Meddler Fire Public Safety Closure Order


PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited within the area described in this Order (the “Restricted Area”) and as depicted on the attached map, hereby incorporated into this Order as Exhibit A, all within the Tonto National Forest, Gila County, Arizona.

1. Going into or being upon the Restricted Area. 36 C.F.R.§261.52(e).

EXEMPTIONS

Pursuant to 36 CFR § 261.50 (e), the following persons are exempt from this Order:

1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order.

2. Any Federal, State, or local officer, or member of any organized rescue or firefighting resource in the performance of an official duty.

RESTRICTED AREA


The Restricted Area encompasses all National Forest System lands within the boundary starting at the intersection of National Forest System Road (NFSR) 203 and Arizona State Route (SR) 288, then following north on the east side of SR 288 to its intersection with NFSR 189, then following north on the northwest side of NFSR 189 to the Sierra Ancha Wilderness boundary, then following the Sierra Ancha Wilderness boundary east and north approximately 9 miles to the Devils Chasm, then following south along the east side of NFSR 203 for approximately 1.5 miles to Cherry Creek, then following south along the east side of Cherry Creek for approximately 10 miles to the Salt River, then following west along the Salt River to the SR 288 bridge, then following north along the east edge of SR 288 north back to the point of beginning at its intersection with NFSR 203. Order Number: 03-12-06-20-401

Arizona State Route 288 is not closed by this order but may be affected by other orders. NFSR 189 is closed from ASR 288 to the Sierra Ancha Wilderness Boundary. NFSR 203 is closed from the Sierra Ancha Wilderness Boundary to ASR 288.

PURPOSE

The purpose of this Order is to protect public health and safety during firefighting and emergency operations in the Restricted Area.

IMPLEMENTATION

1. This Order will be effective on August 28, 2020, at 6:00 a.m., and shall remain in effect until September 30, 2020, or until rescinded, whichever occurs first.

2. A map identifying the Restricted Area is attached and made part of this Order as Exhibit A.

3. Any violation of this prohibition is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals or $10,000 for organizations, or by imprisonment for not more than six (6) months, or both (see16 U.S.C.551, 18 U.S.C.3571(b)(6), 18 U.S.C.3581(b)(7)).

4. Further information regarding this Order may be obtained at the Tonto National Forest Supervisor’s Office in Phoenix, Arizona, (602)225-5200,or at Tonto Basin Ranger District Office, (602) 225-5395.

5. This Order supersedes any previous orders prohibiting the same acts covered by this Order.

Griffin Fire Grows to Northeast  Ko’ Ba Nagoni i’ 

 

Last night a thunderstorm moved across the southern portion of the Griffin Fire bringing lightning and some rain. An “Initial Attack” contingent of firefighters from the team are on standby to respond to any new fires in the area that may result from the lightning.

 Overview 

  • The communities along the east side of Highway 60 (north of Globe) from ADOT yard north to Winters Ranch including Johnson Ranch and McMillianville are in a “Go” evacuation Status. 

  • The San Carlos communities of Upper Gilson and Skill Center have returned to “Ready” Status. 

  • Highway 60 is closed north of Globe from S. Parker Street (MM251) north to MM318 www.az511.gov  

  • Fire activity and movement will continue to be driven by dry fuels, terrain, slope and potential of winds from thunderstorms through the area. We are expecting higher temperatures and lower humidity over the fire area for the next several days. The chance of afternoon thunderstorm buildup and outflow winds will remain a concern for public and firefighter safety. 

  • Highways 188 and 288 are open. 

  • Road 1300, near Highway Tanks, Road 900, and Indian Route 6, Old San Carlos Highway, are closed on the San Carlos Apache Reservation. Please be careful while driving in the fire area as firefighters are working along roadways and travelling through communities to reach the fires. 

 

UPDATE 

 

Griffin Fire (merged with Champion Fire): 

The fire continued to exhibit active fire behavior yesterday. Residual heat and overnight fire spread contributed to an active fire edge that increased in fire activity early in the shift. The northeast flank continues to be very active north of the Sevenmile Mountains in heavy brush and timber. An active edge of fire from Winters Ranch south down the Hwy 60 corridor continued to advance to the west. As winds switched to the west-southwest in the mid-afternoon fire behavior began to moderate and push away from Highway 60. Winds are forecast to be from the southwest today from 5-10 mph with gusts to 15 mph with the possibility of afternoon thunderstorms. 

