency response efforts and local traffic only. The 308 bridge was stabilized and is open for public use. County crews are working on the Meeteetse Trail Bridge that has been damaged. Equipment will continue to shore up bridges and roads in the area.

Highway 212 south of Red Lodge will be opened to local traffic only. Highway 308 to Bearcreek/Belfry is open to the public. National Guard and local law enforcement will be in the area to help manage traffic.

Two temporary bridges have arrived in Red Lodge, with one being deployed to the Meeteetse Trail Bridge area. Additional temporary bridges are on order.

The Kainu Ave.water and sewer lines have been assessed and have significant damage. Crews continue to assess the damage.

A potable water tender is still on order and will be located at the Civic Center when it arrives.

Two large dumpsters are located at Red Lodge Recycling. Additional dumpsters have been ordered. Items damaged by the flood may be broken down to the smallest size possible and brought to the dumpsters. If dumpsters are full, do not leave items on the ground.

Organic matter (i.e. tree branches) may be brought to the Red Lodge Fire Rescue Training Center, open 12-7pm, located at 228 Highway 78.

Fromberg Community Update: Homeowners have been allowed back in their homes. The local bridge has been inspected and approved for use. The sewer plant is up and running with no major water leaks. City water is being re-established, with a single well running at this time.

An information board will be posted in Fromberg to provide non-digital information to the community.

Food and water are available at the Fromberg High School. Two dumpsters are now located at the baseball field. Items damaged by the flood may be broken down to the smallest size possible and brought to the dumpsters. If dumpsters are full, do not leave items on the ground.

A public meeting focused on flood impacts to the Clarks Fork of the Yellowstone was held June 16th at the Fromberg Highschool, and was streamed via Facebook live. The meeting can be viewed on the Carbon Alert Facebook page.

Edgar/Rockvale/Joliet Community Update: Grapevine road should be open today. Most roads are open, though not in great shape. Crews will be in the area today (6/17) to fix road issues.

*6/17 - This is a message from Carbon County Disaster and Emergency Services. If you are a resident of the Town of Edgar, be advised the water boil order has been lifted and you can return to normal water usage. The evaluation of the sewer lagoons is still in progress, but it is hoped to have more information regarding their integrity very soon. Please continue to use the portable toilets provide, and keep sewer system usage to a minimum. Any questions, please call the flooding hotline at 406-426-2425. Thank you.

Bridger Community Update: Orchard ditch work has been completed. The ditch flow is down to 1/3 of the flow from peak flood. Two other headgates in the area are weak and being monitored. The damaged railroad track is also being repaired.

Belfry Community Update: Crews are planning to work on the bridge on June 17. and crews are hopeful they can complete the work in a day or two. Still working on road access to Lover’s Lane.

*This is a message from the Carbon County Road and Bridge Department. Road repair is set to begin tomorrow morning, Friday, June 17th to Lovers Lane and Rimview Lane just south of Belfry. The road department plans to close the roads approximately 8 a.m. with hopes to have the work completed tomorrow. If you use Lovers Lane, Rimview Lane, or Musgraves Road to enter your home, be advised Travel on these roads will be highly impacted, and large equipment will be in the area. If you have any questions, please call the flooding hotline at 406-426-2425.

Roscoe Community Update: County road crews are in Roscoe today (6/17) to make necessary repairs to damaged roads and bridges, using materials that were stockpiled in the area.

Commissioner Bullock, and a member of the Incident Management Team will be stationed in Roscoe tomorrow (6/18) to engage with, and answer questions from community members. They will be located at the Grizzly Bar parking lot, located at 22 E Rosebud Rd, Roscoe, MT 59071, from 3-4pm.

Additional Information:

·         The Red Lodge Hospital is fully operational.·         Numerous headgates and irrigation ditches in Carbon County have been damaged. Crews will assess the damage, and work on mitigation measures to get the ditches back in operation. County residents planning to do emergency repair work on irrigation structures will need to notify the Carbon Conservation District of their intent by one of two ways. Either complete an Emergency Notification Form found on Carbon County Website https://co.carbon.mt.us/departments/floodplain/  and submit; or call Carbon Conservation District at 406-962-3641 Ext 115 or via cell 406-930-5441.·         Helicopters may be working in the area. Due to air traffic, do not fly drones in the area.  ·         The Montana National Guard has arrived to assist with traffic control where needed.·         The Army Corps of Engineers has arrived to assist local communities with engineering needs.·         Sandbags have been stockpiled throughout the communities. The public can get sandbags if needed.

