Rough Patch Complex and Jack Fire Daily Update Sept 29

Incident Summary:   Yesterday’s rainfall added approximately .10 inch over the fire area, bringing the total from this rainy period to about 2 inches. There is a very low probability that forest fuels will dry enough to allow fire spread in the foreseeable future. Logs, stumps, root holes and other large fuels will continue to burn and produce smoke but are unlikely to ignite other fuels near them.  

Some paved and graveled roads are dry enough to allow access for firefighters to continue their post-suppression work. A lot of work remains to repair fire lines, remove hazard trees near roads and trails, retrieve firefighting equipment, haul away debris from fire line construction and restore drainage features. Fire line repair work includes building water bars across hand and dozer lines and spreading slash on bare soils. This helps divert rainfall off of exposed soils in order to keep it from creating channels and eroding the fire lines. As roads and soils dry out, allowing more access to the fire area, this work will accelerate. 

Managing agencies are evaluating the area closure surrounding the fires, with the intent to restore public access to more areas as soon as safely possible. Unstable roads and slopes, fire-weakened trees, rock fall, and firefighter traffic continue to pose risks to the public. A Forest Service Burned Area Emergency Response (BAER) team has begun working on the complex of fires. The BAER team is assessing the severity of fire effects and will plan mitigation measures for exposed soils with increased risk of erosion. These mitigations can also help prevent sediments from moving downstream and potentially filling reservoirs, endangering species and community water supplies. The BAER program addresses post-fire conditions on Forest Service lands with the goals of guarding the safety of Forest visitors and employees while protecting Federal property, water quality, and critical natural or cultural resources from further damage after the fire is out. Incident Summary:  Warmer weather and lower humidity have dried roads and fire lines enough to allow access for firefighters. Heavy fuels like downed trees and stumps that have dried during months of drought and take longer to absorb moisture remain available to burn. Light fuels like small branches and fallen needles that easily absorbed the recent rain are not yet dry enough to support fire spread. Yesterday firefighters used helicopter water drops to help check persistent fire in heavy fuels in the Raven Rock area of the Jack Fire and along the southeast portion of the Chaos Fire in the Bulldog Creek area. 

Today firefighters are walking the Chaos Fire’s eastern edges in the Horse Heaven Creek drainage to manually feel for heat along the edge of burned areas. Where heat is found fire line will be constructed to check any future spread. 

In other areas of the Complex, firefighters are prioritizing suppression repair at higher elevations to complete the work before autumn weather limits access. Suppression repair includes building water bars across hand and dozer lines and spreading slash on bare soils. This helps divert rainfall off exposed soils to prevent channeling and erosion of the fire lines. Chipping branches, hauling logs and slash off site, and road clearing are underway around the Complex.

Incident Summary:  A warming, drying trend continues to dry the roads, improving access to the fire areas. Yesterday firefighters used helicopter water drops to help cool pockets of fire in heavy fuels in the southeast portion of the Little Bend Fire in the Bulldog Creek area. Crews walked the Chaos Fire’s eastern edges in the Horse Heaven Creek drainage to manually feel for heat along the edge of burned areas and build fire line where necessary. 

Today firefighters will monitor the persistent heat in the Bulldog Creek area and apply helicopter water drops if needed. In other areas of the Complex, firefighters are prioritizing suppression repair at higher elevations to complete the work before autumn weather limits access. Ongoing activities include building water bars across hand and dozer lines, spreading slash on bare soils, felling hazard trees, chipping cut material, and hauling logs and slash off site.  

To manage fatigue and provide for adequate rest, fire management team assignments are routinely limited to 14 consecutive duty days. Northwest Team 7 will complete its assignment on the Rough Patch Complex and Jack Fires today and be replaced by Rocky Mountain Team 2 at 7 p.m. this evening.  Current Situation

·         At 7:00 pm on Friday October 1, the type 2 Rocky Mountain Incident Management Blue Team assumed command of the Rough Patch Complex and Jack Fire.  

·         Repairing roadways, handline and dozer line from suppression efforts prior to the recent precipitation will be ongoing. These activities include building water bars across hand and dozer line, spreading slash on bare soil, felling hazard trees, chipping cut material, and hauling logs and slash off site.

·         Minimal fire activity remains in the Bulldog Creek drainage, Horse Heaven Creek, and the eastern portion of the Buckhead Fire around Raven Rock Peak. Firefighters continue to monitor these areas and will take suppression actions where needed.

