Bootleg Fire Evening Update July 8

The Bootleg Fire continues to burn on the Fremont-Winema National Forest and private lands approximately 11 miles northeast of the town of Sprague River, Oregon. A Red Flag Warning for strong, gusty winds with low relative humidity remains in effect this evening until 8 p.m. 

Today’s operations: 
Extreme fire behavior has continued today, resulting in fire growth to the south and east, leading to additional evacuation orders. Despite the challenges posed by weather and terrain, firefighters continue to look for opportunities to safely engage the fire and to assess defensible locations where effective fire breaks can be constructed. Crews have also continued their work on protection measures for private properties in the area, focusing on structural triage and preparation by creating defensible space around structures.

Evacuations: 
At the request of the Bootleg Incident Commander, following are the current evacuation levels issued by Klamath County Emergency Management:
Level 3 (Go) – Leave immediately
• Near the town of Sprague River.  Upper Tableland area north of Oregon Pines Road. 
• North of the town of Beatty.  Sycan Estates area. 
Level 2 (Get Set) - Be ready to leave at a moment’s notice
• North of the town of Beatty. The area north of Highway 140, on both sides of Godowa Springs Road.
• North of the town of Sprague River.  Klamath Forest Estates/Moccasin Hills area. 
Level 1 (Get Ready) – Prepare to leave
• None at this time.

The Fremont-Winema National Forest issued emergency fire closure order 06-02-21-03 for the area between Forest Road 4542 on the western edge, along Forest Roads 45 and 46 on the northern edge to Forest Road 27 on the eastern side.  Then to the junction with Forest Road 3462, heading west to the junction with Forest Road 3445, then south to the Forest Boundary, following the Boundary west to Forest Road 44 and then north to the junction with Forest Road 4542.  Forest Road 44 is also closed between the Sprague River Road and Forest Road 4542.

The Bootleg Fire continues to burn on the Fremont-Winema National Forest and private lands north of the towns of Sprague River and Beatty. Although the Red Flag Warning is no longer in effect, weather conditions overnight and through today continue to allow for extreme fire behavior. Additional resources have been ordered and continue to arrive.    
 
Yesterday’s operations: 
Firefighters continued their efforts to identify defensible locations for effective fire breaks and to safely engage the fire. Crews were successful at limiting the spread along the southern edge. However, during the day and into the evening, wind-driven extreme fire behavior resulted in active fire growth to the east. Officials are in the process of assessing the impacts of yesterday’s fire spread.
 
Today’s operations: 
In addition to on-going daytime operations, more crews are being assigned to night shift when conditions are more favorable for effective firefighting.  As part of the unified command and in addition to the wildland firefighting efforts underway, the Office of the Oregon State Fire Marshal’s Green Incident Management Team remains on scene with 3 taskforces focused on structural triage and, when possible, creating defensible space around structures on both day and night shift. Today, 2 more structural strike teams from California and an Oregon taskforce have arrived, with additional resources on order.

Bootleg Fire Daily Update July 10

The Bootleg Fire continues to burn on the Fremont-Winema National Forest and on private lands.  Hot and dry weather conditions have continued overnight and are forecasted through today. Additional resources have been ordered and continue to arrive.

OPERATIONS

Yesterday/Last Night: Low relative humidity and very dry fuels (brush, grass, trees) caused fire growth to the north and east, with fire moving closer to Sycan Estates and the area of the high-voltage powerline. Firefighters held fire movement in the south and west (approx. along Forest Road 4437). Suppression efforts were focused on areas closest to residents and communities to the south and east of the fire.