 

Today, firefighters are in place to help protect residences and other values at risk in the Highway 60 corridor and will build direct line and burn out if necessary, along the east side of Highway 60 to keep the fire from crossing the highway. Crews were able to secure the south flank of the fire and will hold and improve those firelines today. On the east side of the fire, firefighters will build direct line where possible and continue to prepare contingency lines from the Cassadore Springs Fire scar south to the Quail Fire scar. On the northwest corner, west of Highway 60 firefighters continue to protect the Griffin, Winters, McMillianville, Adobe, Haystack and Tucker Ranches and keep fire south of FR 303 (Sevenmile Wash Rd). Please continue to be on the lookout for fire equipment and personnel as they drive through San Carlos and the Sevenmile communities to access the fires. 

 

Communities Affected: 

The communities along the east side of Highway 60 from the ADOT yard north to Winters Ranch, including Johnson Ranch and McMillianville are in a “Go” evacuation Status. 
The following communities on San Carlos Reservation have moved from “Set” to “Ready” status: Upper Gilson and Skill Center.

Meddler Fire: 

Minimal fire activity was observed on the fire yesterday. Crews will hold and improve fireline along FR 203 on the north edge of the fire and hold the fire along a two-track road on the east flank as well. Firefighters are working to mitigate threats to 5 residences, 10 outbuildings, and 500kV powerlines.  Structure prep work is being conducted in the Rockhouse Community, Dagger Ranch, and Coon Creek Ranch. 

 

Salt Fire: 

Firefighters continue to patrol and monitor the fire perimeter. Occasional smoke, flames and ash whirls from within the burned area may be visible from the highway and nearby communities. 

 

Roosevelt Lake Recreation: 

Roosevelt Lake and adjacent recreation sites remains open to the public, with the exception of Bermuda Flat, Cholla Bay, and Bachelor’s Cove which are closed due to concerns for potential flooding after the Bush Fire earlier this summer. 

 

Griffin and Salt fires Smoke Report: 

Today and tomorrow, smoke during the afternoon is expected to move toward the east/southeast with light to moderate impacts likely through the day in San Carlos and Peridot. There will be a continued chance for afternoon thunderstorms along with gusty outflow winds. As outflows move through the region, fire activity may increase, resulting in more smoke production. Outflow winds may also push brief pockets of moderate to heavy smoke into Globe-Miami and Roosevelt. Expect hazy conditions with periods of light to moderate smoke impacts for all communities surrounding the fires. 

 

Overnight smoke will move into the drainages and low lying areas adjacent to the fire. Smoke from the Medicine Fire is expected to combine with smoke from the Griffin Fire, causing heavier smoke impacts throughout the night into the early morning hours in San Carlos, Peridot, and possibly Globe-Miami. The heaviest of impacts are expected between 2 am and 9 am with the smoke lifting out by 10 am. https://azdeq.gov/WildfireForecast

Values: Fire fighter and public safety are the highest priorities on these fires. The fire area includes multiple communities, power lines, mines, range improvements, historical, cultural, ceremonial sites and natural resources, which firefighters are working hard to assess and protect.

The Meddler Fire continues to burn on the Tonto Basin Ranger District. The fire is burning in the Cherry Creek area off FS Road 203, 7 miles northeast of Roosevelt. The fire is burning in grass and light brush. More accurate mapping shows the fire at 3,400 acres, o% containment this evening.Firefighters are working to mitigate threats to 5 residences, 10 outbuildings, and 500kV powerlines. Structure prep work is being conducted in the Rockhouse Community, Dagger Ranch, and Coon Creek Ranch. There are no evacuations in effect for the Meddler Fire at this time. Firefighters worked through the evening to construct containment lines. A successful burnout operation helped to secure the west side of the fire last night. Visibility issues have hindered the safe use of aviation resources at times. Ground crews are working to suppress the fire and build containment lines where safe. Strong winds and light fuels have been a challenge for firefighters. Day shift tomorrow will focus on direct and indirect suppression strategies. Firefighters will continue to assess and prep structures. At this time, there are 7 engines, 2 hand crews, and aircraft when available assigned to the fire. Additional resources have been requested. Shasta Trinity National Forest Closure Order

REDDING, Calif. — Shasta-Trinity National Forest officials issued a Forest Closure Order for the area of the August Complex – North Zone Fire burning on the South Fork Management Unit. The closure order No. 14-20-09 prohibits public entry on to National Forest System lands in the closure area, including roads, trails, and recreation sites. It supersedes 14-20-08 and is effective September 19, 2020 until the August Complex – North Zone Fire is declared out. The area closed is the portion of the Shasta-Trinity National Forest south and west of the forest boundary at Highway 36 west of Platina, west of County Road 302 to its northern intersection with Highway 3, west and south of County Road 301 from outside Hayfork, and south and east of County Road 311 and Forest Road 3N10 to the forest’s western and southern boundaries, and all National Forest System land and roads within that area. State and County Roads, as well as private land within this area, are not closed by the Forest, however, may be closed by State and County officials.