·         Large logs and stumps continue to smolder; however, no fire spread is predicted.

Current Situation:

  • A closure area remains in the Rough Patch Complex and Jack Fire areas. Please respect these closures as equipment and firefighters are working along roads in the fire area.
  • Firefighters are working closely with Resource Advisors to develop and prioritize suppression repair activities. Suppression repair objectives are to return the landscape to it’s natural appearance while preventing, minimizing and remediate impacts caused by suppression activities.     
  • Removal of logs and slash from the fire area will be ongoing as firefighters strive to protect the integrity of roadways and the effects of future sedimentation into the waterways.
  • Crews are working to remove fire weakened trees within the fire perimeter that could become a safety hazard.
  • As vegetation begins to dry, smoke may become visible again from the fire area. Firefighters will continue to monitor the fire behavior and suppression tactics will be taken if needed.

Current Situation

·         A closure area remains in the Rough Patch Complex and Jack Fire areas. Please respect these closures as equipment and firefighters are working along roads in the fire area.

·         Crews are making great progress in removal of logs and slash, with increased hauling activity on the 5850 and 4750 roads.

·         In Division A, D, and F firefighters will continue to monitor fire behavior in the uncontained areas and suppression tactics will be taken if needed. There is potential for a minor increase in fire activity this afternoon.

·         Suppression repair objectives are to return the landscape to it’s natural appearance while preventing, minimizing and remediate impacts caused by suppression activities. Suppression repair includes creating water bars, which are used to divert flowing water, to minimize erosion potential in burned areas.      

·         Crews are working to remove fire weakened trees within the fire perimeter and along roadways that could become a safety hazard.

Fire Conditions and Weather

·         Additional cloud coverage will be in the area today, bringing higher humidity. There will be increased wind on the ridge tops.

·         There will be cooler temperatures and increased moisture throughout the rest of the week.

Current Situation

·         Crews are removing slash and weakened trees from the fire area and fire’s perimeter. Great progress has been made but over 185 miles of suppression repair work remains.  

·         Firefighters will continue to monitor fire activity in the uncontrolled areas as isolated stumps, logs, and deep duff will hold heat.

·         A Burned Area Emergency Response (BAER) Team, made up of natural and cultural resource experts are surveying the burned areas. These experts so far have determined that overall, less than one percent of any of the fires resulted in high soil burn severity. Fire Conditions and Weather

·         A cold front will arrive in the afternoon bringing cooler temperatures and scattered showers. Ridgetop winds will become stronger with gusts up to 25 mph. There is potential for snow in elevations over 4,500 feet.

·         The cooler temperatures and moisture will remain the trend over the next few days.

Current Situation

  • Large logs will continue to smolder and burn where they are protected in the understory from the precipitation that has fallen on the fire.  
  • Suppression related repair work on the 5850 Road with heavy equipment continues. These actions include processing logs, removing slash and repairing roadways.
  • Crews are actively chipping slash on the 3821 Road, removing debris from the ditches and roads to prevent erosion. 
  • With the relocation of the large horizontal grinder, repair work has sped up and become more efficient. 42.6 miles of repair work has been completed.
  • Chipping operation in the Johnson Meadow area will be completed today and crews will progress south.
  • On the west side of Rough Patch, near 2358 Road, hand crews are repairing dozer line where the terrain is too steep for heavy equipment.

Fire Conditions and Weather

  • Last night the fire and burned areas received a dusting of snow with 3/10ths of an inch of precipitation.
  • Cool, damp weather will keep fire behavior at a minimum.
  • Cooler temperatures and moisture will continue through the week.

Current Situation

  • Loaded dump trucks will be hauling chips down to Glide. Please be aware of heavier traffic on Highway 138.
  • Crews are canvassing the fire area and retrieving equipment from suppression work.
  • While conditions allow, an average of eight to ten miles of repair is being completed daily. 
  • Road 23 has hand crews repairing dozer line, roads and installing water bars to prevent erosion.
  • There has been an influx of personnel this week as large equipment, drivers, operators, and contractors are arriving to help with the suppression repair.

Fire Conditions and Weather

  • Favorable weather and successful suppression action has reduced fire behavior to isolated smoldering in heavy fuels.
  • Continued cool temperatures for today but a few degrees warmer than yesterday. Mostly sunny skies except for some early fog in the valleys. Winds will be light out of the west.
  • Cooler temperatures and moisture will continue through the week with more precipitation arriving around Sunday.