Today: In the south and southwest portions of the fire (nearest to communities of High Tableland and Sprague River Valley), firefighters will secure and improve containment lines, continue structural triage, create defensible space around structures, and provide structure protection. The fire is expected to continue to move toward the east (area of the high voltage powerline corridor) and north (Forest Road 46) so firefighters are continuing structural triage, and protection in Sycan Estates and surrounding residences. They also are identifying places (usually a road or open area) to safely and effectively build fire containment lines. Around the entire perimeter, fire crews also work to identify places where secondary (contingency) containment line could be safely built in-case fire moves past primary containment lines. Aircraft (helicopters and fixed wing water and retardant drops) will be used to assist on-the-ground crews, however, flights will be grounded if any type of drone activity is spotted in the area.

Klamath County hosting interactive Bootleg Fire Map

Klamath County is now hosting an interactive map showing evacuation zones and the Bootleg Fire perimeter. You can access this online map at the below URL and enter in your street address to see current evacuation levels and how close your property is to the fire. Please be aware the fire perimeter data used in this map is generated from infrared imagery and is updated every morning that data is available. At any given time, the fire perimeter can be many hours old and the actual fire location may have changed. During periods of extreme fire behavior, the current fire location could be significantly different than what appears on the map from the previous overnight flight.

Updated Fire Area Emergency Closure July 10

The emergency closure for the Bootleg Fire area on the Fremont-Winema National Forest was expanded today due to increased fire activity and movement on the eastern and northern flanks. The fire is burning on the Chiloquin and Bly Ranger Districts.
 
The closure area is on National Forest System land between Forest Roads 4542 and 45 on the western edge, north to the Forest Boundary at Head of the River Campground, then following the Forest Boundary east to the Sycan Marsh area, then south around Forest Road 30, also known as Ivory Pine Road, down along the Forest Boundary, before turning west and following to Forest Road 44 and then north to the junction with Forest Road 4542.
 
Additionally, Forest Road 44 is closed from Sprague River Road east to the junction with Forest Road 4542.
 
Forest Road 30 is closed as a result of the order. Those traveling into the area from the east side are advised to not go further west on Forest Road 30 than the junction with Forest Road 28 at Currier Guard Station.
 
Head of the River Campground, Sycan Ford Picnic Area and Horseglade Trailhead are within the closure area.
 
The closure order is formally referenced as 06-02-21-04. It went into effect today and is in effect until conditions allow or December 31, 2021, whichever occurs first. There will be public notifications when the closure order is lifted.
 
Area residents and Forest visitors are asked to avoid the fire area and related roads while suppression activities continue. Anyone driving in the area should watch for increased traffic and vehicles associated with wildland firefighting.


Bootleg Fire News Release July 10 8 PM

Today firefighters, emergency managers and other public safety officials faced the fifth day in a row of extreme, intense fire behavior on the Bootleg Fire, as hot, dry, windy weather persists in the area.
 
These conditions escalated this afternoon, resulting in immediate, life-threatening risk to the safety of area residents, visitors, firefighters and other emergency responders. 
 
Due to public safety concerns and immediate threat to life, the Klamath County Sheriff’s Office took the rare step of citing or arresting those who remained in or were trying to re-enter the Level 3 evacuation areas in the Bootleg Fire Area.  As the fire advances, there is a high probability for additional evacuation notices in the area.
 
Conditions today were so extreme that firefighters needed to disengage and move to predetermined safety zones.  Fire managers evaluated conditions and looked for opportunities to reengage firefighters safely.
 
Wildland and structure protection Incident Commanders Al Lawson and Lance Lightly stated “Our first priority is to provide for firefighter and public safety. Removing our firefighters from these conditions is always our guidance under such extreme conditions.” 
 
 “Today marks the 20th anniversary of the Thirtymile Fire, where four firefighters tragically lost their lives,” said Lawson.  “The fire behavior we are seeing on the Bootleg Fire is among the most extreme you can find and firefighters are seeing conditions they have never seen before.  We understand the frustration of the community as the fire continues to grow.  We also need to ensure our firefighters are able to engage safely so that they can return home at the end of this assignment to their families.”

Area residents and visitors are also asked to continue to use extreme caution with anything that can spark a wildfire, especially as fuels increasingly dry out.  A small spark can quickly grow to several hundred acres in the current conditions.


