A cold front arrives this afternoon bringing rain with it. Rain will increase in intensity overnight and be heaviest Monday morning. Expect rainfall totals of one to two inches and the potential for minor mud and debris flows.

Post-Fire Assessment
Santa Barbara County, in partnership with the National Weather Service, is closely monitoring the incoming storm. County Officials are working closely with the U.S. Forest Service Burn Area Emergency Response (BAER) Team, the CAL Fire Watershed Emergency Response Team (WERT), and local agencies to further assess the potential risks for debris flows. Residents are encouraged to prepare for potential storm impacts.
Evacuations
Santa Barbara County issued an Evacuation Warning — beginning Sunday, Oct. 24 at noon — for west of Las Flores Canyon, east of Mariposa Reina, south of West Camino Cielo, and down to the ocean., due to potential debris flow.
Transition
Today is the final day under unified command. Santa Barbara County’s Type 3 team transfers command today, Oct. 24, at 6 p.m., back to Los Padres National Forest.

Rain develops Sunday and Monday, with light rain arriving Sunday and heavier rain falling Sunday evening and Monday. Expect rainfall totals of one to two inches and the potential for minor mud and debris flows.

Post-Fire Assessment
The U.S. Forest Service’s Burned Area Emergency Responses (BAER) Team and CAL FIRE's Watershed Emergency Response Team (WERT) continue assessments. BAER members are now evaluating soil burn severity. With those scientific results, WERT scientists can identify hazards and make recommendations to mitigate and prepare for any future flooding, post-fire debris flows and landslides. Emergency managers will then use the science to warn the public of danger and direct them to safety.
Evacuations
Santa Barbara County issued a Burn Area Evacuation Warning, Oct. 22, for west of Las Flores Canyon, east of Mariposa Reina, south of West Camino Cielo, and down to the ocean, due to potential debris flow. Residents should be prepared to leave.

ALISAL FIRE AREA, ROAD, AND TRAIL CLOSURE
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), and to provide for public safety and
protect natural resources, the following acts are prohibited within the Santa Barbara Ranger
District of the Los Padres National Forest. This Order is effective from October 20, 2021, through
November 19, 2021.
- 1. Going into or being upon National Forest System lands within the Alisal Fire Closure Area, as described in Exhibit A and shown on Exhibit B. 36 C.F.R. § 261.52(e).
- Being on any National Forest System road within the Alisal Fire Closure Area, as described in Exhibit A and shown on Exhibit B. 36 C.F.R. § 261.54(e).
- Being on any National Forest System trail within the Alisal Fire Closure Area, as described in Exhibit A and shown on Exhibit B. 36 C.F.R. § 261.55(a).
- Entering or using any National Forest Campground within the Alisal Fire Closure Area, as described in Exhibit A and shown on Exhibit B. 36 C.F.R. § 261.58(b).
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- 1. Any Federal, State or Local Officer or member of an organized rescue or fire-fighting force inthe performance of an official duty.
- Owners or lessees of private land within the Alisal Fire Closure Area, to the extent necessary togain access to their land.
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
These prohibitions are in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.
A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or
$10,000 for an organization or imprisonment for not more than six months or both. 16 U.S.C. § 551
and 18 U.S.C. §§ 3559, 3571 and 3581.

Firefighters completely secured north, east, south and most of the western edges of the fire. Crews continued monitoring isolated pockets for potential holdover heat and continued suppression repair in areas identified by Resource Advisors.
Today
Fire suppression efforts have transitioned to suppression repair, which are those actions taken to mitigate damages caused by fire suppression to minimize potential soil erosion. Repair includes removing hazard trees and repairing the hand and dozer fire lines, roads, trails, staging areas and drop points. Additionally, crews will backhaul equipment off the line at areas of lowest risk for fire activity to concentrate on suppression repair. A community meeting will be conducted tomorrow specifically for impacted communities.

Cooler weather and moister conditions are forecasted through the weekend. Gusty northerly winds up to 45 mph are likely by Saturday evening. A strong cold front sweeps through Sunday and Monday, with light rain arriving Sunday and heavier rain falling Sunday evening and Monday. Expect rainfall totals of one to two inches and the potential for minor mud and debris flows.

Crews continued focus at Droppoint 40 on the fire’s northwest corner where ridge tops continued to hold heat in the oak woodland understory. To the south, firefighters completely secured the fire along California Highway 101 and the old Gaviota burn to the west. Firefighters also completely secured the fire’s east edge along the old Sherp Fire burn.

Crews expect minimal fire activity, but are monitoring isolated pockets where holdover heat might linger. Firefighters are ready if called upon to to conduct suppression efforts to maintain the fire’s current footprint. Fire suppression efforts have transitioned to suppression repair. Fire suppression repair are those actions taken to mitigate damages caused by suppression to minimize potential soil erosion. Repair includes removing hazard trees and repairing the hand and dozer fire lines, roads, trails, staging areas and drop points used during fire suppression efforts.

That team transitioned into unified command with California Interagency Incident Management Team 1 (CIIMT1) Oct. 13. CIIMT1 — a federal Type 1 team — changed command back to the Type 3 team. As of Oct. 20 at 7 p.m., the Type 3 team has unified command of the Alisal Fire with the Los Padres National Forest.

Crews focused on Droppoint 40 on the fire’s northwest corner where ridge tops continued to hold heat in the oak woodland understory. Firefighters increased depth on containment lines to the north and completely secured the fire’s edge to the east along the old Sherp Fire burn. Motorists are reminded to err on the side of caution when transiting California Highway 101 as firefighters continue to monitor the fire’s southern edge. Firefighters mopped up and secured the last section of heat to the southwest around canyons around the Cañada Del Molino.
Today
Overall fire activity continues to diminish due to increased humidity. Fire suppression efforts have transitioned to repair. Infrared imaging indicates fuels continue to hold some heat remaining near Droppoint 40, so today’s priority is to secure that last edge of the fire above the Arroyo Hondo to the northwest. Firefighters continue to maintain the fire within the current footprint.
Weather
A slight warming and drying trend is anticipated through Thursday. Cooler weather is forecasted from Friday through the weekend, with a chance of some light showers on Friday and Saturday. Expect more significant rainfall by late Sunday into Monday, which could potentially cause mud and debris flows on roads within the fire perimeter.

Post-Fire Assessment
Cal Fire's Damage Inspection Specialist (DINS) Team conducted a thorough damage assessment of the incident. A total of 12 residences were destroyed and one outbuilding was damaged. Final validation of the fire’s perimeter increased — not as a result of fire growth, but rather because of more accurate measurements.
California Interagency Incident Management Team 1 (CIIMT1) transitions fire management back to the local unit as of 7 p.m. this evening.

Yesterday
Low cloud cover, decreased temperatures, higher relative humidity and some drizzle aided firefighters in moderating the Alisal Fire. Small patches of heat and some smoke persists around Droppoint 40. Crews mopped and patrolled all along the fire’s northern edge beneath Reagan Ranch and into Refugio Canyon. Crews continue to patrol and monitor the fire near the old Sherpa Fire. A small patch of heat remains to the east there, but it poses no threat and firefighters are working to secure it. To the southern edge of the fire crews still have equipment and resources near California Highway 101. Motorists should err on the side of safety when driving Hwy 101 and give firefighters and their equipment wide berth when passing.
Today
Fire suppression efforts have begun to transition to repair. Today’s priority is to secure the few hot spots remaining by Arroyo Hondo to the west and by the old Sherpa burn to the east. Firefighters continue to maintain the fire within the current footprint.
Weather

over the weekend with a chance of rain developing by Sunday afternoon or evening.

Ayer
