Pursuant to 16 USC § 551 and 36 CFR § 261.50(a) and (b), and to provide for public safety, the following acts are prohibited within the Wenatchee River Ranger District of the Okanogan-Wenatchee National Forest (OWNF). This order supersedes Order # 06-17-07-22-12, dated August 17, 2022, signed by Forest Supervisor Kristin Bail. This Order is effective on September 1, 2022, and will remain in effect until December 31, 2022, unless rescinded sooner.

PROHIBITIONS:

1. Entering into or being upon National Forest System Lands closed for the protection of public health and safety, as described below and displayed on the attached map, Exhibit A [36 CFR § 261.53€].

2. Being on a National Forest System trail, as described below and displayed on the attached map, Exhibit A [36 CFR § 261.55(a)].

3. Being on a National Forest System road as described below and displayed on the attached map, Exhibit A [36 CFR § 261.54€].

CLOSURE AREA DESCRIPTION:

National Forest System lands within the following boundary: starting at the OWNF boundary in T. 27 N., R. 16 E., S.16 at the junction of Forest Service Road (FSR) 6500 Little Wenatchee and FSR 6700 Rainy Creek. Proceeding generally west along and including FSR 6500 to the end of the road at Little Wenatchee Ford Trailhead in T. 28 N., R. 14 E., S. 13. Proceeding north along Trail 1525 Little Wenatchee River to the junction with trail 1520 Poe Mountain, then proceeding generally east along and including trail 1520 Poe Mountain to the 6,022 foot elevation highpoint approximately 650 feet northeast of the trail junction with 1543 Little Wenatchee Ridge, then proceeding generally northeast for 2,500 feet to the headwaters of Cougar Creek at 4,800 feet elevation in T. 28 N., R. 14 E., S. 24, then proceeding along Cougar Creek to the confluence with Panther Creek in T. 28 N., R.15E., S. 17, then proceeding northeast along Panther Creek to the end of trail 1522 Panther Creek at the confluence of Ibex and Panther Creeks, then proceeding along and including trail 1522 Panther Creek to the junction with the trail 1521 Mount David. Then crossing to the east bank of the White River and proceeding generally north along the White River to the end of FSR 6400 at the White River Trailhead in T. 28 N., R. 15 E., S. 35, then following and including FSR 6400 generally southeast to the OWNF boundary at Tall Timbers in T. 28 N., R. 16 E., S. 18, then following the OWNF boundary to the west bank of the White River and continuing generally southeast following the White River or OWNF boundary to FSR 6500 at the OWNF boundary in T. 27 N., R. 16 E., S. 16.

EXEMPTIONS:

Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this Order:

1. Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.

2. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation Order), specifically authorizing the otherwise prohibited act or omission.

These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.

Violations of these prohibitions are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 USC § 551; 18 USC §§ 3551, 3559, 3571, and 3581).

 White River and Irving Peak Fires Update for September 2, 2022. Lightning started the White River and Irving Peak Fires on August 11. The fires are burning on the Okanagan-Wenatchee National Forest, northwest of Plain, WA. \
Suppression Strategy – Fire managers are refining a long-term strategy including the use of primary and contingency perimeter lines for containment. Tactics include completion and reinforcement of fire lines (roads and hand line). Smoke could be visible for the near future.
Operations – Today’s hot, dry, and windy weather will be a test on the work completed so far to contain the fires. It’s anticipated the weather, along with terrain alignment, could result in a very active fire day with visible smoke columns.
White River Fire Acres: 1,194; 1% contained Location: Sears Creek area of the White River drainage, approximately 14 miles NW of Plain, WA.
Yesterday, the White River Fire remained active along the west edge and the fire burned over the top of Wenatchee Ridge. Crews worked to remove flammable materials from around a remote automated weather station (RAWS) and a University of Washington seismic monitor. On the southeast perimeter, firefighters completed indirect hand line from spur road 111 into the green meadow using these natural wet features as a containment line. Today, firefighters will remain ready to respond to initial attack on any new fire starts while back hauling unused equipment, and monitoring the fire for increased activity.

