Santa Fe National Forest Stage 3 fire restrictions order

PROHIBITIONS

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited on all National Forest System lands as described in this Order (the “Restricted Area”) and as depicted on the attached map, hereby incorporated into this Order as Exhibit A, within the Santa Fe National Forest, Rio Arriba, Los Alamos, Sandoval, Santa Fe, San Miguel and Mora counties within the State of New Mexico.

1. Going into or being upon the Restricted Area. 36 C.F.R. § 261.52(e), 261.53(e).

EXEMPTIONS

Pursuant to 36 C.F.R. §261.50(e), the following persons are exempt from the provisions in this Order:

1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order.

2. Any Federal, State or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty as approved by the District Ranger.

3. Residents using roads in the Restricted Area to the extent necessary to access their private property.

RESTRICTED AREA

All National Forest System lands, roads and trails within the boundary of the Santa Fe National Forest within the following counties: Rio Arriba, Los Alamos, Sandoval, Santa Fe, San Miguel and Mora counties within the State of New Mexico.

PURPOSE

This Order is necessary to protect public health and safety due to extreme fire danger.

IMPLEMENTATION

1.This Order will be in effect at 8:00 AM on Thursday May 19, 2022, and shall remain in effect until July 18, 2022 or until rescinded, whichever occurs first.2.A map identifying the Restricted Area is attached and made part of this Order as Exhibit A.3.Any violation of this prohibition is punishable as a Class B misdemeanor by a fine of not more than $5000 for an individual or $10,000 for an organization, or by imprisonment for not more than six (6) months, or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18 U.S.C. § 3581 (b)(7)).4.Further information regarding this Order may be obtained at the Coyote Ranger District575-638-5526 located in Coyote, NM. Hermits Peak Calf Canyon Daily Update 8 am May 20

Highlights: Due to the inability to get an infrared flight overnight, there will not be an update to acreage until later today. Firefighters worked to contain spot fires in the northwest corner of the fire and cool down areas of intense heat around the fire perimeter. Another Red Flag Warning is in effect for the fire area today. Residents of San Miguel, Mora, Taos, and Colfax Counties should remain on high alert for changes to evacuation statuses and road closures. Stage 3 forest-wide closures for the Santa Fe and Carson National Forest went into effect yesterday.     Operations:  West Zone (SWAIMT1):  Red Flag conditions contributed to fire activity on the northwest corner of the fire yesterday. Work continued near Angostura in Loma Linda and on the north side of NM Hwy 518 near Tres Ritos to control spot fires and limit fire spread west towards Jicarita Peak. Crews continued with the protection of homes in the HWY 121 corridor. Today brings another Red Flag Warning. Firefighters will continue to work to contain spot fires north of HWY 518 and limit spread north of Martinez Pond. Structure protection measures will continue to be implemented throughout the West Zone, as well as the reinforcement of contingency lines in La Junta Canyon and Pot Creek to prevent further spread to the north.

East Zone (CAIIMT2): Yesterday, firefighters continued direct line construction, utilizing dozers and hand crews throughout the East Zone. Working the fire’s edge from Buena Vista north to Guadalupita, crews were able to increase containment line and mop-up hot spots inside the fire. Resources were shifted to the northern tip of the fire to construct direct line to minimize further spread to the north. Dozer line connecting the northern edge of the fire to Luna Fire (2020) burn scar was completed and will serve as a contingency line in the event the fire moves in that direction. Today, work will continue below Angel Fire, with crews creating a contingency line along the predominant ridge (which roughly follows the county line). Structure protection continues, with firefighters clearing around the communities of Angel Fire, Black Lake Mesa, Black Lake Resorts and Black Lake (with support from local firefighting resources). A second contingency line will be constructed around Black Lake and connect to the Cooks Peak (2022) fire scar.

South Zone (CAIIMT5): Fire activity in the Southern Zone remained moderate Thursday. Winds from the southwest aided firefighters as they pushed the fire back on itself. Firefighters on the eastern perimeter of the South Zone continued to monitor firelines, repair and rehabilitate fireline areas and extinguish any hot spots. On the western perimeter of the South Zone, crews continue to construct indirect control lines adjacent to Upper and Lower Colonias, Cow Creek, and Bull Canyon. The fire burning in the wilderness, near Bear Canyon, remains active but is being held in its current footprint by cliffs and rocky terrain. Structure protection crews continue to work in the Pecos cooridor.

