As of today, June 15, 2022, fire crews had continued to build containment lines around the fires edge with heavy equipment. Engines continued to patrol and mop up any heat that was found along the containment lines. Forward progression of the fire is stopped, but high fire activity was still observed throughout the day with internal pockets of unburned fuel burning themselves out and single tree torching. No structures were threatened by this fire and no evacuations or road closures were issued. 

For tomorrow, June 16, 2022, firefighters will return to the fire in the morning and continue to monitor and patrol. Crews will look more interior of the fire to extinguish any hot spots found. 

The Beartooth RD partially reopen Friday June 24 afternoon

Team Transition: The Western Montana All Hazards Incident Management Team is transitioning out and management of ongoing operations will move to county and local resources. FEMA Individual Assistance Update: Carbon County residents are not currently eligible for individual assistance from FEMA but the process for this declaration is well underway. FEMA Damage assessment teams were in Fromberg Thursday and are in Red Lodge Friday collecting additional information for the Individual Assistance application. These teams are in town for assessments only. 


Financial Assistance: The Red Lodge Area Community Foundation is currently accepting applications for up to $50 for emergency funding to people directly impacted by the recent floods, who live in the flood zone in Carbon County. They are investigating additional ways to deliver assistance. You can apply at RLACF.org or contact them at 406-446-2820.


Dos and Don’ts for recovery after a flood:

Do:

  • File a claim with your insurance company.

  • Carbon County residents are not currently eligible for individual assistance from FEMA. The process for this declaration is well underway and we expect information on this soon. You can call the FEMA Helpline at toll-free 800-621-3362 or TTY 800-462-7585. 

  • Inspect for structural damage before entering your home. (This is up to homeowners to arrange and pay for)

  • Throw away wet contents such as bedding, carpeting and furniture. These items may be a health hazard due to mold. If you need to keep a sample of damaged carpet or drywall for an inspector, it should be about 12 inches by 12 inches.

  • Report flood damage to local officials (See des.mt.gov)

  • Take photographs of flood damage. The insurance company may want to see these.

  • Keep recovery-related receipts. FEMA, SBA or the insurance company may want to see these.

  • Submit a completed application for a low-interest disaster loan if you have been referred to the U.S. Small Business Administration (SBA). SBA low-interest disaster loans are available to businesses, private nonprofit organizations, homeowners and renters that have been impacted as a result of the disaster. 

Don’ts:

  • Don’t wait for visits from FEMA or insurance adjusters before cleaning up flood damage and starting repairs.

  • Don’t assume only homeowners can apply for help. Renters may qualify for assistance too.


Mental Health: Carbon County Public Health has arranged for mental health resources to be available. If you feel you would benefit, the Red Lodge Mental Health Center has a list of local and regional therapists.  Please call for a referral: 406 446-2500. Free short-term options as well as help with copayments available.

For Veterans – The Department of Veterans Affairs has set up a mobile VA Clinic at the Carbon County Fairgrounds which can help Veterans and their families with issues related to Post Traumatic Stress and Trauma. Hours are currently flexible.


Scams: Following a natural disaster, many businesses, voluntary, faith-based, and community-based organizations, government agencies and committed citizens come together to try and meet the needs of the affected individuals and communities. Unfortunately, disasters often bring out criminals who prey on the needs of disaster survivors by offering fraudulent services.

If you suspect anyone – an inspector, disaster survivor, or someone posing as one of these – of fraudulent activities, call the FEMA toll-free Disaster Fraud Hotline at 866- 720-5721, or Carbon County Sheriff’s Office at 406-446-1234

Mold and Mildew: Mildew (mold in early stage) and molds grow on wood products, ceiling tiles, cardboard, wallpaper, carpets, drywall, fabric, plants, foods, insulation, decaying leaves and other organic materials. Mold growths, or colonies, can start to grow on a damp surface within 24 to 48 hours after water exposure.  Remove debris with possible mold contamination carefully with appropriate PPE as mold spores will be released when disturbed. To protect your mouth and nose, Skin, and eyes, CDC recommendations for PPE include:

Goggles or eye protection, N-95 respirator or one that provides even more protection), Long-sleeved shirt, Protective gloves, Long pants, Waterproof boots. Mold spraying in Red Lodge is being offered through a volunteer Baptist Church group on Saturday. Please let the volunteer tent know if you need this service.


