Bureau of Land Management seeks input on tree removal from the Archie Creek Fire Area

Roseburg, Ore. The Bureau of Land Management (BLM) Roseburg District is seeking public input on a proposal to implement fire recovery activities within the Archie Creek Fire perimeter, including burned timber salvage harvesting and removing hazard trees along roadways and near BLM-developed facilities. In addition to salvage harvests, the Swiftwater Field Office proposes to conduct hazard tree removal along roads, within and adjacent to recreation sites, and adjacent to other public and private infrastructure. The BLM is committed to supporting local communities and economies impacted by fire. In order to recover the economic value from the timber, before wood deteriorates and affected stands are no longer capable of contributing toward timber sale targets, the BLM has specific management direction to conduct timely harvest of salvage timber. Archie Creek Fire 100 Percent Contained

 

ROSEBURG, OR  The Roseburg District, Bureau of Land Management (BLM) and the Umpqua National Forest are declaring that the Archie Creek Fire is 100% CONTAINED as of Monday, November 16, 2020.   Additionally, the Umpqua National Forest is declaring the Thielsen Fire as CONTROLLED.

 

With the recent change in weather conditions, fire officials with the U.S. Forest Service will officially end fire season on the Umpqua National Forest, effective Monday, November 16, at 12:01 a.m.   With the end of fire season Industrial Fire Precaution restrictions will be lifted on the forest.

 

During the last several weeks, our area received widespread precipitation which has moderated conditions enough to drop the fire danger to a low status. People are still encouraged to completely extinguish their campfires before leaving a site.

 

The term CONTAINED is a status of a wildfire suppression, which signifies the fire is no longer a risk to spread based on firelines, natural barriers, or desired weather conditions. Containment is often referred to in terms of percentages.

 

A fire is considered CONTROLLED when the perimeter of the fire is secured making it unlikely for the fire to escape the bounds of the fire area. To be considered controlled, firefighters need to have cooled any hotspots adjacent to the line and removed any unburnt fuel in the area surrounding the line.

Amended Emergency Closure Order on BLM Managed Lands

AMENDED EMERGENCY CLOSURE ORDER

On September 9, 2020, the Roseburg District issued an Emergency Closure Order that closed all Bureau of Land Management (BLM) lands east of Interstate 5 managed by the Swiftwater Resource Area. Then, on September 28, 2020, the BLM amended the Emergency Closure Order to provide additional public access to areas outside of the Archie Creek Fire suppression operations. This Amended Emergency Closure Order updates the BLM lands that will remain closed until such time as conditions allow for safe use of the public lands.

Action: Pursuant to 43 CFR 9268.3 and 43 CFR 8364.1, the Bureau of Land Management hereby provides notice that effective at noon on Friday, October 23, 2020, the BLM public lands described below are closed to all forms of public access and will remain closed to protect public land users from risks associated with active wildland fire, fire suppression, suppression repair, emergency stabilization, and burned area rehabilitation. Our priority is the health and safety of the public and our employees. The BLM will post closure signs at main entry points to this area.

Affected Area: The BLM-administered lands in the Swiftwater Resource Area within the Archie Creek Fire perimeter as indicated on the enclosed map are closed. These BLM lands are in Douglas County, Oregon. This includes portions of Rock Creek Road and all BLM campgrounds located within the fire perimeter (Rock Creek, Lone Pine, Millpond, and Susan Creek). BLM day use areas and pull-outs along State Highway 138 that are not being used for staging areas for fire recovery activities are open. Barricades and closure signs indicate where public access is prohibited along the Highway 138 corridor. Cavitt Creek Falls and Scaredman Campgrounds are closed for the season.

Prohibitions: The public must not enter the closure area. All uses within the closure area are prohibited. You must not enter by any means of motorized or non-motorized transportation, to include foot traffic. Exceptions to these prohibitions are noted below under Supplemental Information.

Dates: This closure is effective at noon on Friday, October 23, 2020, and will remain in effect until such time as conditions allow for safe use of the affected public lands.

Supplemental Information: The following persons are exempt from the provisions of this Order:

1. Any Federal, State, or Local Officer, or member of an organized medical, rescue or firefighting force engaged in fire, emergency, or law enforcement activities, or public utility employees engaged in emergency repairs.

2. BLM employees, contractors, agents or other individuals engaged in official duties 

3. Individuals operating within the scope of their official and legitimate governmental duties.

4. Individuals with valid existing rights for access (e.g. Reciprocal and Unilateral Right of Way agreement holders or internal landowners in the act of direct access to their property).

