Understanding Soil Burn Severity

Understanding Soil Burn SeverityWe tend to think of wildfire burn severity in terms of the visual impacts to above-ground vegetation, but the post-fire landscape response (erosion, flooding, and mass movement) is generally more strongly correlated to soil burn severity. When characterizing soil burn severity, looking at the vegetation is a good starting place to understand the conditions on the ground. Armed with that information, the BAER team’s watershed specialists (soil scientists, hydrologists, and geologists) ground-truth different vegetation burn intensities to tease out patterns of how fire affected and changed the properties of the soil. Pre-fire ground cover, forest type, fire behavior, slope, aspect, and other factors all influence soil burn severity. After field observations are collected, specialists adjust the vegetation severity map to create the soil burn severity (SBS) map. The SBS is broken into four different classes: unburned (green), low severity (blue), moderate severity (yellow), and high severity (red).So what do these different classifications mean?LOW severity areas generally have intact and recognizable litter layers (organic material on the forest floor, such as pine needles and twigs). These litter layers may be charred, but are not consumed. Underlying topsoil is intact and near-surface fine roots are unburned. These soils have enough cover to protect them from erosion during rain events because their natural porosity and structure allow rain to soak into the soil instead of running off, while fine roots provide stability. In low severity areas, burns may have been patchy—islands of green vegetation and intact canopies may be present.MODERATE severity areas generally have more—up to 80% of their pre-fire surface litter layers consumed by fire. Black or gray ash may be present on the soil surface. Fine roots near the surface may be scorched and killed. Topsoil layers are generally intact with minimal impacts to the soil’s ability to absorb moisture. Soils with moderate severity are more susceptible to erosion in post-fire rain events because they have lost protective surface cover and may have less surface stability because of root mortality.HIGH severity areas generally have had all their pre-fire surface litter layers consumed by fire. White or gray ash may be present on the soil surface. Fine roots are often fully burned/consumed within several inches of the soil surface, and even large tree roots may have burned deep into the soil. Soil may be powdery or grainy and loose, unable to bind together and retain water. These soils are very susceptible to erosion and often have high surface run-off during rainstorms.So, what does the BAER team do with the SBS map?The BAER team uses the SBS map to make predictions about how the landscape will respond after fires. Soil scientists consider where soil productivity will be degraded due to erosion losses and where sediment may move into stream channels. Hydrologists use the SBS to predict watershed response—surface runoff from high SBS areas in rainstorms can produce more “flashy” behavior in stream systems. Geologists use the SBS to inform predictions for debris flow or other mass movement potential based on reduced soil stability in steep drainages. BAER teams focus on emergency responses to stabilize burned areas that may impact Forest Service critical infrastructure or other values located within or immediately downstream of high soil burn severity areas.

Actualización de los Incendios Riverside & Beachie Creek– Sábado, octubre 10, 2020    


 

Información General: Se espera lluvia y viento a lo largo de este fin de semana, lo que puede producir 1.5 pulgadas de lluvia para el sábado en la tarde con una pulgada mas anticipada para el lunes en la mañana. Ya se a reportado una pulgada de lluvia en el valle Willamette. Las crestas y los drenajes dentro del área del incendio pueden que observen viento de hasta 25 millas por hora. Es posible que este sistema produzca nieve en alturas de 5000 pies. Con la lluvia esperada y el viento, bomberos continuaran a ser cuidadosos alrededor de arboles debilitados por el fuego. Calles resbalosas y erosión pueden que presten peligros adicionales para el personal del incendio y para el público. El sistema de clima encamino evitara que se hagan vuelos este fin de semana porque helicópteros no pueden volar cuando las condiciones son nubladas y ventosas.

Riverside & Beachie Creek Fires Update – Saturday, October 10, 2020      


 

Qr code Description automatically generatedGeneral Information: Rain and breezy conditions are expected through the weekend which could produce up to

    1. inches of rain by Saturday evening, with an additional inch anticipated by early Monday morning. An inch of rain has already been recorded in the Willamette Valley. Ridgetops and drainages within the fire area could see wind gusts of up to 25 mph. This active system may even produce snow for elevations as low as 5,000 ft. With high amounts of rain expected in conjunction with gusty winds, firefighters continue to be diligent around fire-weakened trees. Slick roads and soil erosion could also present additional hazards for fire personnel and the public. The incoming weather system will likely keep aircraft grounded over the weekend, as helicopters are unable to fly in cloudy and windy conditions.

Riverside Fire: Firefighters are completing fire suppression repair work within the fire area while still patrolling the line for hot spots. Portland General Electric continued working to repair destroyed power lines.

Beachie Creek Fire: Firefighters responded to four more 911 calls for smoke yesterday. Aircraft flew over the area of concentrated heat within the Bull of the Woods Wilderness and reported no significant fire growth.

Weather and Fire Behavior: Cloudy conditions and cooler temperatures continue for Friday as a cold front moves into the area, bringing gusty winds in the late afternoon. Rain is forecasted to begin Saturday and continue through the weekend. 

