Special Note: Today will be the last shift of the Rocky Mountain Complex Incident Management Team Type I, led by Incident Commander Dan Dallas.  Command of the Fish Fire will be transferred to the Wyoming State Type 3 Incident Management Team 3 led by Incident Commander Timothy Sherwin at 7:00 a.m. Monday. Personnel from this team are on-site shadowing with the Rocky Mountain Team to implement a smooth transition. The Rocky Mountain Team appreciates the community’s support throughout the last week.      

 

Current Situation: Firefighters made more progress yesterday securing the fire perimeter, and containment is now at 94%. This success was achieved by employing the same tactics of the last several days, which included securing firelines, patrolling, and mopping up heat sources close to the fireline. As expected, late-afternoon and nighttime thunderstorms dropped rain onto some sections of the fire with the entire fire area receiving varying amounts of rainfall.    

 

Today, firefighters will begin work with extra caution and attentiveness to additional fireline and roadway hazards due to last night’s rain. Once firefighters can engage, work on the final piece of fireline in Division A will resume. In other divisions, backhauling of supplies and equipment will begin. Backhauling is the process of removing equipment no longer needed from the fire area. Generators, hoses and pumps, and portable water tanks are then reconditioned and made available for use on other fires. Suppression repair will continue today and be expanded into Divisions M and parts of A. As part of this work, crews distribute slash along dozer and hand lines to prevent soil erosion and water channeling.  This helps restore plant growth. On more recent sections of contained fireline, firefighters will continue patrols and mop up any hot spots.   

 

Branch I Division K: Full containment was reached in this division yesterday. Today, firefighters will patrol and mop-up across the division and on the spot fire.  Suppression repair will also begin on the older sections of dozer and handmade firelines.   

 

In Division M full containment was also reached. Today, work in this division will include suppression repair and backhauling of equipment as well as patrolling.     

 

Branch III Division A: Additional containment was added in this division. On the uncontained section of fireline, along the east side, firefighters worked to secure several hot spots consisting of burning stumps and large diameter logs near the fireline. This work will continue today, and firefighters are confident the rains of last night will aid their efforts. Suppression repairs will occur on the southern edge.     

 

Structure Group: Chipping operations from the vegetation removed earlier in the fire was completed yesterday and no additional work is planned for this.  

 

Weather & Fuel Conditions: An inversion is in place this morning and will clear commensurate with clouds and thunderstorms moving out. High temperatures for the day will be in the upper 60s with humidity about 40% and light winds out of the northwest at 5-10 mph. Fire behavior will be nominal.

Special Note: Residents returning to their homes following evacuations should be aware that there may still be fire activity nearby. Smoke and possible isolated flare-ups may occur for several weeks within the fire area as the fire burns through fuels on the interior such as dead or downed trees. There is still firefighting work being done in many areas. Use caution on roadways, as firefighting vehicles will also be sharing the roads. The Forest remains under an area closure (see Closures and Restrictions section below).

Current Situation: Firefighters yesterday made more progress securing the fire perimeter and containment is now at 73%. Work mirrored the last several days with firefighters conducting “search and destroy” heat missions on firelines. Work also continued to connect uncontained firelines. Given the success to date, Divisions A and T were combined into Division A. Overnight, a change in the weather brought much-needed moisture to some parts of the fire although steady rainfall isn’t expected until tonight. 

Predicted moist weather conditions, higher humidity, and lower temperatures will benefit firefighters allowing for continued progress strengthening firelines while fire activity remains minimal. Today’s work is unchanged from the past several days with firefighters continuing to build and secure firelines, mopping up heat sources and patrolling contained firelines. Today, and over the next several days, some firefighting resources will be released allowing them to either be reassigned to other wildfires or take time off for rest and recuperation in preparation for their next assignment. Even after full containment, some firefighting resources will remain on the fire until it is is fully extinguished.

Branch IDivision K: Containment was added again yesterday in this division and included the spot fire. This was accomplished predominately by dozers working directly on the fireline. Today, the final segment required to connect contained and uncontained firelines is expected to be completed.

Division M After several days of work on the fire’s edge, hand crews were successful in containing the northeast corner and achieving full containment in this division. The established hose lays will be used to mop-up any hot spots today and suppression repair will begin. Suppression repair is completed to prevent topsoil loss during future rainstorms. It consists of pulling berms created during fireline construction into place and then covering those firelines with slash (cut brush and limbs). 