In addition to the above closures, the Pacific Southwest Regional Office eased fire restrictions for all national forests in the region with propane and gas stoves now permitted in developed recreation sites. Developed recreation sites are defined as areas that have been improved or developed for recreation such as campgrounds and day use sites. See Regional Order No. 20-18 for more information.

The fires in the August Complex began on August 17, 2020 and were started by lightning. The multiple small fires have expanded and grown together in the Shasta-Trinity, Mendocino, and Six Rivers National Forests, as well as areas outside the forests. The fires are being managed in 3 zones (North, South, and West) by the USDA Forest Service and CAL FIRE. It is currently the largest wildfire in California history.

USDA Forest Service and CAL FIRE are engaged in a coordinated response to manage and suppress the August Complex.  The Complex has been divided into three zones; North, South and West.  Geographically, the North Zone is in the northern area of the Mendocino National Forest in the Yolla Bolly Wilderness; near Tomhead Lookout on the Shasta-Trinity National Forest; and in the northwest near Kettenpom Valley and the Flying AA Ranch on the Six Rivers National Forest.

 

Current Situation (August Complex-North Zone): Conditions today will be dry, windy and with less smoke which will influence fire behavior. The priority in the North Zone is structure protection, indirect line construction (away from the fire’s edge) and tactical firing operations (applying fire on the ground to remove vegetation and widen containment lines).

 

In Ruth Valley, south of Ruth (Six Rivers National Forest), the fire has become established above the Ruth Community Church and northeast of Horse Ridge Lookout.  As the fire continues to move northeast, firefighters will engage and do structure defense around the homes along the Ruth Lake Road.

 

On the west perimeter of the fire (Zenia Area), dozers are being used to construct indirect lines on Road 3S09 to Zenia Lake Mtn Road (3S21).   Crews are working to complete hand lines to the Middle Fork of the Eel River. 

 

On the northeast perimeter (Shasta-Trinity National Forest), the 35 Road continues to be an important strategic containment line to stop the progress of the fire. Crews continue working from Rat Trap to the east, improving the line and using tactical firing operations. The east perimeter near Red Bluff is in mop-up and patrol status.  A ten-person crew of smokejumpers will be utilized on the north portion of the fire to assess historic structures in the area.

 

Weather:   A trough of low pressure will bring gusty south-southwest winds over the area.  The winds combined with the low relative humidity will create elevated fire weather conditions.

 

Smoke Outlook: Air quality remains unhealthy in many areas, with very unhealthy air overnight in foothill areas strongly affected by settling of down drainage smoke. Slightly stronger southerly winds may bring some gradual improvements today, with southwesterly winds continuing the slow clearing trend tomorrow.

As of 6:00 AM, Friday, September 11, 2020, the fires that were formally known as Elkhorn, Hopkins, Vinegar Peak and Willow Basin will now be reported as the August Complex-North Zone.  The North Zone will be managed by California Interagency Management Team 5, under the direction of Rick Young, Incident Commander.  The August Complex-North Zone is burning on the Mendocino, Shasta-Trinity and Six Rivers National Forests.

 

A Virtual Public Meeting will be live streamed Friday, September 11, 2020 at 7:00PM for the August Complex-North Zone. The meeting will be broadcast on Shasta Trinity National Forest Facebook @ShastaTrinityNF, Six Rivers National Forest Facebook @SixRiversNF and Mendocino National Forest @MendocinoNF.  If you would like questions answered during the virtual public meeting, please submit them through the Facebook pages.

 

The August Complex-North Zone will release one morning information update with fire facts and a current situation overview. Also, throughout the day as changes or significant events occur, information will be posted to Facebook, Twitter and Inciweb at the above addresses.

 

Current Situation: With limited resources assigned to the August Complex-North Zone, the priority will be on structure protection in the Ruth Valley, south of Ruth (Six Rivers National Forest).  As the fire becomes more active throughout the day, firefighters will reposition to provide structure protection where needed.   On the North perimeter, (Shasta-Trinity National Forest) the priority is to improve the containment line along Forest Road 35.  Firefighters will continue to use tactical firing operations to widen the containment lines and stop the forward progress of the fire.   The east perimeter near Red Bluff is in mop-up and patrol status. 

 

Weather: Significant smoke shading over the fire area will moderate daytime temperatures. Relative humidity is increasing with some onshore flow.  Winds will generally be light as a stable air mass continues to dominate the weather pattern.

