This is the final update from the Southern Area Incident Management Gold Team. Tomorrow, the Southern Area Incident Management Red Team will take command of the Thielsen Fire at 7 a.m. It has been our honor to serve the Diamond Lake Community for the last two weeks.
Location
Diamond Lake Ranger District, 5 miles north of Crater Lake National Park and within 1 mile of Diamond Lake Resort
Size/Containment
9,971 acres and 69% contained. Fire was discovered on Sept. 8 at 0830 PDT. Cause is unknown.
Evacuations (no change)
Evacuation level is at Level 2 “SET” for the Diamond Lake area. Authorized residents and permit holders are allowed to enter the area. Road guards are at checkpoints around Diamond Lake to restrict access to unauthorized users. Visit the Douglas County Sheriff’s website for the most current information.

Current Situation
Two consecutive days of rain and high humidity allowed for expedited containment. Yesterday, crews continued to construct handlines, secure and mop-up containment lines, and pull hose.
Today, firefighters will work to hold and mop up along the western edge of the fire. Handcrews and engines will continue to construct handline from Cinnamon Butte to Hwy. 138 and to identify containment opportunities along the northern edge of the fire. Crews will construct handline, cold trail and mop up along the fire edge and continue to identify contingency containment opportunities along the southeastern edge of the fire. Minimum Impact Suppression Tactics (MIST) are being implemented in the fire area.

The Umpqua National Forest is currently at Industrial Fire Precaution Level III. No industrial operating waivers will be issued. The Fire Adjective Class is High.

Flight Restrictions:
A new, smaller temporary flight restriction goes into place at 8 a.m. today to provide a safe environment for fire-fighting aircraft operations.

Current Situation
Yesterday, crews continued to work around the fire area; however, some personnel had to disengage in areas where snags were present due to high winds. Resources continued to construct and secure firelines along the southern and northern edges of the fire. Firefighters have secured the Cinnamon Butte Tower and communications site using a sprinkler system and by removing vegetation to prevent fire spread.
Today, personnel will work to hold and mop up along the western edge of the fire. Handcrews and engines will be critical to holding the fire along Hwy. 138 in the area adjacent to Diamond Lake to protect direct threats to structures. Resources will construct handline from Cinnamon Butte to Hwy. 138 and continue to identify containment opportunities along the northern edge of the fire. Crews will construct handline, cold trail and mop up along the fire edge and continue to identify contingency containment opportunities along the southeastern edge of the fire. Current Situation
Progress continued around the fire area yesterday with firefighters taking advantage of overnight humidity recoveries. Resources continued to construct and secure firelines along the southern and western edges of the fire. They also worked to secure around the Cinnamon Butte Tower and communications site with a sprinkler system.
Similar to previous operational periods, firefighters will continue to protect critical infrastructure and secure and hold the fire’s southern edge near the northern boundary of Diamond Lake. They also will continue to secure and mop up along containment lines and improve the defense of structures around the Cinnamon Butte communications tower. On the southeastern edge of the fire, crews will construct handline, cold trail and mop up along the fire edge and continue to identify contingency containment opportunities. Minimum Impact Suppression Tactics (MIST) are being implemented in the fire area.

Fire Adjective Class lowered to High
ROSEBURG, OR – Sept. 19, 2020 – Due to a decrease in fire danger levels, primarily because of recent rains and higher nighttime humidity recoveries, the Umpqua National Forest will lower the Industrial Fire Precaution Level to Level III effective 12:01 a.m., Monday, Sept. 21, 2020. No industrial operating waivers will be issued. The Fire Adjective Class will also be lowered to High from Extreme.
The Forest remains closed to the public and hunting due to ongoing firefighting operations.
Under IFPL III, also called partial shutdown, industrial operators are prohibited from performing the following:
Fire Wood Cutting – All firewood cutting on the Umpqua National Forest is prohibited.
Cable Yarding – except that gravity operated logging systems with non-motorized carriages may operate between 8 p.m. and 1 p.m. when all blocks and moving lines are suspended 10 feet above ground except the line between the carriage and the chokers;
Power Saws – except at loading sites and at tractor skidder operations between 8 p.m. and 1 p.m.
In addition, the following are permitted only between 8 p.m. and 1 p.m.:
Tractor, skidder, feller-buncher, forwarder, or shovel logging operations where tractors, skidders, or other equipment with a blade capable of constructing fire line are immediately available to quickly reach and effectively attack a fire start; mechanized loading or hauling of any product or material; blasting; welding or cutting of metal; any other spark emitting operations not specifically mentioned.
The current IFPL 3 “Partial Shutdown” does not allow any wood cutting either for commercial or personal use. For timber operators operating at landings chainsaw use is allowed only from 8 p.m. to 1 p.m.

1. Being upon a closed road. [36 CFR § 261.54 (e)]
2. Going into or being upon a closed area. [36 CFR § 261.52 (e)]
3. Being on a trail. [36 CFR § 261.55(a)]
CLOSURE AREA:
All National Forest System lands, roads, and trails within the Tiller Ranger District boundary, as
shown in Exhibit A.
EXEMPTIONS:
Pursuant to 36 CFR § 26 l .50(e), the following persons are exempt from this order:
1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
2. Any Federal, State, or local officer, or member of any organized rescue or fire fighting force
in the perf onnance of an official duty.
This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261 , Subpart A.
