Confidence in the cooler weather and wetting rains with the system incoming on Saturday continue to increase.

Fire perimeter on the northwestern edge where firing operations were completed on Tuesday held with minimal activity, firefighters patrolled and mopped up where needed. The south and southeastern portion saw minimal fire activity, and Pyramid Point experienced less activity yesterday than it had all week. Smoke could be seen in the Crooked River area, and this is more than likely to continue until weather moves in on Saturday. Backhaul of hose and water pumps off the fireline continues, along with other equipment. 

The repair group continues their work on the northern edge of the fire with dozers and excavators repairing line that was built during suppression efforts.

CLOSURES – A Payette National Forest closure remains in effect. Mill Creek, Ditch Creek, Wildhorse, and Crooked River Roads are closed. Idaho endowment lands west of Council remain closed to the public. Highway 71 and county roads are open, but the burned area is closed for safety. Warm and dry conditions persisted and are forecasted to continue through Friday. The forecast shows a significant change in weather as low pressure brings gusty winds, wetting rain and snow at higher elevations Saturday.

Firefighters on the northwest perimeter were able to complete the firing operation south of Dukes Creek they had been preparing for the last few days. This has created a clean burnt perimeter, securing that portion of fire line. Smoke persist on the east side of the fire due to activity cleaning up unburned fuels in the interior, while crews continued to patrol. Due to a decrease in equipment and personnel, aviation performed external cargo missions to bring equipment no longer needed off the fire.    

The repair crew has finished up their work on the south and western edges of the fire and have now moved to the north end.

Temperatures were higher than predicted yesterday, but that did not hinder suppression and repair efforts on the fire. Conditions are predicted to stay warm and dry today and tomorrow, with significant precipitation forecasted for Friday evening through Monday.

Crews in the Dukes Creek area continue mopping up and securing line with dozers and handline. Firefighters on the north and northeastern fire perimeter continued to patrol. Emery’s Creek experienced minimal fire activity and there was no need for aviation support. Pyramid Point had some activity during the burn period again but posed no threat to containment. The repair crew worked with heavy equipment on the west side of the fire, in the East Pine Creek area and on the Andrus Wildlife Management Area.

 Interior smokes will be visible in the fire area for some time, due to inaccessible terrain and hazardous conditions.

Winds ended up being much lighter than were predicted, so firefighters had a productive operational shift on the fire. Cooler temperatures are predicted today but will remain dry until this weekend, when a chance of precipitation is expected.

Crews on the Northern portion of the fire worked on mopping-up some interior heat along with aviation support. Fire became active cleaning up unburned fuels on the eastern edge of the fire yesterday in Calamity Meadows and near Goodrich Trailhead. Helicopters worked the hot spots with buckets and were able to keep the fire in containment lines. Pyramid Point had some activity through the burn period as well, crews worked to secure and mop-up the hot spots when safe to do so.

The repair crew was able to finish up work above Rush Creek Road and started moving heavy equipment to repair dozer line on the west side of the fire.

Today winds are predicted to increase to 6-10 mph with gusts of 15-20 mph. Following that, the next chance for precipitation over the fire area is predicted to occur on 10/10/20. Smoke from the large wildfires in California has settled over the fire area again. 

With hot and dry conditions persisting fire behavior was minimal allowing firefighters to continue patrolling and mopping up of the fireline.  Dukes Creek and Emerys Creek had an increase in fire activity, but helicopters were able to deliver buckets to the areas of concern, and fire activity did not threaten containment lines. In addition, crews working in the Dukes Creek area will continue to put in direct line and will have the support of a dozer in areas that are accessible for the equipment.  

The fireline continues to hold on the north and eastern perimeter of the Woodhead, while crews and engines continue to patrol the line as needed. The repair crew on portions of the south end continued repair operations around Rush Creek Road area, as they have the last few shifts.

Smoke lingered all day yesterday, with the hot and dry weather persisting. The next chance for precipitation over the fire area isn’t until the middle of next week. Even with the hot and dry conditions, firefighters have been successful in strengthening and repairing the fireline.

Crews working the northwest perimeter put a hold on their firing operation again yesterday due to poor conditions for the operations. Fire fighters continued to hold the line north of Duke’s Creek and put in direct line where they could safely do so, firing operations will continue when conditions become more favorable in the following days. The fireline continues to hold on the northern perimeter of the Woodhead, while crews and engines continue to patrol the line as needed. The portion of the fire that had flared up in Pyramid Point area on Wednesday saw minimal activity throughout the operational shift. The repair crew on portions of the south end continued repair operations around Rush Creek Road area as they have the last few shifts.

There is a temporary flight restriction (TFR) over the Woodhead fire area from 10:00am to 8:00pm daily. As a reminder, while the TFR is in place, there can be no personal aircraft flown, including drones.

Weather conditions remained hot and dry yesterday, but winds were calm. Winds are expected to increase today with gust to 10 mph, and temperatures will stay 10 degrees above average. Sunday temperatures are expected to decrease and this trend will continue through the following day’s but it will remain dry.

Crews continued to mop up on the northwest perimeter of the fire in Duke’s Creek.  Fire became more active in Johnson Creek and Pyramid Point on the southeastern edge of the fire, due to dry conditions and high temps. Aviation support was utilized to assist in suppressing the fire in those areas with bucket work. On the northern edge of the fire hand crews continued to repair dozer line that is no longer being used as containment line. The Southern portion of the fire, repair work continues north of Rush Creek Road.