Weather: Increased temperatures arrive today and tomorrow. Carbon County temperatures are expected in the 80s and 90s today and tomorrow (6/17-6/18), depending on location. River levels may rise as a result. Cooler temperatures, and a chance of precipitation, will arrive on Sunday, which should slow down the higher elevation snowmelt.

Update on Current Conditions - 6/16/22
 

Red Lodge Community Update: Equipment operators stabilized the 19th St. bridge, and plan to apply road mix to make the bridge accessible for flood response efforts; the bridge is not currently open to the public. The 308 bridge was worked on and has opened. County crews are working on the Meeteetse Trail Bridge that has been damaged. Equipment will continue to shore up bridges and roads in the area.

Highway 212 south of Red Lodge will be opened to local traffic only. Highway 308 to Bearcreek/Belfry is open. National Guard will be present to manage traffic. Federal and state-wide officials will be assessing the damage around Red Lodge, and meeting with local elected officials and the Carbon County Flood Response Incident Management Team.

Edgar/Rockvale Community Update: Crews are assessing why water levels are not receding in Rockvale. Road and bridge access continues to be assessed and worked on. Edgar Lagoon is being pumped out to help mitigate sewer issues.

 

Belfry Community Update: Crews are planning to work on the bridge tomorrow, 6/17. being worked on tomorrow, and crews are hopeful they can complete the work in a day or two. Still working on road access to Lover’s Lane.

 

Roscoe Community Update: County road crews plan to be in Roscoe on 6/17 to make necessary repairs the damaged roads and bridges. Crews plan to stockpile materials in the area to complete this work.

Conditions Vary, Call Local Ranger District for Latest

Three Districts Have Emergency Public Safety Closure, Bozeman District Most Gates Open, Hebgen Lake Gates Delayed.

Bozeman, MT- June 16, 2022 – After widespread flooding, Sunday, Monday, and Tuesday the Custer Gallatin National Forest is seeing variable conditions across its seven ranger districts and it is paramount for recreationists and anybody heading out on the Forest to plan ahead, stay aware of surroundings and check-in on conditions. Bozeman Ranger District will be opening all seasonal June 16 gates on time, except for Upper Fairly Lake Road (#74) which will remain closed a while longer. Hebgen Lake Ranger District in West Yellowstone will be delaying the opening of their June 16 gates, due to high water and some flooding.

“In West Yellowstone, we did have some flooding occur, our staff is evaluating all road conditions, cleaning out culverts and ensuing the stability of roads and bridges, said Jason Brey, Hebgen Lake District Ranger. Once we can evaluate each road or trail it will open as quickly as possible.”

“In Bozeman we experienced some flooding, but assessments of local road conditions show only minor damage. Some of our roads are still wet, so we ask forest users to please exercise caution and not generate resource damage if they come across area that are too wet,” said Corey Lewellen, Bozeman District Ranger.”

Additionally, the Beartooth, Yellowstone and Gardiner Ranger Districts, which encompass the Paradise Valley, areas around Gardiner, the entire Absaroka-Beartooth Complex and the Crazy Mountains are under an emergency public safety closure. Engineering, Recreation and Fire staff across the Forest are focused on life, human safety, and property, including helping out local counties and assessing critical infrastructure across those three districts.

“We have enough washed-out roads and bridges, unstable conditions, and unknown situations out there on the Yellowstone Ranger Districts that at this point we are asking everyone to stay away from these three districts for the time being, until conditions can be assessed” said Rebecca Hammargren, Acting District Ranger, Yellowstone Ranger District.

Carbon County Flooding Update June 15 2022

   UPDATE ON CURRENT CONDITIONS
The Clarks Fork of the Yellowstone River near Fromberg and Edgar are experiencing significant flood impacts as well as Rock Creek in Red Lodge. It is expected that water will continue to recede today. A significant warming trend is expected this Friday/Saturday and the public is urged to stay alert of changing water conditions. Public Works staff along with Montana Department of Transportation are assessing the damage due to the floods. The public is urged to stay away from the flooded and closed areas for their own safety. A boil order is still in effect for Red Lodge, Fromberg and Edgar.

Road Updates: For updated road conditions check the MT DOT website: https://www.mdt.mt.gov/travinfo/alerts.aspx and the MDT 511 App. Crews are continuing clean-up efforts on impacted roads and bridges. Highway 308 bridge in Red Lodge remains closed. Highway 212 South of Red Lodge remains closed for the foreseeable future.