Branch III Divisions A/T were combined to form Division A: Additional containment was added on this eastern edge of the fire just below the Division M break. Today, fire crews will strive to further secure containment lines and work will reflect accomplishments in other divisions with firefighters securing firelines, patrolling and mopping up.

Structure Group: Firefighters implemented structure protection strategies developed over the last few days with the arrival of the chipper and box truck. Chipping of vegetation cut during fireline construction and structure protection operations will continue today. 

Weather & Fuel Conditions: Today will be cooler and wetter with a continued chance for thunderstorms. High temperatures will be in the 70s with humidity ranging from 40-60% and possibly higher with rain showers. As the storm moves through, erratic winds are expected with gusts at 20-25 mph and possible lightning activity. Fire activity will be minimal throughout most of the day because of the increased humidity and reduced temperatures although interior pockets may burn later in the week as fuels dry out and temperatures warm up. No fire spread beyond the current 6793-acre fire boundary is expected.

Special Note: As of 8:00 a.m. today Crook County will be lifting all evacuations for Fish Fire residents. As residents return home, they should be aware of fire traffic and incoming wet weather which could make road surfaces slick and cause debris movement in fire scars. The Forest remains under an area closure (see Closures and Restrictions section below).

Current Situation: During the past 24 hours, fire activity remained minimal, and no growth occurred. This allowed crews to continue to focus on fireline construction and recently detected spot fires in Divisions K and T. It is important to address spot fires early while they are small as they can flare up when conditions become hotter and drier potentially compromising firelines. Due to success securing existing firelines, containment was increased to 44%, which occurred in Divisions K and M. In Division A, few resources conducted patrols on contained sections of line allowing for the bulk of resources assigned to this division to work on the north end and in Division T. 

Today, crews will take advantage of higher humidity and cooler temperatures, as fire behavior is expected to be diminished once again. They will continue to focus in Division T where the majority of fire activity and heat have been. Recently detected spot fires and places where the fire moved across, or “slopped over” the established fireline will be worked again. On other sections of the fire, crews will continue building and strengthening firelines aided by dozers and helicopters and will also patrol contained sections of line. In the coming days, once firefighters are able to secure existing firelines and connect them together, containment will continue to rise. 

Branch IDivision K: Yesterday, containment was added in this division connecting with the existing contained line to the south. Work continued on the spot fire and firefighters are confident the spot will remain in its current footprint. Today, firefighters will proceed with constructing line directly on the fire edge and maintaining secured lines. No additional firing operations are anticipated. 

Division M also increased containment across the top and to the northeast corner. In this corner, fire hoses were laid out and plumbed to allow for mop up and extinguishing of heat sources. Today, firefighters will be supported with continuous water allowing for more thorough mop up and dousing of hot spots that threaten firelines.

Branch III: Division T challenged firefighters yesterday because of burning heavy fuels near the line and steep slopes. This resulted in firefighters continuing to find small “slop overs” that required extra care to secure. Fortunately, conditions still allowed for direct attack operations, which will continue today.

Division A was patrolled throughout yesterday and remained stable along the contained section. Resources continued with direct attack, building containment line to the north, and also augmented resources in the adjoining division (T). Firefighting tactics will be unchanged today.

Structure Group: Fire managers refined the last several days planning efforts and began developing implementation strategies. This included ordering a chipper and box truck to remove vegetation cut during fireline construction and structure protection operations. Chipped materials can be spread out and used to reduce erosion by catching and slowing water runoff where needed. Today’s work will be an expansion of efforts from the last few days in addition to the chipping work.

Weather & Fuel Conditions: A low pressure will begin to move into the area this afternoon with a 40% chance of rain this evening. Temperatures will be in the upper 80s with humidity about 25%, and light winds around 5-10 mph. Winds will increase in speed gusting up to 30 mph and switch direction to the north and northeast commensurate with the arrival of the front. Lightning is also predicted. This morning, an inversion will remain in place until mid-morning when heat from the sun breaks it up. Fire behavior is expected to remain similar to the last several days with overall activity moderated except in heavy fuels where pockets of heat exist.

Special Note: Exercise caution while driving on Highway 585Although Highway 585 remains open, drivers should be aware of possible heavy smoke and of firefighters working in the area. Please slow down for the safety of our firefighters and yourself. 

Current Situation: Firefighting efforts were successful yesterday resulting in increased fire containment to 20% and fire growth of approximately 200 acres. Favorable conditions augmented with air resources resulted in moderated fire behavior for much of the day, allowing crews to work directly on fire edges. A several acre spot fire was detected in Division A and firefighters worked to contain it. Divisions M and T had pockets of heat and unburned fuels near the line, which were a focus for resources across the divisions. Last night, these areas continued to be prioritized with firefighters working to remove vegetation and extinguish heat sources. 