5. Parties who carry written approval signed by the BLM Authorized Officer allowing access to the described public lands.

Exception Requests: Persons wishing to obtain an exception may submit a written request to the Roseburg District Manager for consideration. If an exception is granted, the permitted party must carry the written approval signed by the Roseburg District Manager when entering the closure area.

Penalties:

43 CFR 8364.1 Closure and restriction orders.

(a) To protect persons, property, and public lands and resources, the authorized officer may issue an order to close or restrict use of designated public lands.

(d) Any person who fails to comply with a closure or restriction order issued under this subpart may be subject to the penalties provided in 43 CFR 8360.0-7 of this title.

43 CFR 8360.0-7 Penalties.

Violations of any regulations in this part by a member of the public are punishable by a fine not to exceed $1,000 and/or imprisonment not to exceed 12 months.

Effective: This Order is effective at noon on Friday, October 23, 2020.

Roseburg, Ore. – The Bureau of Land Management (BLM), Roseburg District, will hold a virtual meeting to present findings from the Burned Area Emergency Response (BAER) team, on Thursday, October 22, 2020, at 4:00 p.m. The BAER team compiles an initial report on fire impacted resources and provides recommendations on stabilizing burned areas to minimize additional damage.

This is NW Incident Management Team Twelve’s final day on the Archie Creek and Thielsen fires, and we will be turning management of both fires over to the local unit at 6 PM tonight. This will be the final update for the Archie Creek and Thielsen fires. Future questions regarding the fires should be directed to the Umpqua National Forest or Roseburg Bureau of Land Management.

The Archie Creek Fire is east of Roseburg in the North Umpqua corridor on state, private, and federal land. The Thielsen Fire is located five miles north of Crater Lake near Diamond Lake on National Forest lands. Winds will be out of the west at 5-7 mph in the valleys and 8-12 mph on the ridges. Temperatures today will be in the upper 50s and lower 60s.

Yesterday’s Operations:
Archie Creek – Suppression repair work continued to minimize erosion and protect resources. Fire crews removed hazard trees along roads. The BAER team continued their post-wildfire assessments to determine appropriate mitigation actions on National Forest lands.

Thielsen – Fire crews continued suppression repair work along containment lines. In the North Diamond Division, firefighters improved access to Highway 138 and removed hazard trees. Firefighters removed debris and chipped vegetation.

Today’s Operations:
The focus for current and future resources assigned to the fire is to address post-fire damage and provide stabilization to ensure public safety and prevent further degradation of the landscape.

Archie Creek – Most remaining resources will be demobilizing off the fire at the end of shift today. Fire crews will continue suppression repair work on the containment lines to restore natural drainage on the landscape. Firefighters are continuing their work removing hazard trees and snags along transportation corridors. The BAER team continues to assess post-wildfire environmental conditions and determine appropriate actions to mitigate the effects of fire suppression on National Forest lands.

Thielsen – Fire crews will continue suppression repair work along containment lines. Firefighters will identify and remove hazard trees.

* Due to cooler temperatures and rain this week, Public Use Restrictions have been removed on Umpqua National Forest and Roseburg District BLM lands. Members of the public are reminded to never leave a campfire burning unattended and to make sure the campfire is completely extinguished before leaving the area.

The route to Miller Lake via FS Road 9772 remains closed from the intersection with Hwy. 97 to the intersection with FS Road 110 due to firefighter traffic. * Bureau of Land Management – All BLM-managed lands in the Swiftwater Resource Area east of the Range 3 and 4 boundary line and north of Little River Road are closed. Fire crews have now repaired over 100 miles of fireline and over 50 miles of roads across both fires.

The Archie Creek Fire is east of Roseburg in the North Umpqua corridor on state, private, and federal land. The Thielsen Fire is located five miles north of Crater Lake near Diamond Lake on National Forest lands. Winds will be out of the west-northwest at 8-10 mph in the valleys and 10-12 mph on the ridges. Temperatures today will be in the mid-60s. NW IMT Twelve’s assignment on the fire will end tomorrow evening and management of the fires will return to the local unit Sunday night. 

Yesterday’s Operations:
Archie Creek – Suppression repair work continued to minimize erosion and protect resources. Firefighters patrolled and monitored around the fire. Fire crews continued removal of hazard trees along roads. The BAER team continued their post-wildfire assessments to determine appropriate mitigation actions on National Forest lands.