Belfry: Lover’s Lane.
Fromberg: All areas east of Highway 310, south of East River Road west of the river.
Joliet: No evacuation orders are in effect at this time.
Bridger: No evacuation orders in effect at this time.

All drinking water from the tap should be boiled before use in Red Lodge, Fromberg and Edgar. Public Works has reestablished water service to parts of Red Lodge but significant damage to the infrastructure has occurred and parts of Red Lodge remain without water. Water is out in Fromberg as water pumps supplying the town were underwater.

Forest Service Closures: An area closure is in effect for all National Forest System Lands on the Yellowstone, Gardiner and Beartooth Ranger Districts. This applies to all National Forest System Lands in Carbon, Stillwater, Sweet Grass and Gallatin counties within the National Forest Boundary.

Planned Actions: As water recedes, ongoing assessments of area roads/bridges will continue today. Crews are working to restore 19th Street bridge in Red Lodge; however, this road remains closed to the public. Highway 308 bridge is comprised, remains closed to the public and crews are working to restore the Highway 308 bridge. Crews will also be working on Meteetsee bridge; however, this road remains closed to the public. Crews are working to reestablish access to the water plant today and clearing debris out of roadway in Red Lodge. Crews will be in Fromberg and Belfry today working on road access. Lover’s Lane in Belfry remains closed. Northwestern Energy will be working in the area fixing gas lines and working on restoring electric poles. Bridge engineers arrived today and will be working with county road departments on assessing damage.

Weather: Seasonally cooler weather remains today with temperatures in the 60’s in the lower elevations with upper elevations in 40- 50’s. No significant rain is expected over the next 24-48 hours. Warmer weather is expected to arrive tomorrow and into Friday and Saturday. Water levels will potentially rise with the warmer weather moving in the region later in the week. The public is urged to remain cautious, stay alert of changing water conditions and stay clear of flooded areas.

Unsafe conditions remain in the flooded area; the public is urged to stay away from closed areas. Reports of the public accessing unsafe areas continue to be a concern for law enforcement. Many roads, streets and sidewalks are unstable and could give way. Please avoid the area.

UPDATE ON CURRENT CONDITIONS The Clarks Fork of the Yellowstone River near Fromberg and Edgar are experiencing significant flooding with Rock Creek in Red Lodge cresting at noon on Monday 6/13 with water receding today. Highway 212 from red Lodge North and Highway 310 to Rockvale remains open. Roads and bridge damage in the area is significant. Public Works staff along with Montana Department of Transportation are assessing the damage due to the floods. The public is urged to stay away from the flooded and closed areas for their own safety.

Joliet: No evacuation orders are in effect at this time.

Due to the increased air traffic do not fly drones in the area. Damage assessment is being conducted along with surveying bridges, homes and roads in the area continues. Public Works will continue assessing critical infrastructure including water and sewer.

Public Meeting: A public meeting specific to Red Lodge area flooding will be held Tuesday, June 14th at 5pm at the Red Lodge High School, located at 800 Chambers Ave N. The meeting will also be live streamed on the CarbonAlert FaceBook page

Resources Assigned: The Western Montana Type III Incident Management Team has been ordered to assist local flood relief efforts. The Incident Management Team arrived today and will be briefing with local officials. Numerous agencies are on scene including: Carbon County DES, Carbon County Sheriff’s Office, Red Lodge Police Department, Red Lodge Fire & Rescue, Montana Highway Patrol, Fromberg Volunteer Fire Department, Bridger EMS, Bridger Volunteer Fire, American Red Cross, City of Red Lodge, Public Works, Forest Service, Beartooth Billings Clinic, Carbon County Public Health Department, Montana Department of Transportation, Montana FWP Game Wardens, Two Bear Air, and Montana National Guard.

Weather: Cooler weather arrives today with temperatures in the 50’s in the lower elevations with upper elevations in 30- 40’s. No significant rain is expected over the next 24-28 hours. After today, a warming trend will occur with the hottest day being Friday and Saturday with temperatures in the mid 80’s in the lower elevations. Increased water levels will potentially return with the warmer weather moving in the region later in the week.