Today, actions will be similar to yesterday as firefighters build and secure firelines. Conditions are expected to once again be favorable for both helicopter support and fireline construction. Where needed, firefighters will burn out pockets of fuel to remove fuels and strengthen lines. In areas where the fire is contained, patrol and mop-up will be ongoing.

Branch I:Division K operations entailed burning fuels adjacent to the fireline to even the perimeter and increase the depth. On other sections of line, dozers continued building fireline to connect with the adjacent division. Patrol and mop up occurred on the contained section of line. Today, firefighters will construct fireline, secure fire edges, and patrol and mop up.

Division M contained a considerable amount of heat from heavy fuels near the line. Yesterday, and throughout the night, firefighters were diligent in working to remove unburned fuels and extinguish burning and smoldering fuels due to the presence of homes in the area and the possibility for active fire behavior. Residents choosing not to evacuate are encouraged to be extra vigilant and be aware of firefighters and heavy equipment working in the area. Today, firefighters will use heavy equipment and crews to continue line construction and mitigations around structures.

Branch IIIIn Division T, crews worked along the edge to remove heat close to the fire perimeter and also worked to construct a contingency line. Progress will continue on the contingency line today, allowing for a second line of defense. Firefighters will also continue building and improving the primary fireline. 

In Division A, a spot fire was detected. Firefighters worked to place fireline around the spot and will continue to secure it today. In the other part of this division, newly secured lines will be mopped up and patrolled to ensure the perimeter remains uncompromised.

Structure Group: Yesterday, fire managers assessed structures and worked to develop a defensible protection plan should conditions change and fire activity increase. This work will continue today.

Weather & Fuel Conditions: Sunny skies are expected today with temperatures in the high 80s, relative humidity around 15%, and light winds from the west around 10 mph. These conditions will allow for moderate fire behavior in heavy pockets of fuels and in dead and down timber. On Friday, a cold front is expected to move into the area bringing cooler temperatures and a chance of wetting rain predicted before Sunday.

Residences South of Canyon Springs Road to the south end of the fire and east of Wyoming Highway 585 remain under evacuation. This includes about 20 homes in all.

Special Notes: This morning at 6:00 am, Rocky Mountain Complex Incident Management Team 1 (CIMT1) assumed management responsibility for the Fish Fire. The team is one of three CIMT in the Rocky Mountain geographic area. The team thanks the Wyoming Type 3 Incident Management Team and the local resources who have been managing the fire to date. Their good work has set us up to successfully suppress this fire.

Current Situation: The Fish Fire now stands at 6476 acres and 10% contained. Yesterday, cooler, cloudy weather aided firefighters in their suppression efforts. Effective use of aerial resources combined with dozers and hand crews allowed construction of direct fireline on portions of the western and northern flanks of the fire. Fire engines focused on structure protection on private lands where the fire is checked in some locations by hay fields. The fire remains most active on the eastern and southern sides. As the fire climbs in elevation, it enters more rugged terrain, but the fuel type also changes to one where fire burns less aggressively.

On large, complex fires, supervisors divide the fire perimeter into geographic areas called branches which are further divided into divisions to provide for better management and safer operations. These daily updates will describe the fire’s activities and our suppression actions within these subdivisions, which are shown on the accompanying fire maps. Note that branch numbers and division letters don’t always run sequentially in order to allow for expansion if the fire grows.

Branch I:Division K encompasses the west side of the fire along Highway 585. Good progress was made yesterday constructing containment lines and tying the fire’s edge into hay meadows, roads, and other natural control features. Today firefighters will patrol and mop up in this division and will continue to improve containment lines by extinguishing hotspots that could pose a threat to firelines. 

On the north end of the fire near Fish Mountain, in Division M,  firefighters will continue to go direct along the fire’s edge and will work to smooth out jagged edges where the fire did not burn cleanly which will strengthen containment lines. Aerial resources will be used as needed to support operations on the ground. 

Branch III: Division T encompasses the eastern fire perimeter near Elkhorn Divide and south along Kunath Branch 3A to just north of the Black and Yellow Road. Firefighters will continue to construct containment lines along the fire’s edge and existing roads where possible. Some small firing operations may occur in this area to secure containment lines.

