Fire History: On August 15, 2022 firefighters from the US Forest Service, CAL FIRE, Tulare County and other cooperators responded to a fire in the Tule River Canyon near The Stairs on the Western Divide Ranger District of the Sequoia National Forest. Initial responding resources included 9 engines, 14 hand crews, 5 helicopters, 6 airtankers and an air attack. On August 17, resources from California Interagency Incident Management Team 13 will assist with suppression efforts.

Fire Activity & Suppression Update: Observed fire activity has been minimal around the fire perimeter in the last 12 hours allowing crews and aircraft to make substantial progress. Despite above average temperatures, regional thunderstorms and accompanying outflow winds did not impact the fire area. The fire is being driven primarily by topography and fuels which include, grass, heavy brush and oak. In addition to current suppression activities, firefighters are utilizing natural barriers and fire lines from previous fire control lines. There have been no reported injuries.

 

Weather Forecast: Temperatures will be well above normal in the afternoons. Additionally, monsoonal moisture will allow for chances of afternoon thunderstorms near the fire area over the next few days. Winds will be primarily light and terrain-driven, except for the possibility of gusty and erratic outflow winds produced by thunderstorms.

Evacuations & Closures: The Tulare County Sheriff has lifted all evacuation warnings including Wishon Camp and Doyle Springs. And the California Highway Patrol has lifted all road closures. However due to the presence of fire personnel, heavy equipment and utility companies working in the area, the public is advised to avoid traveling on Hwy. 190 and Wishon Drive. A power outage due to the fire is reported east of Balch Park. The communities of Doyle Springs, Camp Nelson, Pierpoint, and Ponderosa are currently without power.

PROHIBITIONS Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(b), the following is prohibited on the National Forest System (NFS) roads or trails in the Rexford Ranger District, Kootenai National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A: 1.    It is prohibited to be upon any road or trail which is closed for the protection of: Public health or safety. 36 C.F.R. § 261.53(e).] EXEMPTIONS Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order: 1.    Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2). 2.    Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty. DESCRIBED ROAD As depicted on the map attached as Exhibit A and herby incorporated into this Order, National Forest System Road #494 (Sutton Ridge Road) is closed just NORTH of Trailhead #446 (McGuire/Inch) proceeding NORTH to just SOUTH of its junction with National Forest System Road #7301 (McGuire Mountain Road), National Forest System Road #7959 (Skid Creek Road) is close from its junction with National Forest System Road #856 (West Pinkham Road) proceeding WEST to the end of the road, National Forest System Trail # 800 (Lydia\Pinkham) is closed from its Trailhead on National Forest System Road #494 (Sutton Ridge Road) proceeding NORTH to where Trail #800 crosses National Forest System Road #7950 (Pink Creek Road).  All closures are located Southwest of Eureka, Montana.   PURPOSE The purpose of this Order is to provide for public and firefighter safety due to active fire suppression activities on the Sutton Fire. IMPLEMENTATION 1.    This Order shall be in effect from August 16, 2022 at 0600 through December 31, 2022 at 1800, unless rescinded. 2.    A map identifying the Described Roads and Trail is attached and made part of this Order as Exhibit A.   • NFST #125, Porphyry Creek Trail, which is outside the Closed Area, beginning in Section 4, Township 22 North, Range 8 East, and ending at its junction with NFST #018 (Horse Heaven Trail) located in Section 31, Township 23 North, Range 9 East.

The Closed Area, Roads, and Trails are located within the McCall Ranger District, Payette National Forest, Valley County, Idaho, Boise Meridian.


Four Corners Fire August 22 Update

Fire crews working in hot and dry conditions made progress Sunday on several sections of the Four Corners Fire. They removed hazard trees and vegetation, cut fireline, and installed pumps and hoses near homes on the western edge of Lake Cascade to make structures there more defensible. Heavy equipment was employed to masticate, or mulch, and brush off the road near Campbell’s Creek.  Additional interagency hotshot crews arrived and identified areas on the southwestern part of the fire where firefighting tactics could be successful. Crews in this area were also able to put fireline around a spot that sparked well outside the fire perimeter when a brief, gusty thunderstorm passed through on Saturday.

Today, fire crews are preparing for afternoon storms with strong winds, gusting up to 30 mph. Meteorologists caution that the fire area may be caught between two storm systems, from the north and the east, and as a result wind direction may shift from south-southwest to west-northwest later in the day. Firefighters will be on the lookout for erratic fire behavior and hazard trees. Safety of the public and firefighters is the first priority on this and all wildland fires.

Four Corners Fire August 21 Update

Today, Sunday, August 21 at 7 PM, a Facebook live virtual meeting will be held to share an overview of the fire situation and expected actions. The meeting can be accessed on the Payette National Forest Facebook page at https://www.facebook.com/payettenationalforest.

Yesterday, favorable weather gave firefighters the advantage, leading to minimal fire growth.  Most of yesterday’s fire growth occurred late in the day when passing thunderstorm winds pushed the fire south through Greenfield Flat. More growth in this area is expected as the fire burns through dry subalpine firs and moth-killed trees. Helicopter repelling firefighters and ground fire crews are working in that area to limit fire spread and protect property and infrastructure to the south of the fire.

Today, warmer and drier conditions are expected to continue.  The fire has been slowly backing down slope near French Creek, allowing firefighters the opportunity to dig handline, reduce vegetation, and create dozer line adjacent to private property for additional structure protection in anticipation of the fire continuing to the east.  There has been no reported loss of structures.