Yesterday, firefighters worked to complete the burnout operations on a portion of the southwest perimeter bringing fire down to the prepared containment line along Forest Service Road (FSR) 6504 to FSR 200 removing fuels to secure the edge of the fire. Masticating and chipping along spur road 200 to the 311 isongoing. Today, firefighters will focus on the clean-up of any pockets of unburned fuels remaining from yesterday’s burn-out operations and continue road prep work.
Weather and Fire Behavior – A Heat Advisory has been issued for the area. Today’s forecasted combination of additional atmospheric instability, 95-degree temperatures, low relative humidity near 15%, and southeast winds with gusts to 20 mph have the potential to create active fire behavior.
Air quality and smoke outlook - Smoke levels in the Lake Wenatchee area have a high probability to increase throughout the day. Closures – Several road and area closures are in place for the safety of firefighters and the public. Fire managers are asking people to please respect these closures while recreating in the area. An emergency closure, issued by the Forest Service, remains in place for the Little Wenatchee Road (Forest Service Road [FSR] 65) to include the section between the National Forest boundary and the junction of FSR 65 and FSR 6700. Evacuations- Current Chelan County evacuation levels include a Level 2 evacuation (Be Prepared) for Sears Creek Road and Level 1 (Stay Alert) for White River Road and Little Wenatchee Road. https://www.co.chelan.wa.us/emergency-management/pages/active-emergencies
Recreation impacts- In addition to the Forest closure and fire restrictions, fire officials recommend avoiding recreating in the Little Wenatchee and White River Road (FS Roads 6500 and 6400) areas. Smoke is visible from the Pacific Crest Trail (PCT). The PCT remains open and is not directly impacted by the fires. However, the Little Wenatchee Ford and White River Trailheads are closed and cannot be used to access the PCT. The Buck Creek-Spider Meadow Loop is open and accessible, but smoke and nearby fire activity may impact the area.
Safety message – Increased visitor activity is expected beginning today with the holiday week-end approaching. The public is asked to please watch out for firefighters and firefighting vehicle traffic in the area. Are you pulling a trailer or boat this holiday weekend? With the low humidity and high temperatures, a small spark from a dragging safety chain can quickly create a large fire. Please be responsible and take a moment to check your tow chains.

White River and Irving Peak Smoke Update Sept 2 3 2022

 Fire The White River and Irving Peak Fires are burning near each other in the White River and Little Wenatchee River drainages upstream from Lake Wenatchee. They have burned a total of 3,575 acres and are 1% contained. Firefighters are patrolling roads to monitor and hold the fires. The fires have reached the roads at several locations.

Smoke from the fires on Thursday was observed to be settling into the river drainages, especially the lower portion of the White River drainage.

Todays fire activity is expected to be slow backing on the lower slopes with pockets of higher intensity. Upper slopes and ridge tops will be more active. The Irving Peak Fire could continue a slow flanking movement to the east and west. Smoke The smoke that accumulated in the valleys yesterday near the fires has moved downriver with the typical down valley winds that occur at night. This smoke will impact the communities in the Wenatchee River Valley, mainly in early morning. West winds in the afternoon will move smoke toward the Columbia River. The west end of Lake Wenatchee can expect UNHEALTHY level smoke in the morning. The east end of the lake and Plain can expect USG levels in the morning then MODERATE. Leavenworth, Cashmere and Wenatchee will be MODERATE.

Smoke from other fires in the North Cascades will add to what is in the Columbia River valley and impact Wenatchee.

For the Holiday weekend persistent MODERATE conditions can be expected overall. There could be increasing smoke if critical fire weather conditions during the day Friday causes increased fire growth and smoke.

White River and Irving Peak Fire Update September 1, 2022 9:00 AM

Plain, WA – Lightning started the White River and Irving Peak Fires on August 11. The fires are burning on the Okanagan-Wenatchee National Forest, northwest of Plain, WA.

Operations – The White River and Irving Peak fires are being fought using a full suppression tactic. Firefighters are using indirect attack methods and aircraft to check fire spread due to the very steep and inaccessible terrain which makes direct attack difficult.

White River Fire Acres: 1,165; 1% contained
Location: Sears Creek area of the White River drainage, approximately 14 miles NW of Plain, WA.

Yesterday, the White River Fire remained active along the southern edge. Helicopters delivered water drops to reduce fire spread to the south and southeast. There was a visible column of smoke in the southwest corner and wind from the west sheared the column off, pushing smoke into the White River Canyon. Fuel moisture remains high along the fire’s eastern edge, impeding growth toward White River Road. The southeast corner of the fire continues to be busy with crews and equipment doing road and structure preparations.

Irving Peak Fire Acres: 2,239; 2% contained
Location: Approximately 16 miles NW of Plain, WA

Yesterday afternoon the Irving Peak Fire received gusts on the ridges between 25-30 mph. The winds pushed the fire 1.5 miles west along the Wenatchee Ridge towards Poe Mountain. Fire remains on the upper quarter of the slope and is not currently moving down the slope. Firefighters conducted burnout operations, removing unburned fuels, along the southwest portion of the fire to bring the fire's edge to established hand lines. A column of smoke was visible due to consumption of pockets of fuels on the northeast corner. Fire behavior on the lower half of slopes remained low intensity primarily burning surface fuels.

Today, crews will continue to work along the southern edge of the fire as it slowly moves down slope toward the FS 6504 and existing handline along the 200 spur road. Weather and fire behavior- Today will be another warm, dry day. Wind gusts of 20 mph are possible along ridge lines and flanking (lateral movement of the fire) is expected, especially along the upper 1/3 rd of slopes and smaller spot areas near the edges of the fire will consolidate together.

Smoke will impact the Lake Wenatchee and White River areas today, especially as interior fuel pockets burn. Plain, WA – Lightning started the White River and Irving Peak Fires on August 11. They are burning on the Okanagan-Wenatchee National Forest, northwest of Plain, WA.