Stage 3 Fire Restrictions for Taos County

Hello Taos County, Starting today, Thursday May 19th, 2022, The Carson National Forest in Taos County, will set in place Stage 3 Fire Restrictions. Carson National Forest will also implement a forest-wide closure. Fire danger remains extreme with record conditions only expected to worsen over the foreseeable future. The closure will be rescinded after significant moisture has been received and overall conditions improve. With these restrictions, there will be no entry into the forest area, no hiking, biking, camping, no motorized vehicles, and absolutely no fires. Taos County Sheriff deputies will be on regular patrols, if you have an emergency or need to report a violation, please call the Taos County Emergency Dispatch at (575) 758-2217 or dial 911. Below is the link to the evacuation map showing established possible evacuation zones. These established zones represent areas of concern should a wildfire or structure fire start, and we highly recommend you exercise fire preparedness.

I would like to stress the importance of preparing the areas around your home and structures immediately. I continue to ask for all residents to make your home more defensible by cutting tall grass/weeds, removing brush, moving firewood and other combustible materials away from your home. Collecting your valuables, keepsakes, important documents, family photos, and doing a video/photo inventory are some best practices in wildfire preparedness.

SAN MIGUEL COUNTY - The communities of Big Pine, Canovas Canyon, El Porvenir, Porvenir Canyon, Chavez, Pendaries Valley East, and Pendaries Village have been DOWNGRADED to READY STATUS.

 

Current Evacuation Statuses:

The communities of Bull Canyon, Cow Creek, Upper and Lower Colonias, are in GO STATUS.

The communities of Lone Pine Mesa, San Ignacio, Mineral Hill, San Geronimo, Ojitos Frios, Holy

BLM Taos Increases Fire Restrictions to Include Limits on Target Shooting

BLM TAOS INCREASES FIRE RESTRICTIONS TO INCLUDE LIMITS ON TARGET SHOOTING

TAOS, N.M. – Due to increased fire danger and prolonged drought, the BLM has updated Fire Prevention Order # NMF00000-22-01 to state that, “Recreational target shooting within the BLM Taos Field Office boundary is permissible daily between sunrise and 11 a.m. Users shooting in the area must have a chemical pressurized fire extinguisher of not less than 8 ounces capacity by weight, and one round point shovel with an overall length of at least 36 inches. Shooting for licensed hunting purposes is still allowed under this order.” This update is effective at 12:0l a.m., MDT, May 11, 2022, and will remain in effect until further notice. Additionally, the following restrictions outlined in an April 27 press release remain in effect:   

  • Building, maintaining, attending, or using a fire, campfire, charcoal, coal, or wood stove, including in campgrounds and picnic areas. Allowed: The use of stoves fueled by pressurized liquid or gas (can be turned off) within areas cleared of flammable materials at least 10 feet in diameter. 
  • Smoking except within an enclosed vehicle or building, developed sites and areas, or while stopped in an area at least 3 feet in diameter that is barren or cleared of all flammable materials. 
  • Operating a chainsaw or any other internal or external combustion engine without a USDA or SAE approved spark arrester properly installed and working, a chemical pressurized fire extinguisher of not less than 8 ounces capacity by weight, and one round point shovel with an overall length of at least 36 inches. 
  • Possessing or using a motor vehicle off roads, except routes in areas open to OHV travel and except when parking in an area devoid of vegetation within 10 feet of the roadway. 
  • Any “hot work” conducted by authorized contractors or permittees for, by or on BLM will follow permit stipulations provided by the BLM. 

The purpose of this order is for the protection of public health and safety by minimizing chances for wildfire starts. Abundant dry fuels, high fire danger, and worsening fire conditions, has prompted this action. Violation of these prohibitions is punishable by a fine of up to $1,000 and imprisonment for up to 12 months, or both. Restitution for total costs of fire suppression or damage will be borne by the violator.