Volunteer Tracking: It is critical that volunteer hours, donations and equipment use (pumps, hoses, skid steers, even brooms, etc.) should be recorded separately. It is also critical that the work done is being detailed.  Forms and examples of how they can be filled out can be found on the Carbon Alert website and at the volunteer tent. You can also call the volunteer hotline at 406-445-7258. This information will help Carbon County quantify volunteer efforts which is necessary to offset costs for the FEMA Government assistance process. 


Custer Gallatin NF Closure: The Yellowstone and Gardiner Ranger Districts are now open, except for specific closures on National Forest roads damaged. The Beartooth R.D. will open the West Fork Road to Basin Campground in the afternoon on Friday. Basin Campground will be closed as it sustained damage. Palisade Campground will be open; it does not allow trailers. The Main Fork of Rock Creek will remain closed. The Forest in Stillwater County remains closed. For the latest information and questions for the Beartooth Ranger Districts can be directed to 406-446-2103. Please check with the Forest Service Ranger Districts in your area to get the most up to date information on current closures: https://www.fs.usda.gov/custergallatin.  


Emergency work in the Flood Plain: For those living in the Floodplain -Immediately following a disaster, an Emergency Notification needs to be sent to the Floodplain Administrator describing any emergency work done in the floodplain. Initiation of a Floodplain Permit is required within 30 days of the Emergency Notification. 


Red Lodge District Update: 

Temporary bridges will be placed at the Meeteetse Trail Road and the north end of East Side Road. State and local officials are doing everything they can to expedite the installation of these temporary bridges. Residents can expect these temporary bridges and the specialized, heavy equipment with which to install them to be arriving on site in the next few weeks. Given the dynamic nature of this situation, the schedule is very fluid and subject to change. 

Red Lodge Public works continues to work on establishing temporary water to the Park Ave and Kainu Ave. They hope to have water to Kainu Ave later Friday and next week for Park Ave.

Volunteer efforts in Red Lodge are still being coordinated from the tent at 15th Street and Platt through the weekend. Needs will be assessed on Monday about the continuation of the tent. Mold spraying is being offered through a volunteer Baptist Church group on Saturday. Please let the tent know if you need this service. Efforts to help with clean up in Roscoe will ramp up in the next few days.

The Forest Service and the County are aware of the conditions in the East Rosebud area. They are working on assessments and plans.


Bridger District Update: Clean up continues in Fromberg and there is a movement to outlying areas in the Clarks Fork Valley. Volunteers from Helena Habitat for Humanity will be in the area over the weekend. Flood damaged items and debris may continue to be brought to the city park to be disposed of later. 

Fromberg High School feeding and donation station will remain open and staffed with local volunteers until July 8 unless the need declines before that date.

There is still a boil order for the town of Fromberg.

  • There is an account set up at the Billings Regional Landfill for flooded Carbon County residents to use. The Carbon County Relief Fund will cover the charges, but you must get a charge code from the Red Lodge Volunteer tent on 15th & Platt, the volunteer tent in Fromberg, or by calling the Carbon County Disaster Relief line at 406-445-7258.

  • The Red Cross Recovery Team will remain in the area to work on case management and assessments. If you need assistance, please call the Red Cross at 1-800-272-6668.

Tuttle Lane outside of Roscoe should be open later in the afternoon on Thursday, June 23.

19th St. bridge in Red Lodge is open to local traffic only. 

Highway 78 bridge through Roscoe is open with 35mph limit across the bridge  

Highway 212 south of Red Lodge is open to the public to the Forest Service boundary approximately 7 miles south of Red Lodge.