Thielsen – Fire crews continued patrol and suppression repair work along containment lines. In the North Diamond Division, firefighters improved ingress and egress to Highway 138 and removed hazard trees along FS 005 road. Firefighters removed debris and chipped vegetation.

Winds will be out of the north-northwest at 8-12 mph in the valleys, with north winds 10-15 mph on the ridges. Temperatures today will mostly be in the mid 60s, with a high of 70 degrees in the valleys. NW IMT Twelve’s assignment on the fire will end at the end of the weekend and management of the fires will return to the local unit Sunday night. 

Yesterday’s Operations:
Archie Creek – Firefighters patrolled and monitored around the fire. Suppression repair work continued to minimize erosion and protect resources. Fire crews retrieved remaining equipment from the fire lines and continued removal of hazard trees along roads. The BAER team continued their post-wildfire assessments to determine appropriate mitigation actions on National Forest lands.

Thielsen – Fire crews continued patrol and suppression repair work along containment lines. In the North Diamond Division, firefighters improved ingress and egress to Highway 138 and removed hazard trees along FS 005 road. Firefighters removed debris and chipped vegetation.

Closures, Restrictions & Evacuations:
* Due to cooler temperatures and rain this week, Public Use Restrictions have been removed on Umpqua National Forest and Roseburg District BLM lands. Fire season remains in effect, however campfires in undeveloped sites and outside of approved fire rings will be allowed on Roseburg BLM and National Forest lands. Members of the public are reminded to never leave a campfire burning unattended and to make sure the campfire is completely extinguished before leaving the area.
* Roads – Highway 138E is open, but delays should be expected. The route to Miller Lake via FS Road 9772 remains closed from the intersection with Hwy. 97 to the intersection with FS Road 110 due to firefighter traffic. Drivers are being directed to take FS Road 9774 to connect with FS Road 110 as an alternate route. See www.tripcheck.com for updates on highway closures.
* Bureau of Land Management – All BLM-managed lands in the Swiftwater Resource Area east of the Range 3 and 4 boundary line and north of Little River Road are closed. This includes portions of Rock Creek Road and all BLM recreation and day use sites within the closure boundary, including Rock Creek, Lone Pine, Millpond, Scaredman and Susan Creek campgrounds. * Umpqua National Forest – Sections of the North Umpqua and Diamond Lake Districts remain under a fire closure order. Umpqua Hot Springs, fire lookouts, cabins and group picnic sites remain closed. Diamond Lake Resort and Diamond Lake are now open for public recreation, but Diamond Lake Campground is closed for the rest of the year. The Archie Creek Fire is east of Roseburg in the North Umpqua corridor on state, private, and federal land. The Thielsen Fire is located five miles north of Crater Lake near Diamond Lake on National Forest lands. The warming and drying trend will continue today and extend through the weekend. Winds will be out of the north-northeast at 8-10 mph in the valleys, with northeast winds 10-15 mph on the ridges. Temperatures today will be in the low to mid 60s. 

Yesterday’s Operations:
Archie Creek – Crews continued to identify and retrieve remaining equipment no longer needed on the fire lines. Firefighters patrolled and monitored around the fire perimeter. Suppression repair work continued to minimize erosion and protect resources. Fire crews continued removal of hazard trees along roads. The BAER team continued their post-wildfire assessments to determine appropriate mitigation actions on National Forest lands.

Thielsen – Fire crews continued patrol and suppression repair work along containment lines. In the North Diamond Division, firefighters improved ingress and egress to Highway 138 and removed hazard trees along FS 005 road. Additionally, firefighters removed debris in the southern area and chipped vegetation debris in the northern area.

Today’s Operations:
Archie Creek – Firefighters will patrol and monitor around the fire today. Firefighters will continue suppression repair work on the containment lines to restore natural drainage on the landscape. Resource Advisors from the Forest Service are working closely with firefighters during implementation of suppression repairs to minimize erosion and protect resources. Fire crews are retrieving any remaining equipment left along the fire lines. Firefighters are continuing their work removing hazard trees and snags along transportation corridors. The BAER team continues to assess post-wildfire environmental conditions and determine appropriate actions to mitigate the effects of fire suppression on National Forest lands.

Thielsen – Fire crews will be patrolling and focusing on suppression repair work along containment lines. In the North Diamond Division, work on improving ingress and egress to Highway 138 will continue. Firefighters will identify and remove hazard trees along FS 005 road. Firefighters will continue debris removal in the southern area and chipping in the northern area.