Highlights:
Today there is a Red Flag Warning in effect for the fire area. The Hermits Peak and Calf Canyon Fires have been divided into three zones: East Zone, West Zone, and South Zone. The West Zone, which includes Taos County, and Mora County west of the NM Highway 434 corridor to the San Miguel County Line, is under the command of Southwest Area Incident Management Team 1 (SWAIMT1). California Interagency Incident Management Team 2 (CAIIMT2) has taken command of the East Zone of the fire which includes the area of Colfax County and Mora County east of the 434 corridor, south to the San Miguel County line. Southwest Area Incident Management Team 3 (SWAIMT3) is in command of the South Zone, which consists of the fire area within San Miguel County. Residents of San Miguel, Mora, Taos, and Colfax Counties should remain on high alert for changes to evacuation statuses and road closures. Stage 3 forest-wide closures for the Santa Fe and Carson National Forest goes into effect at 8 a.m. today.   Operations:West Zone (SWAIMT1):  Six scoopers, 7 helicopters and multiple airtankers were all engaged in the west zone yesterday. Actions were taken near Angostura to keep fire south of NM Hwy 518 and to keep fire from spreading west towards Jicarita Peak. Direct fireline was constructed with dozers and hand crews along the fire edge north of NM Hwy 518 towards the Luna fire scar. In the Chacon valley, crews continued with the protection of private infrastructure in this area.  Today’s challenge will be to keep fire west of NM Hwy 518 during the red flag conditions. Fire crews will continue with structure protection along the NM Hwy 518 west and contingency lines in La Junta Canyon and Pot Creek.East Zone (CAIIMT2):  Firefighters constructed containment lines from Guadalupita north to Sierra Bonita. Crews continued securing control lines from the Black Lake area down to Sierra Bonita, with continued evaluation for structure protection. Securing the fire’s edge near Guadalupita is of high importance, so ground and air resources focused on reinforcing containment line in the area. Firefighters completed dozer line connecting the northern tip of the fire into the 2020 Luna Fire burn scar. Planning continued north of the fire area, with equipment working to protect structures in and around Angel Fire. Today, firefighters will build on the work done yesterday in the Guadalupita area, and direct line construction (using dozers and hand crews) will continue throughout the East Zone. Contingency line construction and planning remains an important piece of today’s efforts to ensure the East Zone is prepared for the predicted increase in fire weather conditions.South Zone (SWAIMT3): Fire movement in the South Zone yesterday was minimal. The zone’s entire eastern perimeter remains dormant and has held through many extreme wind events. Firefighters there remain patrolling, conducting suppression repair, and recovering structure protection equipment. Southern and Western perimeter firefighters are working directly at the fire line while also improving indirect lines for fall back contingencies. Three structure protection groups continue working in the Pecos River corridor area. Fire remains in the Bear Creek drainage in the Pecos Wilderness.  LAS VEGAS/ MORA – The following road closures are in place. Please be advised that these routes are open for evacuation only, no reentry is allowed.
- N.M. 518 is closed between mile posts 36 (Jct. of N.M. 518 and N.M. 120) and 58 (Rock Wall).
- N.M. 434 is closed between mile markers 17 (State Park) to 32 (2 miles south of Angel Fire)
- N.M. 442 is closed between mile posts 6 and 19 (Ocate).
- N.M. 121 is closed between mile markers 0 (Jct. at 518) to 8
- N.M. 120 at mile post 17.2 (Jct. of N.M. 120 & N.M. 442) is closed.
- N.M. 276 is closed between mile markers 0 to 5 (Maestas)
- N.M. 65 is closed at mile post 15 (El Porvenir)- N.M. 105 is closed at mile post 3 (Transfer station)
- County Road A4A is being restricted at the junction of CR A4A and A34- N.M. 223 is closed at mile post 2 (Entrance to Cow Creek and Upper/ Lower Colonias).
- N.M. 75 is closed at mile post 20 (Rock Wall)
 
The New Mexico Department of Transportation wants to remind all motorist that these routes are available for evacuation only, no re-entry is allowed.

This area roughly encompasses the affected area of Colfax County and Mora County east of the 434 corridor, south to the San Miguel County line. Southwest Area Incident Management Team 3 (SWAIMT3) is in command of the South Zone, which consists of the fire area within San Miguel County. Residents of San Miguel, Mora, Taos, and Colfax Counties should remain on high alert for changes to evacuation statuses and road closures.   

 Operations:

 
West Zone (SWIMT1): Crews, heavy equipment and aircraft continue work on the northwest corner of the fire. Yesterday, there was active fire south of Angostura, but focused efforts along NM Highway 518 toward the junction with CR 75, in the Taos Canyon area and near Chacon helped limit fire spread along lines in the West Zone. Firefighters continue to address areas of heat along the western edge. The West Zone includes the areas west of Mora, Holman, Cleveland, Ledoux and other communities west of the 434 corridor. Resources remain actively engaged in these areas. 

 East Zone (CAIMT2):  Yesterday, firefighters made significant progress on the north and northeast portions of the fire, adding additional containment line and working to cool hot spots along the fire’s perimeter. Today, fire resources will work to connect existing fireline north to the Luna Fire (2020) burn scar and will continue constructing fireline towards Angel Fire and throughout the East Zone. Contingency planning will continue for areas north of Highway 64. 

 South Zone (SWIMT3): Monday afternoon rain provided a small amount of precipitation over the fire’s south zone, temporarily diminishing fire activity. Crews worked directly on the fireline in the Pecos River corridor and along the west perimeter to reestablish previously compromised contingency lines. A third structure protection group has been created to address increased needs in the Pecos Valley corridor and nearby communities. Crews on the east perimeter observed minimal fire activity while continuing to patrol, monitor fire lines, and recover equipment. The fire in the wilderness continues but has been slowed by the Trampas Fire burn scar and rocky terrain.