In Division A, on the south end of the fire, a lot of great work was done by local resources and the Type 3 IMT yesterday. Fireline has been completed in this area, including on the portion of the fire that slopped over the Black and Yellow Road. Today crews will continue to patrol and mop up in this area and extinguish any areas of heat that flare up and threaten containment lines.

The Structure Group will continue working around structures within fire perimeter to ensure they remain secure and will continue structure assessments outside the current fire perimeter to develop a protection plan in the event that fire activity increases.

Weather & Fuel Conditions:

Once an inversion lifts this morning, today will be sunny with temperatures increasing to the mid-80s and relative humidity decreasing to 18-25%. Winds will be relatively light, beginning from the south in the morning and gradually shifting in a clockwise direction until they are northeasterly by late afternoon. Fuels remain extremely dry and susceptible to ignition.

Pursuant to 16United States Code (U.S.C.) § 551 and 36 Code of Federal Regulations (C.F.R.) §
261.50 (a) and (b), the following acts are prohibited on the National Forest Service lands within
the Fish Fire Area on the Black Hills National Forest, Crook County, Wyoming and as depicted
on the attached map hereby incorporated into this order as Exhibit A, all within the Bearlodge
Ranger District, Black Hills National Forest.
 
The Restricted Area is further described as that area that encompasses the Crook County Road
247 (Clark Road) and Wyoming Highway 585 east to Reynolds Road (FSR 872), south to the
Moskee townsite and west to Wyoming Highway 585.
 
The purpose of the Order is to provide for public safety and safe egress of fire vehicles in the
vicinity of the Fish Fire.
 
PROHIBITIONS:
 
1. It is prohibited to go into or be upon the Restricted area which is closed for the protection
of Public Health and Safety(36CPR. §261.53(c)).

EXEMPTIONS:
Pursuant to 36 CPR § 261.50 (6), the following persons are exempt from the prohibitions in
this Order:
 
1. Persons with a special use authorization or other Forest Service authorization specifically
exempting them from the effect of this Order. 
2. Any Federal, State or Local Law Enforcement Officer or member of an organized rescue
or freighting force in the performance of an official duty.
3. Federal or State administrative personnel in performance of an official duty.

This Order will be in effect until the 31Stday of August, or until rescinded, whichever occurs
first.
 
This Order supersedes any previous Order(s) prohibiting the same, or similar acts prohibited by
this Order in the area covered by this Order.

Firefighters took advantage of the extended period of gentler weather on Saturday to improve lines on all fires. On the Windigo Fire, containment grew to 60% as crews extended 100-foot mop operations on the perimeter. Crews will continue to work direct today, utilizing dry mop up operations to secure fire lines in the Windigo Butte area. Crews use dry mop up methods – mixing dirt into the ashes, when water isn’t available to cool down the burned edge of the fire.

Yesterday, the Lake View Hotshots successfully completed a backburn on the southwest edge of the Potter fire. Today, firefighters will conduct strategic firing operations using the Unmanned Aircraft System (drone), aiming to control fire growth on the west flank of the fire. Crews will continue mop up operations to secure the perimeter of the fire.

The Big Swamp Fire is currently at 121 acres. Crews will continue to reinforce lines along the south east flank and use direct fire operations where possible, aiming to reinforce lines on the east and southern areas.

Resources on the fires include 888 total personnel comprised of 26 handcrews, 22 engines, 11 dozers, 11 water tenders, eight Type 1 Helicopters, one Type 3 Helicopter and two fixed-wing scoopers.

High temperatures will be in the 80-85 degrees range today. Morning winds will be from northwest over the Potter and Big Swamp Fires and from the east on the Windigo Fire, with a shift at mid-day from the northwest on the Windigo fire, with speeds between 4-8 mph and gusts of up to 15 mph. Fire
The Windigo Fire is 1007 acres with 60% containment. The Potter Fire grew by 64 acres and is now 435 acres with 0% containment. The Big Swamp Fire is at 121 acres with 0% containment. Smoke
Smoke concerns will mainly be limited to the valleys closest to the fires of Potter and Cedar Creek. Cedar Creek will be the primary producer of the smoke and the impacts will be felt in Oakridge this morning and again tonight as a weak easterly nighttime flow helps to transport the smoke down stream through the Salmon and Salt Creek drainages. The common afternoon wind shift to northwest will drift the Cedar Creek smoke into Waldo Lake and Odell Lake each afternoon and then down the Highway 58 corridor into Crescent Lake area by evening and will remain entrenched through the night into the morning. The California smoke will overall remain east of the area today but a more southerly flow could bring some minor smoke impacts to visibility and air quality tomorrow.