Rock Creek Flooding In Red Lodge-

Red Lodge, MT- Red Lodge, MT has experienced significant flooding due to high water in Rock Creek.  has breached the creek bank at multiple places in the south part of Red Lodge and has compromised bridges and Highway 212 in the Red Lodge Area. The following evacuations and closures are in place:

Evacuation Orders:

●      Area East of Broadway and West of Rock Creek from 19th Street to 16th Street. ●      Park Avenue ●      South Kainu Avenue ●      Island at Rock Creek - Kainu   Bridge Closures over Rock Creek: ●      19th Street Bridge ●      Hwy 308 Bridge ●      9th Street Bridge ●      East Side Road both bridges   Road Closures: ●      East Side Road ●      Park Ave ●      Kainu Ave ●      Highway 212 between 19th and West Fork Road   Traffic is highly discouraged on the bridge at Two Mile Bridge Road.   An Evacuation shelter is in place at the Gruell Building at the Carbon County Fairgrounds. We ask that people stay away from flooded areas and waterways. If you need assistance evacuating, please call 911.  If you have questions please contact the Carbon County Hotline at 406-426-2425. ApacheSitgreaves National Forests Continue Responding to the Fish Fire

Fire personnel are working to contain and confine the Fish Fire

Springerville, AZ, June 16th, 2022 — The Apache-Sitgreaves National Forests personnel are continuing their response to the Fish Fire, located on the Alpine District of the forest. The fire is southwest of Hannagan Meadows on Hwy 191.

The fire was initially reported on the 10th of June. As of June 15th at 6:30 PM, the fire was estimated to be 1,900 acres. The strategy of confining and containing the fire is continuing to be employed by resources on the ground. Crews strategically burned last night on the north side of the fire along the 25B Road to help minimize adverse effects to the timber country and help prevent uphill runs. While keeping safety at the forefront of priorities, firefighters work to keep the fire from crossing the 24 and 576 road to the south.

Smoke attributed to the Fish Fire may be visible in Round Valley, Alpine, AZ, and Reserve, NM. An interactive smoke map at https://fire.airnow.gov/ allows you to zoom into your area to see the latest smoke conditions.  Fire officials predict the fire’s activity to decrease with incoming monsoonal flows, which are predicted to begin this evening and continue for the next seven days.

The public is advised to avoid the area if possible. If travel near the area in necessary, please use caution on roadways, watch for equipment in the area, and slow down. These steps increase safety for both the public and for firefighters responding in the area. ApacheSitgreaves National Forests Resources Responding to Fish Fire

Springerville, AZ, June 14th, 2022 — The Apache-Sitgreaves National Forests personnel are on scene and responding to the Fish Fire, located on the Alpine District of the forest. The fire is southwest of Hannagan Meadows on Hwy 191.

The fire was initially reported on the 10th of June. A dry lightning storm was occurring in the area at the time, and a lightning strike has been determined to be the cause. As of June 14th,, the fire was estimated to be 226 acres.

A strategy of confining and containing the fire is being employed by resources on the ground. The Fish Fire is burning within the perimeter of the Wallow Fire, which occurred 11 years prior. Because of the previous fire activity, there are large portions of the area with standing dead trees. Known as “snags”, standing dead trees present especially dangerous working conditions for firefighters to operate in.

Monitoring, confinement work from existing forest service roads and containment operations will continue as weather and fire conditions allow, while simultaneously placing firefighter safety foremost in consideration.

The public is advised to avoid the area if possible. If travel near the area in necessary, please use caution on roadways, watch for equipment in the area, and slow down. These steps increase safety for both the public and for firefighters responding in the area.  PROHIBITIONSPursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(b), the following act is prohibited on the road described in this Order, and depicted on the attached map, hereby incorporated into this Order as Exhibit A, within the Nogales Ranger District, Coronado National Forest, Santa Cruz County, Arizona:1. Being on the road. 36 C.F.R. § 261.54(e).
 EXEMPTIONSPursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order.2. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
 ROAD DESCRIBEDNational Forest System Road (NFSR) 39 (Ruby Road), starting from its intersection with NFSR 4186, then following southeast along NFSR 39 to White Rock Campground, as depicted in Exhibit A.
 PURPOSEFor the protection of public health and safety due to the Tonto Canyon Fire.
 
IMPLEMENTATION1. This Order will be effective on June 13th, 2022, at midnight and shall remain in effect until October 24, 2022, or until rescinded, whichever occurs first.2. A map identifying the closed road is attached and made a part of this Order as Exhibit A. For a digital version of the Order map, navigate to https://www.fs.usda.gov/alerts/coronado/alerts-notices.3. Any violation of the prohibition in this Order is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six (6) months, or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18 U.S.C. § 3581(b)(7)).4.