Vaccines will be available from 9 a.m. to 11:30 a.m. on Thursday, June 23, near the volunteer tent in Fromberg City Park and from 1 p.m. to 3:30 p.m. Thursday, June 23, at the Volunteer Tent at 15th and Platt Ave in Red Lodge (location change from the Fairgronds). RiverStone Health will bill your insurance for these vaccines. If you do not have health insurance, you will receive the vaccines at no charge. 

  • If you are visiting the Red Lodge, Luther, Roscoe and Fromberg areas, be aware of construction operations and safety hazards.

How To Avoid and Report Scam Artists After a Disaster

Unfortunately, disasters often bring out criminals who prey on the needs of disaster survivors by offering fraudulent services.

If you suspect anyone – an inspector, disaster survivor, or someone posing as one of these – of fraudulent activities, call the FEMA toll-free Disaster Fraud Hotline at 866- 720-5721, or Carbon County Sheriff’s Office at 406-446-1234.

To help you spot fraud, here is a list of consumer safety tips from federal and state agencies:

▪        Carefully question strangers who show up and knock on your door, offering repairs.

▪        Never give any personal financial information, such as an insurance number or Social Security Number.

▪        Get three written estimates for repair work. Then check credentials and contact your local Better Business Bureau or Chamber of Commerce to learn about any complaints against the contractor or business.

▪        Before work begins, make sure you get a written contract detailing all the work to be performed, the costs, a projected completion date, and how to negotiate changes and settle disputes.

▪        Make sure the contract clearly states who will obtain the necessary permits. Consider having a lawyer review the contract if substantial costs are involved. Keep a copy of the signed contract.

▪        If the contractor provides any guarantees, they should be written into the contract clearly, stating what is guaranteed, who is responsible for the guarantee and how long the guarantee is valid.

▪        Never sign any document without fully reading and understanding it. If you don’t understand something, ask for an explanation.

▪        Get a loan quote from someone who is not recommended by your contractor and compare their amounts, repayment schedules, and rates. If they differ 18 significantly, ask both parties why.

▪        Pay only by check or a credit card. A reasonable down payment may be required to buy materials for some projects, but don't pay anything without a signed contract.

If FEMA disaster assistance becomes available:

▪        There is never a fee to apply for FEMA disaster assistance or to receive it.

▪        There is no fee for FEMA or U.S. Small Business Administration property damage inspections. The only ways to register for FEMA help are to call 800-621-3362 (TTY: 800- 462-7585) or visit https://www.disasterassistance.gov/ Or visit m.fema.gov from a smartphone or Web-enabled device.

▪        Government workers will never ask for a fee or payment. They wear a photo ID. Watch out for middle men who promise you will receive money, especially if they ask for an up-front payment.

More warning signs:

❖    The contractor demands full payment up front or in cash only.

❖    The contractor has no physical address or refuses to show ID.

❖    If you have to borrow to pay for the repairs, the contractor steers you toward a particular lender or tries to act as an intermediary between you and a lender.

June 22, 2022 1:45pm The Highway 78 bridge in Roscoe has been repaired and Hwy 78 is open from Red Lodge to Columbus. Travelers can expect a 35mph speed limit from mile marker 19 to mile marker 21. Please obey speed reduction in this area.

Pursuant to 16 U.S.C. § 551, 36 C.F.R. § 261.50 (a) and (b) the following acts are prohibited on 

the Beartooth Ranger District, Custer Gallatin National Forest:

PROHIBITION:

Prohibited to go into or be upon any area which is closed for the protection of public health and 

safety:

[36 C.F.R. § 261.53 (e)].


AREA CLOSURE DESCRIPTION:

The closure applies to all National Forest System (NFS) lands including roads and trails, depicted 

on the attached map. The area is further described as all NFS Lands within Carbon, Stillwater, 

Sweet Grass and Park Counties, MT within the Custer Gallatin National Forest Proclaimed Boundary 

for the Beartooth Ranger District.


PURPOSE:

The purpose of this order is to protect emergency personnel, public health, and life safety due to 

widespread flooding events, roads and facility damage in Carbon, Park, Stillwater, and Sweet Grass 

counties in Montana.