Beachie Creek Fire: Fire growth was limited within a concentrated area of heat within the Bull of the Woods Wilderness and fire behavior is expected to remain minimal with the incoming weather. Firefighters will continue to monitor and patrol the fire perimeter for hot spots. Falling trees and landslides are the greatest safety concerns moving into the weekend for both firefighters and the public.

FOREST ORDER

OCCUPANCY AND USE

Pursuant to 16 USC 551 and 36CFR 261.50 (a) and (b), and to provide for public safety, the following acts are prohibited in the areas described in this order on National Forest System lands within the administrative boundaries of the Willamette National Forest. This Order is effective on October ___, 2020 and shall be in effect until rescinded or December 31, 2020, whichever comes first.

PROHIBITIONS:

1. Being on a road. 36 CFR § 261.54(e)

2. Being on a trail. 36 CFR § 261.55(a)

3. Entering or using a developed recreation site or portion thereof. 36 CFR § 261.58 (b)

4. Entering into or being upon National Forest System Lands closed for the protection of public health or safety. 36 CFR § 261.53(e)

CLOSURE DESCRIPTION:

All closures are contained within the State of Oregon, and Marion, Linn, and Lane Counties, and within the Administrative Boundaries of the Willamette National Forest.

The closure includes the US Forest Service general forest areas, developed recreation sites, roads, trails, and recreation residence tracts (aka "summer homes") as described below and as depicted on the attached map and incorporated into this order as "Attachment A".

The Holiday Farm Closure Area begins at the intersection of State Highway 126 and the Willamette National Forest Boundary west of McMullins Boat Ramp between Sections 1 and Section 2 in Township 17S Range 3E. It continues north following the Forest administrative boundary to the northern edge of T 14S, R 4E, Section 1, where it turns east to connect with FSR 2026. It proceeds north along the west side of FSR 2026, incorporating FSR 2026, to its intersection with FSR 2022, and continues east along the north side of FSR 2022, incorporating FSR 2022, to the intersection with FSR 2024. It continues east along the north side of FSR 2024, incorporating FSR 2024, to it intersection with FSR 1509, then continues south along the east side of FSR 1509, incorporating FSR 1509, to its intersection with FSR 1513. It continues south along the east side of FSR 1513, incorporating FSR 1513, to its intersection with FSR 1500. It continues northeast along FSR 1500, incorporating FSR 1500, to its intersection with FSR 2654 (Deer Creek Road). It proceeds south along the east side of FSR 2654, and incorporates FSR 2654, to the intersection of FSR 2654 with Hwy 126. It then continues southwest along Hwy 126 for 8.1 miles to Section 13, T 16S, R 5E. It then proceeds south for 4.9 miles from Hwy 126 to

FSR 1993, then west along the south side of FSR 1993, and incorporating FSR 1993, to the intersection with FSR 1994 on the east side of Cougar Reservoir, then continues to the intersection of FSR 1994 and FSR 1900-500, incorporating FSR 1994. It continues south on FSR 1900-500, incorporating FSR 1900-500, to its intersection with FSR 1900 and continues along the east side of FSR 1900, incorporating FRS 1900, to the intersection of FSR 1900 and FSR1980. It proceeds along the south and east sides of FSR 1980, incorporating FSR 1980, to the intersection with FSR 2618 at the northeast edge of Section 30, T 18S, R 5E. It continues west along the south side of FSR 2618, incorporating FSR 2618, to the intersection with FSR 2619 at the northwest corner of Section 23, T 18S, R 4E. It continues northwest along the west side of FSR 2619, incorporating FSR 2619, to the intersection with FSR 1800-440. It continues west along the south side of FSR 1800-440 to FSR 18. From there it continues west along the south side of FSR 18, incorporating FSR 18, to where it intersects the Forest boundary on the west side of Section 31, T 18S, R 2E. It then continues north along the Forest boundary for 5 miles to the northwest corner of Section 6, T 18S, R 2E. From there it continues east along the Forest boundary for 9.2 miles to the intersection with the McKenzie River Ranger District boundary in Section 34, T 17S, R 3E. It then follows the Forest administrative boundary 3 miles north to the northwest corner of Section 23, T 17S, R 3E, and then proceeds for 2.1 miles northeast to the Forest administrative boundary at the southwest corner of Section 1, T 17S, R 3E, and follows the National Forest Boundary north to end at the intersection with State Highway 126.

The Beachie Creek and Lionshead Closure Area begins at the junctions of Hwy 20 and Hwy 22 in Section 14, T 13S, R 7 E, and continues north along the east side of Hwy 22 to the intersection with FSR 11 on the south edge of Section 29, T 11S, R 7E. It proceeds west along the south side of FSR 11, and incorporates FSR 11, to the intersection with the Forest boundary in Section 28, T 11S, R 4E. It follows the Forest administrative boundary north to its intersection with Monument Peak Road in the northwest corner of Section 21, T 10S, R 4E, the follows the Forest administrative boundary southeast to Section 35, T 11S, R 4E, continues east along the Forest boundary to Section 31, T 10S, R 5E, and north along the Forest administrative boundary to the south edge of the Opal Creek Scenic Recreation Area at Section 12, T 9S, R 4E. It proceeds west and north along the Opal Creek Scenic Area boundary and then east along the Opal Creek Wilderness boundary until it meets the Bull of the Woods Wilderness boundary in Section 21, T 8S, R 5E. It then follows the Willamette National Forest administrative boundary south and east to the boundary with the Warm Springs Indian Reservation, and follows the Willamette National Forest administrative boundary south to its intersection with the Deschutes National Forest. It continues south along the Willamette National Forest boundary to its intersection with Hwy 20, then proceeds west along the north side of Hwy 20 to end at the junction with Hwy 22.