 

Smoke Outlook: Smoke impacts from the fire are expected to be Unhealthy to Very Unhealthy conditions over the next 24 hours.

Due to unprecedented and historic fire conditions throughout the state, the USDA Forest Service Pacific Southwest Region has closed all 18 national forests in California.  This includes the Mendocino, Shasta- Trinity and Six Rivers National Forests. It is critical that all national forest visitors follow these important closures and restrictions for their own safety and the safety of our firefighters. Elkhorn Fire Update Morning 09102020

The Elkhorn, Hopkins, Vinegar Peak and Willow Basin Fires have merged and now are a part of the Elkhorn Fire. The Elkhorn Fire is burning on the Mendocino, Shasta-Trinity and Six Rivers National Forests.  The increase in acreage and the reduction in percent contained are the result of the consolidation of all fires merging into one.

 

Current Situation: Firefighters worked last night to secure the line on the northern perimeter along the 35 Road (Shasta-Trinity National Forest), utilizing firing operations to remove vegetation and widen the containment along the dozer line.  On the west and north west perimeter of the fire (Six Rivers National Forest), crews continue to provide protection for structures in the Ruth area.  The goal is to try and push the fire north towards Horse Ridge and Soldier Basin, keeping it out of the valley.   The east perimeter of the fire is in mop-up and patrol status.  Today, while the weather has stabilized, we will continue to experience active fire behavior due to low relative humidity, steep terrain and very dry conditions in the forest. 

 

Weather: High pressure will build back into the area causing an inversion which will keep smoke and haze over the fire area.  The shading caused by the smoke inversion  will keep temperatures lower and winds light. Relative humidity will be in the 11-13% range.

Mendocino County: Evacuation Orders

  • Zone S - South of County Line, East of Bell Springs Rd, North of Bell Springs Creek and West of the North Fork of the Eel River. 

  • Zone Q - South of the County Line, West and North of the North Fork of the Eel River and North and East of Bald Mountain Rd.            

Evacuation Warnings

  • Zone U - South of the County Line, East and North of the East Branch of the South Fork of the Eel River, West of Bell Springs Rd.

  • Zone T - South of Bell Springs Cekk, East of Bell Springs Rd, North of Iron Pek and Simmerly Rd, West of the Eel River

  • Zone R - West of south of Mina Rd, South of the North Fork of Eel River, East of the Eel River

  • Zone P - South of the County Line, East of the Mina Rd, North of Hulls Valley Rd and West of Hulls Creek

  • Zone O - South of the County Line, East of Hulls Creek, North of Mendocino Pass Rd, and West of Williams Creek

Humboldt County: Evacuation Orders

  • Areas south of Highway 36 in Bridgeville, and all communities along Alderpoint Road down to the Mendocino/Trinity County Line.

Evacuation Warnings

  • Areas west of Bell Springs Road to Highway 101 spanning from Alderpoint Road to the Mendocino/Trinity County Line (including Garberville).

  • Alderpoint, Palo Verde, Island Mountain and Harris


  • Tehama County: Evacuation Orders
  • Zone A: All areas south of Pettyjohn Rd. to the Mendocino National Forest boundary, east of the Mendocino National Forest boundary to Mary Ellen Place, north to Cobb Flat and south to the Mendocino National Forest Boundary

  • Zone C-1: All areas north of Pettyjohn Road to Wells Creek, east of the Shasta Trinity National Forest Boundary and west of Weemasoul Road/Halley Grade

  • Zone Q: All areas north of Raglin Ridge Road/Forest Road 23N27, west of the Mendocino National Forest Boundary, east of the Zone B boundary and south of Forest Road 25N01/ Forest Road M22.

Evacuation Warnings

  • Zone B: All areas south of Lanyan Trail to Brown Place, west to the Mendocino National Forest boundary, north to Mary Ellen Page and east to Bluedoor Flat/Red Bank Road/County Rd. 80.

  • Zone C-2: The evacuation order has been reduced to an evacuation warning for all areas north of Wells Creek to Hwy 36, east of the Shasta Trinity National Forest boundary and west of Weemasoul Road/Halley Grade.

Forest Closures: Shasta-Trinity, Mendocino, and Six Rivers National Forests.

Due to unprecedented and historic fire conditions throughout the state, the USDA Forest Service Pacific Southwest Region has closed all 18 national forests in California.  This includes the Mendocino, Shasta- Trinity and Six Rivers National Forest. It is critical that all national forest visitors follow these important closures and restrictions for their own safety and the safety of our firefighters.