IMPLEMENTATION:

This order will be in effect from June 22, 2022, and shall remain in effect until July 1, 2022, or 

until the order is rescinded, whichever occurs first.


These prohibitions are in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.

EXEMPTIONS:

Pursuant to 36 CFR 261.50(e), the following persons are exempt from this Order:


(1) Persons with a permit specifically authorizing the otherwise prohibited act or omission.


(2) Any Federal, State, or local officer, or member of an organized rescue or fire fighting force 

in the performance of an official duty.


(3) Owners or lessees of land in the area, accessing that owned or leased land.


(4) Residents in the area, accessing their residence.

(5) All NFS Lands in the Pryor Mountain Unit.

VIOLATION:

Violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual 

or $10,000 for an organization, imprisonment for not more than 6 months, or both. (16 U.S.C. §551

We do not currently have a date for when FEMA will be in the area to assist property owners if assistance becomes available. The Preliminary Damage Assessment (PDA) process, an initial step in this application, is almost complete in the county. This is an assessment from the outside of homes and provides a rough estimate of damage for the individual assistance process.  


Financial Assistance: The Red Lodge Area Community Foundation is currently accepting applications for up to $50 for emergency funding to people directly impacted by the recent floods, who live in the flood zone in Carbon County. You can apply at RLACF.org. Please contact them for more information. 406-446-2820


Volunteer Tracking: It is critical that volunteer hours, donations and equipment use (pumps, hoses, skid steers, even brooms, etc.) should be recorded separately. It is also critical that the work done is being detailed.  Forms and examples of how they can be filled out can be found at https://inciweb.nwcg.gov/incident/8161/, and https://carbonalert.org/incidents/, and at the volunteer tent. You can also call the volunteer hotline at 406-445-7258. This information will help Carbon County quantify volunteer efforts which is necessary to offset costs for the FEMA Government assistance process. 


Custer Gallatin NF Closure: Parts of the Beartooth, Yellowstone and Gardiner Ranger Districts will begin to open after the emergency public safety closure over the next few days while some areas will remain under an emergency closure due to significantly impacted infrastructure. Please check with the Forest Service Ranger Districts in your area to get the most up to date information on current closures. https://www.fs.usda.gov/custergallatin  Latest conditions and questions for the Beartooth Ranger Districts can be directed to 406-446-2103 


Shelters: The American Red Cross evacuation shelter at the Red Lodge Fairgrounds will be closing operations for food, donations and lodging at the end of the business day on Wednesday, June 22, 2022. Fromberg High School feeding and donation station will remain open staffed with local volunteers at least through the week. The Red Cross Recovery Team will remain in the area to work on case management and assessments. If you need assistance, please call the Red Cross at 1-800-272-6668.

Boil Water Order: All drinking water from the tap in Fromberg should be boiled before use. The Water Boil Order was rescinded in Red Lodge on Monday, June 21, 2022.


Red Lodge Community Update: Volunteer efforts are still being coordinated from the tent at 15th Street and Platt. Crews continue to do some basement muck outs and area cleanups and are focusing on mold control.   

The potable water truck is stationed at the Civic Center Parking Lot was released.  Port-a-potties are also being released and repositioned.  Please refer to interactive map (URL on page 1 of this update). 

Creek stabilization and re-channeling efforts have been very effective at 9th and Cooper. 

Crews continue to wrap up filling in gullies on city streets. 

Efforts will continue today to move sandbags from in-town Red Lodge to the Fairgrounds. 

Temporary bridges will be placed at the Meeteetse Trail Rd and the north end of East Side Rd. It will be approximately the middle to end of July before the work is complete. Additional temporary bridges are on order and will be deployed to areas in need upon arrival.  Work is being done in preparation for installation.  

19th St. bridge is open to local traffic only. 

Highway 308 to Bearcreek/Belfry is open to the public.  

Highway 212 south of Red Lodge is open to the public to the Forest Service boundary approximately 7 miles south of Red Lodge.