On the north end of the fire, the dozer line is holding well, and minimal fire growth occurred to the west. Firefighters will continue efforts to construct and secure fireline where it is safe to do so. This may include existing natural and manmade features – such as meadows, rocky areas, and roads – as well as fireline constructed by crews and equipment.
This morning, heavy smoke will linger throughout Valley County.  For information on local area smoke levels health impacts, visit https://fire.airnow.gov/.  Aerial resources will assist crews on the ground, although a heavy smoke inversion may impact their ability to fly this morning.  Lake Cascade is open; however, boaters should be cautious on the water and aware that the aircraft may use any area of the lake as needed to draw water. Four Corners Fire August 20 PM Update

Fire activity on the Four Corners Fire, especially near French Creek, moderated today. It was slowly backing down the slopes, with limited tree torching. This allowed firefighters to work directly along the fire’s perimeter and to scout areas that can be used as containment lines. There has been no reported loss of structures. Existing firelines along the northwestern edge have been tested by the wind and have held for several days.  Fire managers hope to begin calling it contained soon.
 
Crews were also able to use natural features and rocky areas to make progress by starting to connect containment lines on the northwestern area of the fire with the western edges. In the upper elevations, the fire is primarily spreading when a groups of trees torch in flames that send embers ignite surrounding dry vegetation. 
 
Tomorrow, crews, engines, and aerial resources will continue to actively fight the fire by building more firelines around the fire and connecting trails, roads, hand constructed fireline, and dozer lines. Aerial resources will assist crews on the ground, although an inversion may impact their ability to do so in the morning.

2.     A map identifying the Four Corners Fire Area is attached and made part of this Order.

3.     A violation of the above prohibition(s) is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, imprisonment for not more than six months, or both. [16 U.S.C § 551, 18 U.S.C §§ 3559, 3571, 3581].

Four Corners Fire August 20 AM Update

Additional crews, engines, and aerial resources arrived yesterday to assist in firefighting efforts. This morning, fire behavior is expected to remain moderated due to cooler, wetter weather. Crews will take advantage of the weather and continue constructing containment lines. Aerial resources continue to assist crews on the ground. In areas where crews cannot safely work directly along the fire perimeter, they are looking at natural barriers to contain fire spread. Widely scattered showers and thunderstorms will develop again this afternoon and may bring brief heavy downpours over the fire area with gusty outflow winds.

More accurate mapping of the fire area is reflected by the increase in fire acreage. The majority of fire growth occurred two days ago. The fire has burned very rapidly through subalpine fir but slows when it reaches draws with green vegetation and more moisture resulting in a mosaic burn pattern. The mature ponderosa pine stands are also not burning completely, although the fire is burning through brush and understory in those stands. Some areas within the depicted fire perimeter remain unburned. The fire continues to slowly progress and smolder in woody dead and down fuels with isolated groups of trees torching and burning.

Four Corners Fire August 19 PM Update

Heavy smoke was prevalent over the Four Corners Fire area today.  Winds were light, which led to decreased visibility and limited aviation operations.  Overall, the fire was far less active today than it was yesterday.  Firefighters were able to better assess yesterday’s fire growth and continue planning the best strategies to contain the fire.  The fire has burned very rapidly through subalpine fir but slows when it reaches draws with green vegetation and more moisture.

More fire crews and engines arrived on the fire today and began work on the eastern edge of the fire, where the fire is closest to the lake.  They are constructing fireline and removing vegetation on public lands adjacent to private property in order to slow the fire’s spread as it advances and allow firefighters to more easily contain it on the eastern edge.  On the northern side of the fire, crews made good progress in constructing containment lines and working directly along the fire’s edge.  On the west, the fire has burned into very rocky terrain, where it is spreading slowly through sections of timber.  Firefighters will use existing roads and trails as fire containment lines, where they have a higher chance of success in containing the fire.This evening, thunderstorms passed to the south of the fire area, raising humidity.  Gusty winds have been observed but have not significantly impacted the fire directly.  Milder weather conditions will remain for the next few days, then warmer and drier air will return.  

 Lake Cascade is open; however, boaters should be cautious on the water and aware that the aircraft may use any area of the lake as needed to draw water.  Additionally, use caution when along Lakeshore Drive due to the increase in traffic.  Travel slowly and with lights on for safety.

Yesterday afternoon, low relative humidity, high temperatures, and winds caused an increase in fire activity on the Four Corners Fire.  The fire crossed the 435 Road and prompted evacuations by Valley County Sheriff's Office of residents in God’s Acres and French Creek.  Residents in the Campbell Creek area are under pre-evacuation alert (Set) and should be ready to evacuate as quickly as possible should the fire continue to grow and necessitate additional evacuations. 

This morning, heavy smoke is impacting communities throughout Valley County.  There is a possibility of thunderstorms this afternoon, bringing gusty and erratic winds with only a slight chance of precipitation.  Fire activity may increase again as a result.  Additional firefighting resources are arriving, including fire crews that will assist specifically with the protection of private property. 

On the northern end of the fire, minimal fire growth occurred yesterday, and firefighters will continue efforts to construct fireline and begin containing the fire perimeter.  There was also limited fire growth to the west.  The fire is currently burning in steep and rocky terrain, where working directly along the fire perimeter is both difficult and often unsafe with a low chance of success.  Firefighters are assessing locations on the western edge where they can successfully and safely stop the fire’s spread.  This may include existing natural and manmade features – such as meadows, rocky areas, and roads – as well as fireline constructed by crews and equipment. 

Please be aware that water scooping aircraft continue to use the southernmost section of Lake Cascade to scoop water for dropping on the fire.  Boaters should be cautious on the water and aware that the aircraft may use other areas of the lake as needed.  Additionally, the aircraft have drawn attention from viewers parking along Lakeshore Drive.  Use caution when traveling through the area.