National Forest System lands in the following isolated areas to the south of Hwy 20 are also included in the closure: the northeast quadrant of Section 31, T 14S, R 3E; the northeast and southwest quadrants of Section 26, T 14S, R 2E; the southwest quarter of the northeast quadrant and the southwest quadrant of Section 22, T 14S, R 2E; the southern half of the northeast quadrant and the southeast quarter of the northwest quadrant and the northeast quarter of the southwest quadrant in Section 21, T 14S, R 2E; the northeast quarter of the southeast quadrant of Section 15, T 14S, R 2E; the southern half of Section 11, T 14S, R 2E; the southwest quadrant of Section 12, T 14S, R 2E, and the southwest quarter of the northwest quadrant and the southeast quarter of the southeast quadrant also in Section 12, T 14S, R 2E.

EXEMPTIONS:

Pursuant to 36 CFR § 261.50 (e), the following persons are exempt from this Order:

(1) Any person with a permit specifically authorizing the otherwise prohibited act or omission;

(2) Owners or lessees of land in the area. Lessees of Recreation Residences (aka Summer Homes) inside the closure areas must have written permission specifically authorizing entry and identifying the person/address applicable.

(3) Any Federal, State, or Local Officer or member in the performance of an official duty.

These restrictions are implemented for the safety of the public.

This order supersedes Forest Order # 06-18-00-20-21 executed September 25, 2020.

These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subparts A, B and C.

Northwest Team 8 has taken command of the Riverside and Beachie Creek incidents as of 6 pm yesterday.

Weather and Fire Behavior: Cloudy and cooler temperatures are expected today through Friday, providing increased overnight humidity levels over the fire area.

Beachie Creek Fire: Aircraft reconnaissance missions of the fire area will continue, as visibility and weather permits. Fire growth around Dead Horse Mountain and the Bull of the Woods Wilderness was low yesterday, and incoming moisture is expected to keep fire activity minimal. Firefighters continue to extinguish areas of heat along Highway 22, receiving four 911 reports for smoke yesterday from the community. Suppression repair work is ongoing around the fire edge with heavy equipment repairing dozer line and hand crews focusing on handlines.

Evacuations: There are no evacuations in Clackamas County. Current evacuation information for Marion County is available at

Burned Area Emergency Response:  The BAER program is designed to address emergency stabilization issues related to wildland fire. The program is utilized by all federal land management agencies.  BAER teams are in place for both the Riverside and Beachie Creek fires.

El equipo del Noroeste 8, tipo I, observara al equipo Noroeste del Pacifico 3, tipo II, hoy compartirán información para asegurar una transición suave de comando esta tarde de los incendios Riverside y Beachie Creek.

Clima y Comportamiento del Incendio: Hoy, la temperatura bajará cinco grados y la humedad subirá alrededor de 10 porciento.  El cambio de clima resultara en menos actividad de fuego esta semana.   

Incendio de Beachie: Helicópteros siguen llevando agua y buscando humos.  La mayoría de la actividad del fuego se reporta en el perímetro al este alrededor de la montaña Dead Horse y las tierras Bull of the Woods. Bomberos continuaran a trabajar con los dueños de las casas a lo largo de la autopista 22 para extinguir calor detectado.  Reparaciones continúa a lo largo del perímetro del incendio con maquinaria pesada y equipos a mano atendiendo la línea del incendio.

Respuesta de Emergencia al Área Quemada (BAER en inglés): El programa BAER esta diseñado para acudir a las emergencias de estabilización relacionadas con un incendio forestal.  Agencias federales que manejan tierras publicas usan este programa. Hay equipos de BAER en los dos incendios, Riverside y Beachie Creek.

Northwest Type 2 Team 8 is shadowing with Pacific Northwest Type 1 Team 3 today, sharing information to ensure a smooth transfer of command this evening for the Riverside and Beachie Creek Fires.

Weather and Fire Behavior: Today temperatures will decrease about five degrees and relative humidity will increase around 10 percent.  The change in weather will also bring a slight decrease in fire behavior throughout the week.

Beachie Creek Fire: Helicopters are delivering water drops and completing reconnaissance missions.  Most of the fire activity is reported on the eastern perimeter around Dead Horse Mountain near Bull of the Woods Wilderness.  Firefighters will continue to work with private landowners to extinguish heat detected along Highway 22.  911 dispatchers received four reports of smokes around structures that firefighters were able to extinguish quickly.  Suppression repair work is ongoing around most of the fire edge with heavy equipment repairing dozer line and hand crews continuing on handline.