Repairs continue to repair the road and water line and establish temporary water to the Park Ave area

Two large dumpsters are located at Red Lodge Recycling. Additional dumpsters have been ordered. Items damaged by the flood should be broken down to the smallest size possible and brought to the dumpsters. 

Organic matter (i.e. tree branches) may be brought to the Red Lodge Fire Rescue Training Center, open 12-7 pm, located at 228 Highway 78.

AY Supply has new dumpsters available to receive appliances. 

Republic Services is bringing in an additional driver to help with emptying dumpsters more frequently.  Information boards are located in key areas throughout town including the Post Office, Beartooth IGA and Chamber of Commerce for non-digital information. See locations on interactive map (URL on page 1 of this update).


Fromberg Community Update: Clean up continues in town and there is a focus on getting debris removed from the park. Flood damaged items and debris may continue to be brought to the city park, to be disposed of later. 

Volunteer groups are coming in to help in Fromberg Wednesday and efforts will be consolidated. 

City water is established, with a single well running at this time; there is still a boil order for the town of Fromberg. The city is investigating ways to shore up the river bank in the area around the city wells

An information board is being maintained at the Fromberg Post Office to provide non-digital information.

Food and water are available at the Fromberg High School. 


Bridger Community Update: Head gates and ditches continue to be monitored and access is a priority. All roads should be open. 


Belfry Community Update: Crews continue to work fixing Lover’s Lane.


Roscoe Community Update: Crews are still working on Highway 78 bridge at Roscoe and are hoping to re-open it by the end of the week. 


Luther Community Update: The Hwy 78 bridge over Red Lodge creek near Luther has been repaired and Hwy 78 is open to Roscoe. Hwy 78 may have increased heavy equipment traffic so please be aware and avoid travel on this route if not necessary.

Please note, the Rock Creek Hydrograph near Red Lodge was replaced by USGS on June 17. The height may not be correct after recent changes in the creek channel but it can be used for trends.

  • There is an account set up at the Billings Regional Landfill for flooded Carbon County residents to use. The Carbon County Relief Fund will cover the charges, but you must get a charge code from the Red Lodge Volunteer tent on 15th & Platt, the volunteer tent in Fromberg, or by calling the Carbon County Disaster Relief line at 406-445-7258.

  • County residents planning to do emergency repair work in the Floodplain must notify the Conservation District of work within 15 days. Further information will be provided as it becomes available.

  • Helicopters may be working in the area. Due to air traffic, do not fly drones in the area.  

  • RiverStone Health of Billings MT will offer free tetanus and hepatitis A vaccines to people affected by recent floods in Carbon County. Vaccines will be available from 9 a.m. to 11:30 a.m. on Thursday, June 23, near the volunteer tent in Fromberg City Park and from 1 p.m. to 3:30 p.m. Thursday, June 23, at the Carbon County Fairgrounds in Red Lodge. RiverStone Health will bill your insurance for these vaccines. If you do not have health insurance, you will receive the vaccines at no charge. 

  • Sandbags are being removed from public right of ways, if you have sandbags on private property, they can be placed near the road for removal or opened up in alleys needing sand fill. Please don’t block egress. 

  • If you are visiting the Red Lodge, Luther, Roscoe and Fromberg areas, be aware of construction operations and safety hazards.

The Boil Water Advisory has been lifted.

The Carbon County Department of Environmental Health recommends the following actions following the lifting of this advisory:

Our water system experienced an emergency situation which may have resulted in contamination of the water supply.  Bacteriological samples taken 6/20/2022 showed satisfactory results and chlorine residual readings are good.


The Carbon County Department of Environmental Health recommends the following actions following the lifting of this advisory:
  • Flush the plumbing in your home by running all hot and cold water faucets for at least five minutes each.
  • Flush all appliances connected to the water line, like refrigerators and dishwashers.
  • Disposable filters that have come in contact with contaminated water should be removed and replaced.
  • Ice from ice makers should be dumped and replaced three times.