Bootleg Fire Daily Update July 11

The Bootleg Fire continues to burn on the Fremont-Winema National Forest and on private lands. Hot/dry weather and extremely dry fuels contribute to extreme fire behavior. Two Type 1 Teams are being added to manage the fire. A surge force of structure protection resources is also arriving.
 
OPERATIONS
Yesterday/Last Night: Firefighters, emergency managers and other public safety officials faced the fifth day in a row of extreme, intense fire behavior on the Bootleg Fire, as hot, dry, windy weather persists in the area. These conditions escalated in the afternoon, resulting in immediate, life-threatening risk to public and emergency responder safety.  

Conditions were so extreme that firefighters needed to disengage and move to predetermined safety zones.  Fire managers evaluated conditions and looked for opportunities to reengage firefighters safely.

This extreme fire behavior resulted in approximately 4 miles of fire growth both to the east and north. The fire moved through Sycan Estates, crossed the East-West road, and burned about 8 additional miles along the high voltage powerline corridor (for a total of 12 miles). Damage to structures and infrastructure is being assessed; some structures have been lost. There have been no reported fatalities.

On the south west side of the fire, light winds and lighter fuel conditions allowed firefighters, structure protection teams, and air support to be successful in minimizing fire growth toward the south (communities of Klamath Forest Estates/Moccasin Hills, Tablelands). Western movement of the fire toward Chiloquin was also minimal. 

Today: While firefighting and containment efforts continue through the day, fire managers are adding more crews to night shift because weather conditions are better for fighting the fire as well as for building containment lines.  Crews are also working on structural triage, defensible space and protection. Following yesterday’s significant fire growth, crews are scouting new locations for safe, effective primary and secondary containment lines around the entire fire perimeter. Aircraft (helicopters and fixed wing water and retardant drops) are being used to assist on-the-ground crews. However, flights will be grounded if any type of drone activity is spotted in the area.

PUBLIC AND FIREFIGHTER SAFETY: There is a high potential for extreme fire behavior and movement on all sides of the fire.  The Klamath County Sheriff’s Office has begun to issue citations and will make arrests if necessary to keep people out of the level 3 evacuation areas. People have been advised to evacuate over the last several days, some have not listened and continue to travel within the restricted area. This violates the closure restrictions and interferes with firefighting and lifesaving efforts. Residents in Level 3 Evacuation Area PLEASE EVACUATE IMMEDIATELY. There is a VERY high probability officers may not be able to get to you with additional warnings.

Bootleg Fire Update July 12 2021 300 pm

Beatty, Ore.— Due to the size and complexity of the Bootleg Fire, the fire will be managed using two zones—this will allow the incident management teams to better manage the fire and limit travel for firefighters. ODF Incident Management Team 1 took command of the fire’s south part, or Zone 1, today. Pacific Northwest Team 10 manages the north part, or Zone 2. Oregon Office of State Fire Marshal’s Green Team continues to protect structures.

After three days of explosive growth, a smoke inversion moderated fire activity and allowed fire crews to construct and improve fire control lines yesterday. Rather than doubling in size like prior days, the fire added 5,000 acres to the perimeter raising the total acreage to just above 150,000.

Zone 1 Update: The control lines on the southern edge of the fire kept the fire in check overnight. Near communities of Klamath Forest Estates, Moccasin Hills, and Tablelands, crews used the favorable conditions to build and connect dozer lines, extinguish hot spots near structures, and assess fire damaged tree hazards. More crews will be working night shift as overnight temperatures moderate fire activity, allowing crews to make more progress.  In the east, crews continue to work in Sycan Estates area to extinguish hot spots and remove fire damaged trees near structures. Power companies are inspecting damage to the high voltage powerlines to determine if they can safely return power to those lines. Along the eastern flank, crews are scouting new locations for safe, effective primary and secondary containment lines. 

