ORDER #06-05-22-13 CHILLIWACK COMPLEX CLOSURE 
 
Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50(b), and to provide for public safety, the following act is prohibited within the Darrington Ranger District of the Mt. Baker-Snoqualmie National Forest as described below and shown in Exhibit A. This Order is effective September 9, 2022, through December 31, 2023, unless rescinded sooner. 

PROHIBITION: 
1. Being on a National Forest System Trail. [36 CFR § 261.55(a)]

CLOSURE AREA: 
The entirety of Forest Service Trail #675 (Lone Jack Trail), at its inception at Twin Lakes Trailhead to its terminus, located within T40N, R9E, Sections 15, 16, & 22; and the entirety of Forest Service Trail #672 (Silesia Creek Trail), from its inception at Forest Service Trail #675 (Lone Jack Trail) to its terminus within T40N, R9E, Sections 2, 10, 11, & 15, as shown in Exhibit A.  

EXEMPTIONS: 
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this Order:  

1. Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.2. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation Order), specifically exempting them from this order. 

These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A. 

Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. § 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581).

Chilliwack Complex Update

Sedro Woolley, WA – Weather conditions along with dry fuels continue to increase fire activity on the lightning-caused Chilliwack Complex. Increased easterly winds, high temperatures, and low humidity throughout the area have prompted a Red Flag Warning from the National Weather Service through Sunday evening. On Friday, the Copper Lake and Copper Ridge fires merged, and the North Fork and Little Chill fires merged. The two fires are now known as Copper Lake and Little Chill fires, respectively. The Silesia Fire had significant growth and is approximately one mile from the forest boundary with the Mt. Baker-Snoqualmie National Forest. This fire activity has prompted the closure of the Silesia Creek Trail. The Chilliwack Complex is made up of several active fires (Little Chill, Copper Lake, Brush Creek, Silesia, and Little Beaver Creek).
 
Crews continue protection measures on a pack bridge and suspension bridge near the Brush Creek Fire and on the cable car potentially threatened by the Copper Lake Fire. Firefighters continue to utilize helicopter bucket work on the Little Beaver Creek Fire.
 
The Washington Department of Ecology announced an Air Quality Alert due to current wildfire smoke from the fires in the North Cascades. North and northeasterly winds are moving into the area, pushing regional smoke impacts from fires into the greater Bellingham-Seattle metropolitan area. Increasing smoke impacts, reduced visibility and short periods of UNHEALTHY air quality are expected into Sunday. As southwest winds return late Sunday, smoke impacts will shift back into the Wenatchee, Chelan, and Okanogan valleys. Take precautions when recreating outdoors when heavy smoke is present. Increased Fire Activity on the Chilliwack Complex 

 Sedro Woolley, WA – There is increased fire activity on the Chilliwack Complex due to Wednesday’s weather event with increased winds and low humidity throughout the area. Two of the four lightning-caused fires (Copper Lake and Brush Creek Fire) experienced growth and will likely merge into one fire in the Copper Loop and Whatcom Pass areas of North Cascades National Park Service Complex. An additional fire, Little Beaver Creek Fire, was detected and is estimated at one quarter acre. The Chilliwack Complex is estimated 4,538 acres.    A pack bridge and a suspension bridge that are both potentially threatened by the Brush Creek Fire have been plumbed with pumps, hose, and sprinklers. The fire was about a thousand feet away and backing towards the pack bridge Wednesday afternoon. The Copper Lake Fire is less than a half-mile from the cable car at the time of this release. Crews are poised and protection measures will be implemented on the pack bridge, suspension bridge, and cable car today. On Wednesday, firefighters utilized helicopter water buckets on the Little Beaver Creek Fire and will continue during Thursday’s operation.     There are additional trail and camp closures due to fire activity. The full trail and camp closure for the Chilliwack Complex includes the entire Little Beaver Trail, Big Beaver Trail beyond Pumpkin Mountain and Big Beaver camps, Brush Creek, Chilliwack, and Copper Loop trails. Camp closures include all camps between Little Beaver and Boundary camps and all camps between 39 Mile and Beaver Pass camps. All cross-country zones access from closed trails is prohibited.    Today will be a transition day with high pressure moving over the complex. Warm, dry, and gusty conditions under northeast winds are predicted for Friday and Saturday. A Red Flag Warning has been issued for wind gusts to 30 mph and relative humidity as low as 20 percent. Critical fire weather conditions will continue into Sunday with dry and unstable conditions.    Smoke from the area fire will affect the Methow Valley. A haze over the general area is to be expected with active fires across the region. Take precautions when recreating outdoors when heavy smoke is present. Additional Trail and Camp Closures for Chilliwack Complex

  Sedro Woolley, WA – Four lightning-caused fires remain active across North Cascades National Park Service Complex. The fires are in remote areas of the Stephen Mather Wilderness. Three fires (North Fork, Little Chill, and Copper Lake) are in proximity to the Copper Loop Trail system and one (Brush Creek Fire) is near the Brush Creek Trail in the Whatcom Pass area. The Chilliwack Complex is estimated at 3,700 acres. Additional trail and camp closures due to fire activity include the portion of Little Beaver Trail between Stillwell and Perry Creek camps, the portion of Big Beaver Trail between Stillwell and Luna camps, and Beaver Pass Camp. All other trail and camp closures remain in effect. Firefighters are working in the Copper Lookout and adjacent areas protecting park infrastructure with protective fire wrap, hose lay, and sprinklers. In a joint delegation with the U.S. Forest Service, a National Incident Management Organization (NIMO) Team 2 will assume command over the four fires known as the Chilliwack Complex, located within the North Cascades National Park Service Complex, as well as five additional fires, located on the adjacent Okanogan-Wenatchee National Forest today, Tuesday, September 6. A trough passage predicted for Wednesday could bring increased winds and low humidity to the area which may see increased fire behavior. Smoke from fires in the park may be visible. With active fires across the region, a haze over the general area is to be expected over the coming days. Take precautions when recreating outdoors when heavy smoke is present.