Special announcements- Effective immediately, the Forest Service is increasing the closure on Little Wenatchee Road (Forest Service Road [FSR] 65) to include the section between the National Forest boundary and the junction of FSR 65 and FSR 6700. This closure is in place for firefighter and public safety due to Irving Peak Fire traffic on the roadway.

Yesterday afternoon, firefighting resources assigned to the White River and Irving Peak Fires assisted Lake Wenatchee Fire and Rescue with controlling a new, 0.1-acre fire start near Hidden Lake, southwest of Lake Wenatchee.

Operations – Fire managers are refining a long-term strategy including the use of primary and contingency perimeter lines for containment. Tactics include completion and reinforcement of fire lines (roads and hand line) and planned burning operations to remove unburned fuel between fire lines and the edge of the fire. Smoke could be visible for the near future.

White River Fire
Acres: 1,089; 1% contained
Location: Sears Creek area of the White River drainage, approximately 14 miles NW of Plain, WA

The southeast corner of the fire was active yesterday, reaching Wenatchee Ridge in places. Ground crews were supported with helicopter water drops to check the fire’s movement. Fuel moisture remains high along the fire’s eastern edge, impeding growth toward White River Road. With the warming and drying weather and increasing winds, expect increased fire activity and spread. Engines and hand crews are working today near the southeast corner of the fire, continuing road and structure preparations. The Lakeview Interagency Hotshot Crew will continue using an Unmanned Aerial System (UAS) today – a drone with infrared detection to better map the fire’s edge and find hot spots.

Irving Peak Fire
Acres: 1,829; 1% contained
Location: Approximately 16 miles NW of Plain, WA

Yesterday, crews burned fuels between the fire’s edge and the 6504 Road, near Lodgepole Creek. The fire’s southwest edge now aligns with the road system, which was prepared as containment line. Today, firefighters continue preparing mid-slope fire line between the fire’s south edge and Rainy Creek Road. This fire line will become the primary containment line. Small portions of the fire have crossed over Wenatchee Ridge near Panther and Canyon Creeks, but there is not substantial fire spread.

Weather and fire behavior- The forecast calls for increasing winds along with warmer and dryer weather today. The fires may become more active on steep slopes and along ridge tops. Expect more downslope fire growth on the Irving Peak Fire and possible torching (occasional burning of trees from the bottom up) on the White River Fire. Smoke production and areas of smoke accumulation near Lake Wenatchee and White River may continue, especially as interior fuel pockets burn.

Fires

The White River and Irving Peak Fires are burning near each other in the White River and Little Wenatchee drainages upstream from Lake Wenatchee. They have burned a total of 2,665 acres and are 1% contained. Firefighters are patrolling where roads have been improved to hold the fires and monitoring them as they approach. Today the fires areexpected to continue slowly backing downhill with isolated flareups in heavy fuel. The Irving Peak Fire should also continue a slow flanking movement to the east along the slope near the top of the ridge. The Irving Peak Fire could be more active than the White River Fire due to more exposure to the sun and wind.
Smoke
The fires yesterday produced more smoke than in recent days. It accumulated in the drainages near the fires and at Lake Wenatchee overnight. The smoke will be held in place until a strong morning inversion lifts. Up valley winds will then move smoke away from the lake with some staying trapped near the surface. The west end of Lake Wenatchee can expect UNHEALTHY level smoke in the morning. The east end will have MODERATE levels until mid to late afternoon. GOOD conditions should prevail from Leavenworth to Wenatchee.

Plain, WA – Lightning started the White River and Irving Peak Fires on August 11. They are burning on the Okanagan-Wenatchee National Forest, northwest of Plain, WA.

Special announcement- Northwest Incident Management Team 8, Incident Commander Kevin Stock, assumed management of the fires last night.

Operations-

White River Fire
Acres: 1,058, 1% contained.
Location: Sears Creek area of the White River drainage, approximately 14 miles NW of Plain, WA.

Helicopters checked fire behavior in the southeast corner of the fire, using buckets of water to reduce heat and fire spread. Today, crews will monitor fire progression near Sears Creek. They will patrol the small Grasshopper Meadows Fire and check and monitor hose and sprinkler lays along White River Road.

Irving Peak Fire
Acres: 1,725; 1% contained.
Location: Approximately 16 miles NW of Plain, WA.

The south and east edges of the fire grew yesterday. Firefighters will continue to burn out unburned fuels between the fire’s edge and the containment line on the 6504 Road. Crews will complete chipping in the area. Firefighters are clearing roads with heavy equipment as needed to improve containment lines on the #200 and #311 roads.

Weather and fire behavior- Weather is becoming warmer and drier this week with potential for moderate to more active fire behavior. The fires may spread as fuels dry out, especially where winds align with slopes. Firefighters are assessing operations to ensure readiness for the weather change.

Smoke continues to linger in valleys. Expect temperatures into the 90s today. Light winds, moderate inversions, and poor relative humidity recovery at night will maintain moderate to active fire behavior through the week.