Zone 2 Update: Firefighting and containment efforts continue through the day. Tonight, like in Zone 1, more crews will work the night shift.  Crews on the west side are connecting containment lines along forest roads to prepare for a controlled burn to enforce those lines.  Along the north, crews are scouting new locations for safe, effective primary and secondary containment lines too.

Oregon Office of State Fire Marshal’s (OSFM) Update: Crews from structural fire departments continue focusing on protecting structures and residences. Firefighters are identifying, triaging, and removing brush and small trees around homes on outside the fire’s south and east sides.

Protecting homes has been a team effort between structure firefighters and wildland fire crews to save homes. Quick actions from crews on the ground prevented numerous homes from catching fire during nighttime ember showers.

Structure resources will continue to patrol and identify structures at risk. They are starting to assess damage and looking for damaged or destroyed structures.

Klamath Forrest Estates/Moccasin Hills Area need to be prepared to leave. ·     Klamath County, West side of Godowa Springs Rd, south of Oregon Pines Rd and Tableland Rd. to the river need to be prepared to leave.   Level 1 (BE READY) Evacuation Notice ·     Klamath County, Between Beatty and Bly 3 miles south of Highway 140 from Yellow Jacket Springs to Fishhole Creek need to be ready in case. ·     Klamath County, the area from the intersection of Sprague River Rd and Forbes Rd extending east to Godowa Springs and Yellow Jacket Springs and south of the Sprague River 4 miles need to be ready in case. The Klamath County Sheriff’s Office started to issue citations and will make arrests if necessary to keep people out of the Level 3 evacuation areas.

Smoke New fires in Oregon and northern California are contributing to smoke from the Bootleg fire, with the probability of increasing the smoke layer. FIRE AREA EMERGENCY CLOSURE
FREMONT-WINEMA NATIONAL FOREST
Pursuant to 16 U.S.C. 551, 36 C.F.R. § 261.50(a) and (b), the following acts are prohibited on NationalForest System lands and roads within the following described area on the Fremont-Winema NationalForest, Bly, Chemult, Chiloquin, Lakeview, Paisley and Silver Lake Ranger Districts, as described in theattached Exhibit A. This Order becomes effective on July 12, 2021, and will remain in effect throughDecember 31, 2021, or until rescinded.
This order supersedes and rescinds order #06-02-21-04 signed by Forest Supervisor Barry Imler on July10, 2021.
PROHIBITIONS:
1. Going onto or being within an area closed for public health and safety. 36 CFR § 261.53 (e)
2. Being upon a closed road. 36 CFR § 261.54 (e)
The area described below will be closed to public access/entry due to hazards and hazardous conditionscreated as a result of the Bootleg Fire.
AFFECTED AREA/CLOSURE AREA:All National Forest System lands south of Silver Lake Road between U.S. Highway 97 and Oregon StateHighway 31. All National Forest System lands west of Oregon State Highway 31 and U.S. Highway 395between Silver Lake Road and the Oregon-California Stateline. All National Forest System lands north ofthe Oregon-California Stateline between U.S. Highway 395 and Willow Valley Road. All National ForestSystem lands northeast of Willow Valley Road, East Langell Road, Bly Mountain Cutoff Road, OregonState Highway 140, and Sprague River Road through Chiloquin. All National Forest System lands east ofU.S. Highway 97 between Chiloquin and Silver Lake Road. Refer to the attached map (Exhibit A).
EXEMPTIONS:Pursuant to 36 CFR § 261.50(e), the following are exempt from this Order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or AreasRestricted by Regulation or Order) specifically authorizing the otherwise prohibited act oromission.
2. Any Federal, State or Local Officer or member of an organized firefighting force in theperformance of an official duty.
3. Owners or lessees of land in the affected area.
This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.ORDER NO. 06-02-21-05
Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or$10,000 for an organization, or imprisonment for not more than 6 months, or both (16 USC § 551; 18USC §§ 3551, 3559, 3571, and 3581).