Woodhead Fire Area Closure – Version #4

(For Public Safety)

PROHIBITIONS:

Pursuant to Title 36 CFR 261.50(a) the following acts are prohibited in the Areas and on the roads and trails within the Areas described in this Order, all within administrative boundaries of the Weiser and Council Ranger Districts, Payette National Forest. This Order goes into effect when signed and will remain in effect until November 30, 00:001 A.M. 2020 unless rescinded earlier by the Forest Supervisor.

1. Going into or being upon the Area described below. 36 CFR 261.52(e)

2. Being on the trails within the Area. 36 CFR 261.55 (a)

3. Being on the roads within the Area. 36 CFR 261.54 (e)

EXEMPTIONS:

Pursuant to 36 CFR 261.50 (e) the following persons are exempt from this order:

1. Persons with a special use authorization or other authorization specifically exempting them from the effect of this Order.

2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.

3. Federal or State administrative personnel in the performance of an official duty.

AREAS DESCRIBED:

Woodhead Fire Area:

(1) National Forest System lands within the boundary described as beginning at the intersection of the Payette National Forest boundary and Mill Creek in T16N, R4W, Section 32; then continuing southwest along Mill Creek and the fire perimeter to its intersection with the Payette National Forest boundary in T15N, R4W, Section 18; then continuing north along the Payette National Forest boundary to the point of origination at the intersection of the Payette National Forest boundary and Mill creek in T16N, R4W, Section 32.

(2) National Forest System lands within the boundary described as beginning at the intersection of the

Payette National Forest boundary and Idaho State Highway 71 on the south side of T16N, R4W, Section

20; then continuing east and north along the Payette National Forest boundary to the intersection of the Payette National Forest boundary and the Council-Cuprum Road, National Forest System Road (NFSR) 002 in T17N,

R3W, Section 6; then continuing west along Council-Cuprum Road, NFSR 006, but not including Council-Cuprum Order Number: 0412-558

Road, and excluding the Lafferty Campground within its fenced boundary, to the junction of Council-

Cuprum Road and Wildhorse Road, NFSR 070, in T19N, R3W, Section 26; then continuing southwest along Wildhorse Road, and including Wildhorse Road, to the junction of Wildhorse Road and the Payette National Forest boundary on the west side of T18N, R4W, Section 18;; then continuing south along the Payette National Forest boundary to its intersection with Idaho State Highway 71 in T16N, R4W, Section 7; then continuing south, along State Highway 71, but not including State Highway 71, to the point of origination at the intersection of State Highway 71 and the Payette National Forest boundary on the south side of T16N, R4W, Section 20.

Both Areas are depicted on the Map attached Hereto.

PURPOSE:

The Woodhead Fire Area described above has ongoing wildfire activity within its perimeter. The Area is closed for public safety and protection from hazards associated with wildfire.

IMPLEMENTATION:

1. This Order will go into effect when signed and remain in effect until November 30, 00:01 A.M. 2020 or until rescinded, whichever occurs first.

2. A map identifying the Woodhead Fire Area is attached and made part of this Order.

3. Any violation of this prohibition is punishable by a fine of not more than $5,000.00 for an individual, or $10,000.00 for an organization, and/or imprisonment for not more than six (6) months. [Title 16 USC 551, Title 18 USC 3571 (b)(6), Title 18 USC 3581 (b)(7)].

4. This Order supersedes any previous Order(s) prohibiting the same or similar acts prohibited by this Order in the Area covered by this order.

5. Further information regarding this Order may be obtained from the Weiser Ranger District (208 549-4200), Weiser ID, the Council Ranger Districts (208 253-0100), Council, ID, and the Payette National Forest Supervisor’s Office (208 634-0700), McCall, ID.

The Payette National Forest has revised the closure area north and east of the fire and there will be another revision of the closure again today. A map and official closure order with details can be viewed at https://inciweb.nwcg.gov/incident/closures/7163/

Temperature’s stayed in the 70’s yesterday, and no changes in weather are expected until a possible slight increase in winds on Friday.

On the northwestern edge of the fire, crews continued to secure and mop up the previous shifts firing operations. Aviation continued checking-up fire in Starveout Creek through utilization of  buckets, to reduce fire activity in some of the inaccessible terrain. To the north, firefighters continued to patrol and improve the fireline by utilizing fire suppression and control methods. To the east and southeast, firefighters continued to mop up hotspots in Johnson Creek and Pyramid point. Repair crews continue repairing the fireline to the north of Rush Creek Road.

Weather conditions were hot and dry yesterday, as expected, but winds were calm, giving firefighters a chance to continue suppression and repair efforts along the fire’s perimeter.

Yesterday crews were able to implement small firing operations to reduce fuel near Dukes Creek on the northwestern edge of the fire and will continue today. On the northern edge of the fire, crews continued to improve line, and have started pulling hose from the fireline that is no longer needed due to contained areas. The chippers are close to completing their work on the northeastern edge of the fire, and when complete, will be moving into the repair group. Hand crews and engine crews continue to hold and improve the fireline in Calamity Meadows.

On the eastern edge and just south of Pyramid Point, the fire burned in a spotty manner. In these areas, helicopters and crews are using a variety of techniques to limit fire activity. On the south end of the fire, where the fire is contained, crews will continue repairing fireline with heavy equipment.

CLOSURES  – Council-Cuprum Road is open for all through traffic. The Payette National Forest closure remains in effect but will be revised October 1st. Mill Creek, Ditch Creek, Wildhorse, and Crooked River Roads are closed. The Idaho Department of Lands asks that everyone stay out of the endowment lands west of Council for their safety until further notice.
